Singapore Visa for Tourists in 2024: A Comprehensive Guide

Singapore’s visa policy is simple and the country is very open to visitors. Most nationalities can enter visa-free and enjoy stays of either 30 or 90 days. The rest can obtain an e-Visa although a local Singaporean contact or a visa agent is a requirement.

Owing to digitalization, entering and leaving Singapore is seamless through one of the automated lanes. If you’re eligible, you won’t even have to speak to an immigration officer!

To save you time and summarize all the information, this guide will cover everything about Singapore visa policy, visa requirements and eligibility.

Passport holders of 163 countries and territories can travel visa-free to Singapore for 30 or 90 days.

Those who aren’t visa-exempt must obtain a tourist visa. There are two ways to do that. The first is an e-Visa through a Singaporean contact. The second is through an authorized visa agent or a Singaporean embassy.

Lastly, certain nationalities can take advantage of the Visa Free Transit Facility (VFTF) if in transit in Singapore to or from a third country. This option allows stays for up to 96 hours (4 days).

Singapore does not offer Visa on Arrival.

Entry Requirements

These entry requirements apply to all foreign citizens entering Singapore:

  • At least 6 months of passport validity
  • Valid visa unless visa exempt or using the Visa-Free Transit Facility (VFTF)
  • Completed SG Arrival Card
  • Return or onward ticket
  • Proof of sufficient cash for your stay

Immigration officers very rarely ask for the last two. If you use the automated gates, you will not be asked for any proof.

It is also a good idea to check the list of Prohibited and Controlled Goods as Singaporean Customs can be a lot more curious.

Visa exemption is available at all border crossings via air, land, and sea.

Singapore Tourist Visa (e-Visa)

The nationalities that require a Singapore tourist visa are split into two levels. 

The main difference is that Level II countries must also submit a Letter of Introduction for Visa Application (LOI).

Assessment Level I Countries

  • North Korea
  • Turkmenistan

Assessment Level II Countries

  • Afghanistan
  • South Sudan

Visa Requirements

Even though it’s an e-Visa, as an applicant, you cannot apply for the e-Visa on your own. The e-Visa application must be submitted by a local Singaporean contact or applied through an authorized visa agent approved by ICA such as VFS Global. 

The Singaporean contact must be at least 21 years old, a legal citizen or resident of Singapore, and have access to SingPass , the Singapore Identity Verification app.

Both Level I and Level II are required to submit:

  • Completed and signed Form 14A
  • A passport-sized color photograph taken within the last 3 months. These are the photo requirements .
  • A photocopy of your passport biodata page

Level II countries are additionally required to obtain:

  • Completed Form V39A which is a Letter of Introduction for Visa Application (LOI), issued by a local contact in Singapore.

Finding a local contact for LOI may prove troublesome for some travelers. A LOI issued by your Embassy can also be accepted if you are unable to secure an LOI from an individual.

The application costs 30 SGD (~22$).

If your application is successful, your Singaporean contact or the visa agent can send you the e-Visa file. You must print it and present it on arrival to enter the country.

Applications are processed within 3 working days (excluding the day of submission).

Singapore Visa-Free Transit Facility (VFTF)

e-Pass for Singapore Visa-Free Transit Facility (VFTF)

The Visa-Free Transit Facility (VFTF) allows entry into Singapore for up to 96 hours under certain conditions.

Eligible Countries

The following countries are eligible for VFTF:

Requirements

India passport holders.

Nationals of India are eligible for VFTF if they meet the following requirements:

  • Enter Singapore by any mode of transport but leave only via air or sea to a third country. You may be asked to show an onward ticket departing Singapore within 96 hours. Flight, ferry, and cruise tickets are allowed.
  • United States of America
  • You travel directly from the country that issued the visa, through Singapore, back to your home country
  • You have not been to your home country since you last used the visa

Schengen visas allow entry to both Germany and Switzerland, so they are accepted even if issued by another country.

All other countries

For the other countries on the VFTF list, these requirements are in place:

  • Enter Singapore by any mode of transport but leave only via air to a third country. You may be asked to show an onward ticket departing Singapore within 96 hours. Only flight tickets are acceptable.

Visa-Free Transit

Visa-free transit does NOT allow you to enter Singapore!

You are considered a transiting traveler if you travel via Singapore without clearing immigration. All nationalities are eligible.

As a transiting passenger, you are allowed to stay within the transit area of Singapore Changi Airport.

Most layovers don’t require you to clear immigration. However, be careful with low-cost carriers and tickets booked separately. If that’s your case, you likely have to pass through immigration and customs and recheck your luggage. In that case, you must have a visa or be visa-exempt.

SG Arrival Card

The SG Arrival Card is mandatory for all visitors to Singapore regardless of nationality.

You can complete the SG Arrival Card online up to 3 days before arrival. There’s no minimum required time before arrival so you can complete it at the airport too.

The SG Arrival Card is automatically linked to your passport information. If you don’t complete it properly, automated lanes will reject you and you must see a border officer to amend it.

Automated Clearance

Singapore has made strides towards complete automation of its borders. It is expected that soon all arrivals will be processed through automated lanes. For now, these are the eligible countries:

The procedure is quick and straightforward. If this is your first time in Singapore, the machine will also collect your fingerprints, an iris scan, and a face picture.

You will NOT receive a stamp on your passport. After entry, you will receive an e-Pass to the email you have provided in the SG Arrival Card with the last day of stay allowed in Singapore.

Exit is also automated and passports are not stamped either.

Electronic Visit Pass (e-Pass)

Singapore has phased out issuing physical entry stamps in the passport. An Electonic Visit Pass or e-Pass is issued and sent to your email after clearing the immigration in Singapore. You can also retrieve a copy for your e-Pass on the ICA website

The e-Pass will have the details such as your date of entry into Singapore, maximum days of allowed stay and your last day of stay granted.

Frequently Asked Questions (FAQs)

Does singapore require a covid test or vaccination certificate.

All Covid-related restrictions were dropped on 13 February 2023. There are no requirements regarding testing or vaccination. That said, while submitting an SG Arrival Card, you will fill out the health declaration whether or not you are experiencing any symptoms.

Can I get an SG Arrival Card at the airport?

Yes, you can. The paper-based arrival cards are phased out, so you will have to fill out an online SG Arrival Card. You can fill it out at the airport too, takes about 5-10 minutes.

What documents are required to enter Singapore?

  • Passport valid for at least 6 more months
  • Valid visa unless visa-exempt
  • Onward ticket (very rarely, especially if using an automated lane).

Can I transit at Singapore Changi Airport without a visa?

Yes, you can, regardless of nationality, as long as you don’t leave the transit area.

You may enter and exit as you please if you’re visa-exempt. 

Alternatively, you may be eligible for a visa-free transit facility allowing stays inside Singapore for up to 96 hours.

E-Visa (Online Application)

If you are eligible to apply for a tourist visa online through the Electronic Visa (e-Visa) system, the processing time is typically relatively quick. In many cases, e-Visa applications are processed within a few working days, often within 3 to 5 business days.

However, processing times may vary based on the volume of applications and other factors.

If you are eligible for a visa-on-arrival (VFA) and choose to obtain your visa upon arrival at Singapore’s Changi Airport or land checkpoints, the processing is immediate. You will receive your visa at the point of entry .

Visa Application At The Embassy/Consulate

If you apply for a tourist/visitor visa in person at a Singaporean embassy or consulate in your home country, processing times can vary widely based on the embassy’s workload and other factors.

Check if You Need an Entry Visa

If you hold a travel document issued by one of the countries or places listed below, you will require a valid Singapore entry visa to travel to, and seek entry, into Singapore.

Possession of a valid visa does not guarantee entry into Singapore. Please refer to entry requirements for more information.

Please note the following:

  • SG Arrival Card is not a visa . Please refer to SG Arrival Card e-Service  for more information.
  • Valid visa holders are required to adhere to the latest travel requirements and advisories , where applicable.
  • The period of stay in Singapore is not tied to the validity of your visa. The period of stay is determined by the duration of the Visit Pass issued to you in the form of electronic visit pass (e-Pass) at the checkpoint upon entry. 

To extend the duration of stay, the applicant will have to apply for a Short-Term Visit Pass (STVP) extension. For more information, please refer to Seeking Extension of Visit Pass .

A Singapore entry visa is not an immigration pass. It is a pre-entry permission for the holder of a valid visa to travel to, and seek entry, into Singapore. The grant of an immigration pass will be determined by the ICA officers at the point of entry. The period of stay granted is not tied to the validity of your visa. ICA does not accept submission of visa application over the immigration counters. If you do not have a Local Contact with a Singpass/Corppass account, you may submit the visa application:

  • Through an authorised visa agent appointed by the Singapore Overseas Missions; or
  • At the nearest Singapore Overseas Mission .

Please liaise directly with the nearest Singapore Overseas Mission for detailed visa application procedure if the application is to be submitted through their authorised visa agents or at the Singapore Overseas Mission.

From 11 March 2022, all foreign visitors arriving in Singapore will be notified digitally of their Visit Pass (e-Pass) through email. There will not be any endorsement on your passport. The e-Pass notification will indicate the period of stay granted and last day of stay allowed. Please ensure that you provide a valid email address when submitting the SG Arrival Card .

If your travel document is issued by one of the countries/ places listed below, you will require a valid visa to enter Singapore. Click on individual countries/ places to find out more.

Travel Documents by Countries and Places

You will also need a visa if you are travelling on:

  • A Refugee travel document. This travel document is subject to assessment of recognition for entry into Singapore
  • An Alien's passport. This travel document is subject to assessment of recognition for entry into Singapore
  • A Palestinian Authority passport
  • A temporary passport issued by the United Arab Emirates
  • A  Document of Identity issued by Hong Kong Special Administrative Region
  • A Travel Permit issued by Macao Special Administrative Region
  • A PRC Travel Document

Visa Free Transit Facilities

Nationals of the Commonwealth of Independent States, Georgia, India, Turkmenistan and Ukraine; as well as Nationals of the People’s Republic of China (PRC) holding other travel documents issued by the PRC* (excluding ordinary, diplomatic, public affairs and service passports) may be eligible for the Visa-Free Transit Facility (VFTF). *These include the PRC Travel Document, Hong Kong Special Administrative Region (SAR) Document of Identity (DOI) and Macau SAR Travel Permit.

Singapore Tourist visa

Singapore is an island city-state on the southern tip of the Malay Peninsula in Southeast Asia. Singapore’s green sanctuaries and vibrant cities bustle with state-of-the-art architecture, luxurious resorts, history-rich neighborhoods, lush parks and gardens, beautiful waterfalls, and exciting world-class sites and events. For entry into Singapore, some foreign nationals can enter visa-free, while others are required to obtain a visa. You are advised to apply for a Singapore visa within 30 days prior to your trip to Singapore. Please note that a visa does not guarantee entry into Singapore, as the Immigration and Checkpoints Authority (ICA) makes final entrance determinations.

Required Documents for Singapore Tourist Visa

The following are the required documents for online application through your local contact or authorized visa agent or strategic partner:.

For applicant:

  • A completed visa application Form 14A
  • One (1) photocopy of applicant’s biodata passport page, valid for at least 6 months from entry date into Singapore
  • color photo on white background
  • taken within last 3 months
  • on non-reflective, matte or semi-matte finish paper
  • meets ICA requirements

For Singapore local contact or strategic partner (if applicable):

  • A completed Form V39A

These are the required documents for your application through the Singapore embassy, consulate or VAC:

  • Proof of payment of visa application fee
  • One (1) photocopy of your passport biodata page and all passport pages bearing prior travel records
  • Return/onward ticket
  • Hotel reservations

For local sponsor:

  • Photocopy of Singapore ID card

Please be aware that additional documents may be required.

Singapore Tourist Visa Application Steps

Once the required documents have been gathered, make a copy for yourself and apply for your Singapore Visa through the following steps:

Application through Singapore embassy, consulate, or VAC abroad

Complete Singapore Visa application form online, or make a print out of the form and fill it out by hand then sign it. You will have to fill in data regarding your personal information and details about your stay in Singapore.

Submit your Singapore visa application at the nearest Singapore embassy, consulate, or authorized Visa Application Center (VAC).

The processing fees will be collected at the time of submission for each application.

Receive your approved Singapore visa to your email or third-party service provider.

Online Application

If you have a local contact, who is a Singapore citizen or permanent resident, with a “SingPass” account, your local contact can apply online for a Singapore visa on your behalf, via the SAVE system at the Singapore Immigration & Checkpoints Authority (ICA) website. Your local contact can print a copy of your approved e-Visa through the online SAVE system.

Singapore Tourist Visa Fees

The Singapore visa processing fee is $30 and is non-refundable. For e-Service visas, you can make payment online with a major credit/debit card (MasterCard or Visa).

Where to apply for Singapore Visas

Within Singapore: A Singapore national, permanent resident, or authorized strategic partner can apply online on your behalf, via the SAVE system.

Outside Singapore: You can apply for a Singapore entry visa at your nearest Singapore embassy, consulate, or visa authorization center (VAC).

When to apply for Singapore Visas

It is advisable to apply for a Singapore Visa within 30 days of your planned trip to Singapore, as times may vary depending on the individual application. For this reason, we advise you to apply well in advance of your planned trip.

Singapore Tourist Visa Processing Time

Your Singapore visa will be processed within 3 business days, after the day of your application.

For Approved Singapore visa applications

Once the Singapore Visa has been approved, you can legally enter Singapore and stay for the maximum number of days permitted within the visa’s validity period.

For Denied Singapore visa applications

If your Singapore visa application has been rejected, you can appeal within one month of the rejection date to [email protected] .

To process your appeal, the following documents must be submitted:

  • Passport copy
  • In the case of application through a local contact, a signed letter by local contact requesting ICA to reconsider applicant's visa and reason for reconsideration
  • Any supporting documents
  • NRIC (National Registration Identity Card) date of issue of the local contact
  • Note: Appeal processing times are approximately 14 business days. Times may vary, as each appeal is reviewed on a case-by-case basis. Local contacts can track the visa appeal status online.

Singapore Entry Requirements

A Singapore Entry Visa is your pre-permission pass to request entry into Singapore. Once you are approved for a Singapore Visa to travel to Singapore, you must then obtain the permission to enter Singapore. Before ICA can consider you for entry into Singapore, you must meet the following basic requirements:

  • A Singapore Entry Visa
  • A submitted SG Arrival Card: All travelers are required to submit their health declaration information to ICA, within three days before their arrival in Singapore. You can apply via the SG Arrival Card e-Service or through a “SG Arrival Card” mobile application. Please note that the SG Arrival Card is not a visa or pass to enter Singapore.
  • Sufficient funds for your stay
  • Confirmed onward airline ticket (if applicable)
  • A yellow fever vaccination certificate, if coming from a country with risk of yellow fever transmission (listed here ).
  • Proof that you can enter your next destination (visa)

To be permitted entry into Singapore, you must obtain a Singapore Visit Pass. As of 10 October 2021, all foreign nationals arriving to Singapore by air will be emailed a digital Visit Pass (e-Pass), which substitutes a passport entry stamp. Your digital e-Passes will state the maximum duration period you are allowed to stay in Singapore. Please note that the duration stay period of your entry pass is different than the validity period of your entry visa. Some countries may be eligible for Visa-Free Transit Facilities (VFTF), a visa-free 96-hour transit in Singapore. Eligible countries include Georgia, India, China, Turkmenistan, Ukraine, and the Commonwealth of Independent States.

The following documents are required when applying for Singapore Visa:

  • Application Form 14A duly filled and signed by the applicant. (Please download the form)

If your travel document was issued by one of the countries or regions listed below, you will need to provide a Letter of Introduction (Form V39A) – issued by a local contact in Singapore with valid NRIC number regardless of the purpose of visit.

Afghanistan, Algeria, Bangladesh, Egypt, Iran, Iraq, Jordan*, Kosovo, Libya, Lebanon, Mali, Morocco, Nigeria*, Pakistan, Palestine, Somalia, Sudan, Syria, Tunisia*, Yemen, Temporary passport issued in United Arab Emirates, Refugee travel document issued by Middle East country.

  • Flight and Hotel reservation only
  • Detailed day-to-day itinerary in Singapore
  • 3 months – stamped bank statement in colour print.

*The application would thereafter be subject to assessment based on the documents provided*

If your travel document is issued by one of the countries or regions below, you will need a visa to enter Singapore. Click on individual countries or regions below to find out more.

You will also need a visa if you are travelling on:  

  • A Refugee travel document. This travel document is subject to assessment of recognition for entry into Singapore
  • An Alien's passport. This travel document is subject to assessment of recognition for entry into Singapore
  • A  Palestinian Authority passport
  • A  temporary passport issued by the United Arab Emirates
  • A  Document of Identity issued by Hong Kong Special Administrative Region
  • A  Travel Permit issued by Macao Special Administrative Region
  • A  PRC Travel Document

SUBMISSION OF DOCUMENTS

You can apply for your visa through any of the authorised visa agents at  Annex A (49.35KB) . Visa applications will be accepted only when all of the following documents are in order:

To apply for an entry visa for business or social visits, you will need the following documents:

  • Duly completed Form 14A ( https://www.ica.gov.sg/docs/default-source/ica/forms/form14a.pdf ) signed by you.
  • Valid passport with at least six months validity on the date of entry into Singapore
  • 2 passport-sized colour photograph taken within the last three months. Please see  Photo Guidelines  for information on photo requirements.

Additional supporting documents (e.g., Form V39A * (Letter of Introduction for Visa Application (LOI)) may be required on a case-by-case basis.

*The local contact must be either a Singapore citizen (SC) or a Singapore permanent resident (PR) who is at least 21 years old. If you are applying for an entry visa for business visit (attending business negotiations or discussions), the local contact must be acting on behalf of the Singapore-registered business entity. LOIs issued by your Embassy/High Commission may also be accepted, if you are unable to secure an LOI from a local contact to support your visa application for social and business visits.

  All documents in Hindi, including official notes, should be translated into English language

VISA PROCESSING TIME 

The processing time for visa applications will generally take 3 to 5 working days (excluding date of submission, weekends and public holidays). Some applications may take longer to process. Visa applicants are not required to buy a flight ticket before applying for an entry visa. Applicants who choose to buy a flight ticket will have to bear the risk of loss if the visa application outcome is unsuccessful or if the approved visa duration falls outside of the applicant’s intended date of travel.

Photo Guidelines

.            Taken within the last  3 months 

.            Clear and in focus, 35mm wide by 45mm high, without any borders 

.             In colour taken against a plain white background without shadows 

.            Avoid white headgear and plain white clothing (headgear worn in accordance with religious or racial customs is acceptable but must not hide any facial features)

.            Full face with the upper shoulders visible, facing forward with eyes open

.            Hair must not cover the eyebrows or the eyes 

.            Even exposure (must not be taken under direct lighting)

.            Spectacle frames must not cover part of the eyes

.            Spectacle lenses must not reflect or glare

The visa processing fee for each application is INR 1800 . Visa processing fees are paid upon application of visas. The processing fee is non-refundable regardless of the outcome of the application or if you withdraw the application after submission.

The visa processing fee of INR 1800 is non-refundable. Our Authorised Visa Agents are permitted to charge a service fee of  Rs.650  on  top of the visa processing fee. All fees are paid upon the application of the visa.

IMPORTANT NOTICES

1.    Incomplete forms and/or documents submitted may result in the application being rejected or the processing delayed.

2.    Every application for a visa, including the duration of the visa granted, will be considered on its own merits and subject to approval.

3.    Possession of a visa does not guarantee entry into Singapore. The granting of entry into Singapore is determined by the Immigration & Checkpoints Authority (ICA) officers at the point of entry. Visitors must also meet entry requirements such as holding a valid passport, sufficient funds for the period of stay in Singapore and confirmed onward/return air ticket (if applicable).

4.    The validity of the visa refers to the period where the holder may seek entry into Singapore. The duration of stay is determined by ICA officers on duty at the respective checkpoints. 

5.     A Singapore visa is not an immigration pass. It is a pre-entry permission for the holder of a valid Singapore visa to travel to, and seek entry, into Singapore. The grant of an immigration pass will be determined by the ICA officers at the point of entry. Possession of a valid visa alone does not guarantee entry into Singapore.

6. A ll foreign visitors arriving in Singapore, with effect from 11 March 2022, will be notified digitally of their Visit Pass (e-Pass) via email. There will not be any endorsement on the passport. The e-Pass notification will indicate the period of stay granted and the last day of stay allowed . Please ensure that you enter a valid email when submitting the  SG Arrival Card .

VISA TRANSFER

Holders with a valid visa of 3 months or more in their old passport may transfer their existing visa to their new passport. Please submit a recent passport-sized colour photograph taken within the last 3 months (Please refer to  Photo Guidelines  for information on photo requirements), together with other supporting documents, to our Authorised Visa Agents who will charge you a processing fee of Rs 650. Please note that transfer applications are only accepted on Tuesdays, Wednesdays and Thursdays.  The processing time for visa transfer is 3 working days after submitting the application to the Authorised Visa Agent, excluding the day of submission, weekends, public holidays or as instructed by the Singapore High Commission.

CHECKING STATUS OF VISA APPLICATION

To check the status of the visa application, please follow the steps below. If you had already been issued with a valid visa but misplaced the copy of your e-Visa, you can also follow the same steps to print a copy of your e-Visa.

Step 1: Go to Immigration & Checkpoints Authority (ICA) website at  www.ica.gov.sg

Step 2: At ICA homepage, scroll down to section  <e-Services and Forms>  and click on  <Apply entry visa)>

Step 3: Scroll the page down and click on either  <Enquire Application Status>  or  <Enquire Family Application Status>  depend on type of application.

Step 4: Key in your  <Visa Reference Number   ( DELXXXXXXSAXXXXXXXX )   >  and  <Applicant’s Travel Document Number ( XXXXXXXX )>  and click  <Next>

Step 5: If your application is approved, click on  <Print e-Visa>  to get the copy of the e-Visa

Visa Free Transit Facility (VFTF)

India nationals who are in transit to or from any third country by air may be eligible for 96-hours Visa Free Transit Facility (VFTF). An Indian traveller who is not in possession of a valid Singapore visa and not eligible for VFTF, will not be allowed to enter Singapore.

The following conditions apply for Visa Free Transit Facility (VFTF)

General Conditions:

A.                  Transit travellers who satisfy the criteria for VFTF will have to meet the prevailing entry requirements before they are allowed entry into Singapore. Assessment for entry is determined by the Immigration & Checkpoints Authority (ICA) officers at the point of entry.

B.                  Extension of stay for transit travellers under the VFTF is strictly not allowed.

Travellers who are nationals of India

Indian nationals who are  in transit to or from any third country via Singapore, you may be eligible for the 96-hour VFTF if you meet these requirements:

  • You may enter Singapore by any mode of transport but depart only via air or sea. You must have a valid onward air/ferry/cruise ticket departing Singapore within 96 hours; and
  • You must have a valid visa*/long-term pass (with a validity of at least 1 month from the date of entry into Singapore under the VFTF) issued by any of the following countries:
  • New Zealand
  • Switzerland^
  • United Kingdom
  • United States of America

* A visa is considered valid so long as it is good for entry into one of the eight countries listed above. Travelers with Single Journey Visas (SJV) may still be granted VFTF on the return leg of their journey (i.e. after the SJV is used and no longer valid), but you must:

  • Travel directly from the country that issued the SJV, en route through Singapore, back to your home country
  • Not have returned to your home country since you last used the SJV.

^ Applies to visas issued by Germany or Switzerland, or Schengen visas that are good for entry to Germany or Switzerland.

Nationals of the Commonwealth of Independent States (CIS), Georgia, Turkmenistan and Ukraine

If you are in transit to or from any third country, you may be eligible for the 96-hour VFTF if you have a valid onward air ticket departing within 96 hours. You may enter Singapore by any mode of transport but must depart Singapore by air.

Notice : The High Commission would like to remind members of the public that the High Commission does not process and issue work passes. All applications for work passes have to be submitted by the potential employers in Singapore to the Singapore Ministry of Manpower directly. If you require further clarification or have any doubts, you may contact the Ministry of Manpower at email:  [email protected] .

There have been cases of fraudulent work passes being issued in India.

Please note that with effect from 01 June 2023 (inclusive)

Saudi nationals with passports issued by the Kingdom of Saudi Arabia will no longer need to apply for an entry visa to enter Singapore.

IMPORTANT NOTICE FOR THE PEOPLE’S REPUBLIC OF CHINA (PRC) NATIONALS:

With effect from 9 February 2024, holders of ordinary passports issued by the People’s Republic of China will be exempted from visa requirements for a stay of up to 30 days in Singapore.

Holders of all other travel documents issued by the PRC must continue to apply for an entry visa before traveling to Singapore.*

Please note that there will be no refund of the visa processing fee for those who had earlier submitted an application.

* These include the PRC Travel Document, Hong Kong SAR Document of Identity (DOI), and Macau SAR Travel Permit. Holders of diplomatic, public affairs and service passports issued by the PRC will continue to be exempted from visa requirements for a stay of up to 30 days in Singapore as per current treatment.

You will also need a visa if you are travelling on:

  • A Palestinian Authority passport
  • A temporary passport issued by the United Arab Emirates

If you are one of them, you will require a Student Pass – Singapore’s equivalent of a student visa.

The Student Pass is also an excellent pathway for your Singapore PR application if you plan on working and residing in the country for the long term after you graduate. So, how can you qualify and apply for one? Let us help get you started on the application process so that you can have everything prepared ahead of your flight to Singapore.

Who Requires A Student Pass?

Student Visa Application

Anyone who wishes to pursue a full-time education for longer than thirty days in Singapore must possess a Student Pass, with the following exceptions:

  • Your education programme lasts less than thirty days.
  • You hold a valid Dependent’s Pass or Long-Term Visit Pass.
  • You possess an Immigration Exemption Order (IEO). IEOs are issued to diplomats, consular representatives, military personnel, and family members.

What Are The Eligibility Criteria For A Student Pass?

You can apply for a Student Pass if you have been accepted into an approved Institute of Higher Learning in Singapore. Please note that you must be enrolled in a full-time programme. Students attending part-time, evening, or weekend classes do not qualify for a Student Pass.

How To Apply For A Student Pass

How To Apply For A Student Pass

Like a PR application, you can apply for a Student Pass online. Your application must be submitted at least one month before the start of the semester but no earlier than two months. We recommend preparing the following documents and have them ready on hand before you apply:

  • A recent, passport-sized digital photo (in colour) taken within the last three months.
  • The Registration Acknowledgement Letter from the IHL.
  • Your travel document biodata and birth certificate.
  • Your personal information, including the list of countries you have previously resided in, your educational background, employment history, and financial support (if applicable).
  • Your parents’, spouse’s, and/or siblings’ personal information (if applicable).
  • Your residential address and contact details in Singapore.
  • Your email address.

Please note that you can only apply for a Student Pass after you have been admitted into an approved IHL, as the IHL must kickstart the procedure by providing your personal information to the SOLAR (Student’s Pass On-Line Application and Registration) system. Let us guide you through the step-by-step process.

Step 1: Log Onto SOLAR And Complete Your Application

Log onto SOLAR with the unique application number (stated on your acceptance letter from the school) provided by your IHL and fill out eForm 16. Remember to print a copy of the completed application, as you must present the form to collect your Student Pass. You will also be required to pay a standard processing fee of S$30 before submitting your application.

Step 2: Wait For Your In-Principle Approval (IPA) Letter

After your application is processed and accepted, you will receive an IPA letter granting you entry into Singapore. This letter serves as a temporary student visa. It usually takes approximately two weeks for the Immigration and Checkpoints Authority (ICA) to process an application.

Step 3: Receive A Visit Pass

Upon arriving in Singapore, present your IPA letter to immigration officials at the port of entry to receive a visit pass granting you entry into the country.

Step 4: Arrange An Appointment With ICA

Afterwards, schedule an e-appointment with ICA to collect your Student Pass. Please note that the completion of Student’s Pass formalities is strictly by e-appointment only, and ICA do not entertain student walk-ins. If the appointment date is beyond the validity of your social visit pass, you can extend it at ICA’s website.

After arriving at the ICA building, head to the Student’s Pass unit on the fourth floor to pick up your official Student Pass. Don’t forget to bring the required documents listed in your IPA letter. Upon collection, an issuance charge of S$60 is due.

If you have long-term plans to work and reside in Singapore, you may apply for Singapore PR online under the Foreign Student Scheme (FSS) if your Student Pass is still valid.
