Visiting Singapore

We welcome all visitors to Singapore. To ensure you have a successful and memorable trip, please read on to find out what you need to know.

You should submit your personal information, trip details and health declaration electronically within three days prior to the date of your arrival in Singapore. This can be done using the SG Arrival Card e-Service.

Please note the SG Arrival Card is  not  a visa and the use of the SG Arrival Card e-Service is  free of charge .

You can submit the SG Arrival Card via https://eservices.ica.gov.sg/sgarrivalcard/  or through " MyICA " mobile application that can be downloaded for free from either the App Store  (iOS) or Google Play  (Android). Please refer to entry requirements for more information on entering Singapore.

You will receive your SG Arrival Card in the form of a PDF document (applicable for web service only, see below for a specimen) or email once ICA has successfully processed your submission. Please note that the SG Arrival Card comes with a unique DE Number that accompanies your passport number.

You must present yourself for immigration clearance at a point of entry into Singapore. You must satisfy the basic entry requirements before you can be considered for entry. The grant of an immigration pass will be determined by the ICA officers at the point of entry.

From 11 March 2022 , all foreign visitors arriving in Singapore will be notified digitally of their Visit Pass (e-Pass) through email. There will not be any endorsement on your passport. The e-Pass notification will indicate the period of stay granted and last day of stay allowed. Please ensure that you provide a valid email address when submitting the SG Arrival Card .

If you hold a travel document issued by one of the listed countries or places, you will require a valid Singapore visa to travel to, and seek entry, into Singapore. Please refer to  visa requirements  if you require a Singapore visa and for more information.

Upon successful processing of your visa application, you will be issued an e-visa in the form of a PDF document.

Please note that possession of a valid visa does not guarantee entry into Singapore . The grant of an immigration pass will be determined by the ICA officers at the point of entry. The period of stay granted is not tied to the validity of your visa.

With effect from 26 April 2022, 0001 hours (Singapore time), all fully vaccinated travellers and non-fully vaccinated children aged 12 and below arriving in Singapore via air or sea checkpoints will no longer be required to take a pre-departure test (PDT) before departing for Singapore. 2 Entry requirements for non-fully vaccinated travellers remain unchanged. All non-fully vaccinated Singapore Citizens and Permanent Residents aged 2 and above (born before 2020) are required to take a PDT (i.e. RT-PCR test/professionally administered ART test) within 2 days before departure for Singapore, undergo a 7-day Stay-Home Notice (SHN), and take a take a Polymerase Chain Reaction (PCR) COVID-19 test at the end of their SHN period. The PDT is a pre-requisite before non-fully vaccinated passengers are allowed to board their flights to Singapore. They will also be required to present their valid COVID-19 negative RT-PCR/professionally administered ART test result upon arrival in Singapore. Recovered non-fully vaccinated travellers who are certified positive for COVID-19 between 14 to 90 days (inclusive) before departure for Singapore may qualify for exemption from COVID-19 tests. You may use the self-check tool at https://go.gov.sg/recovered-traveller-checker to determine if the PDT can be waived. Remote Supervised ART Services 3 In addition, with effect from 31 March 2022, 2359 hours (Singapore time), Singapore Citizens (SCs), Permanent Residents (PRs), and other Long-Term Pass Holders (LTPHs, including In-Principle Approval Holders) arriving from India may use the remote supervised ART services by approved licensed providers in Singapore if they face difficulties obtaining valid PDT within 2 days before returning to Singapore. Travellers who wish to use the remotely supervised ART PDT services should book their slots early with these providers via their respective websites and bring along the approved ART kits from Singapore for their remotely supervised ART. With effect from 31 March 2022, 2359 hours (Singapore time), the border measures for travellers arriving in Singapore from India (which is classified under the General Travel Category) will be as follows: a) All fully vaccinated travellers and non-fully vaccinated children aged 12 and below are permitted to enter Singapore. They will not need to apply for entry approvals or take designated Vaccinated Travel Lane (VTL) transport. They will continue to be subjected to a pre-departure test (PDT) within 2 days before departure for Singapore, but will no longer be required to serve a Stay-Home Notice (SHN) or undergo an unsupervised Antigen Rapid Test (ART) after arriving in Singapore. The PDT is a pre-requisite before passengers are allowed to board their flights to Singapore. They will also be required to present their valid COVID-19 negative PCR/ART test result upon arrival in Singapore. Fully vaccinated recovered travellers who are certified positive for COVID-19 between 7 to 90 days (inclusive) before departure for Singapore may qualify for exemption from COVID-19 tests. You may use the self-check tool at https://go.gov.sg/recovered-traveller-checker to determine if you qualify as a Vaccinated-Recovered traveller. They are required to take a PDT within 2 days before departure for Singapore, undergo a 7-day SHN, and take a PCR test at the end of their SHN period. Travellers who wish to use the remotely supervised ART PDT services should book their slots early with these providers via their respective websites and bring along the approved ART kits from Singapore for their remotely supervised ART. Updated List of Authorised Visa Agents as of 16 March 2022

With effect from 14 March 2022, 2359 hours (Singapore time), Vaccinated Travel Lane (VTL) travellers entering Singapore from India will be required to do an unsupervised self-swab (USS) Antigen Rapid Test (ART) within 24 hours of entry. This will replace the previous requirement for a supervised self-swab (SSS) ART. Travellers are required to report their USS ART test result via sync.gov.sg before proceeding with their activities in Singapore. 2 In addition, all travellers from India will still need to undergo COVID-19 pre-departure test. Travellers are to present a negative Polymerase Chain Reaction (PCR) test result or a professionally administered (i.e., performed by trained medical professionals) negative ART result taken within 48 hours before their departure to Singapore. It is a pre-requisite before passengers are allowed to board their flights to Singapore. They will also be required to present their valid COVID-19 negative PCR/ART test result upon arrival in Singapore. Updates on Border Measures for Travellers from India to Singapore

With effect from 21 February 2022, 2359 hours (Singapore time), border measures for travellers entering Singapore from India will be simplified as follows: a. Travel history requirement will be reduced from 14 days to 7 days; b. Stay-Home Notice (SHN) duration will be standardised to 7 days across for travellers on non-VTL (Vaccinated Travel Lane) flights; c. Enhanced testing regime for travellers arriving on VTLs will be ceased (i.e. lifting of requirement to self-administer Antigen Rapid Test [ART] and test negative before leaving accommodation from the 2nd to 7th day of arrival in Singapore); d. VTL travellers will no longer need to perform an on-arrival PCR (Polymerase Chain Reaction) test. Instead, they will have up to 24 hours from their entry into Singapore to take a supervised self-swab (SSS) ART at one of the testing centres located across Singapore 2 Nonetheless, all VTL and non-VTL travellers from India will still need to undergo COVID-19 pre-departure test and present a negative PCR test result or a professionally administered (i.e., performed by trained medical professionals) negative ART result taken within 48 hours before their departure to Singapore. For fully vaccinated-recovered travellers, you are not required to undergo COVID-19 pre-departure test but are required to possess one of the following medical proof/documents, which must be in English or translated into English, showing positive COVID-19 infection detected 7 days to 90 days before date of departure for Singapore: EITHER A. (i) COVID-19 PCR test administered at an internationally accredited or recognised lab/clinic/medical facility OR (ii) ART result administered by a trained medical professional (self-swabs are disallowed) OR B. Medical discharge memo issued by the relevant state authority or licensed medical professional showing (i) Name (per travel document used to enter Singapore); (ii) ID number (per travel document used to enter Singapore), or Date of Birth; AND (iii) Date of infection which must fall within 7 days to 90 days (inclusive) before the date of departure for Singapore The above is a pre-requisite before passengers are allowed to board their flights to Singapore. Updates on border measures for incoming travellers from india to singapore.

With effect from 7 January 2022, 2359 hours (Singapore time), all non-Vaccinated Travel Lane (VTL) travellers entering Singapore from India will no longer be required to undergo a COVID-19 Polymerase Chain Reaction (PCR) test on-arrival. This includes non-VTL Singaporean and PR travellers. Travellers will, however, still be required to undergo a PCR test at the end of their Stay-Home Notice (SHN), and have to test negative before they are allowed to exit SHN. 2 In addition, all travellers from India will still need to undergo COVID-19 pre-departure test. Travellers are to present a negative PCR test result or a professionally administered (i.e., performed by trained medical professionals) negative ART result taken within 48 hours before their departure to Singapore. It is a pre-requisite before passengers are allowed to board their flights to Singapore. Currently, all Vaccinated Travel Lane (VTL) travellers entering Singapore by air are to take an On-Arrival Polymerase Chain Reaction (PCR) test, followed by supervised Antigen Rapid Tests (ART) at a Quick Test Centre (QTC) or Combined Test Centre (CTC) on Days 3 and 7. 2 With effect from 6 December 2021, 2359 hours (Singapore time), this testing regime will be augmented and all travellers on VTL will be put on a daily testing regime over 7 days using ART. This is in addition to the Pre-Departure and On-Arrival Tests. The tests are all self-administered and travellers will be required to submit the results of their self-administered ART online using a link which will be sent to them via their declared contact details after arrival in Singapore. On Days 3 and 7, the test will have to be done under supervision at a CTC or QTC. VTL travellers will be provided with a link via their contact details submitted in the Singapore Arrival Card and electronic Health Declaration Card (SGAC/eHDC) to book their supervised tests on Days 3 and 7. Booking will be on a first-come-first-served basis. Day 3 is the median incubation period and Day 7 is the exit from this testing protocol. During this 7-day period, except for days when travellers go out for their supervised tests, these travellers must test negative on their self-administered ART before going out for activities on that day. 3 All travellers from India will still need to undergo COVID-19 pre-departure test. Travellers are to present a negative PCR test result or a professionally administered (i.e., performed by trained medical professionals) negative ART result taken within 48 hours before their departure to Singapore. It is a pre-requisite before passengers are allowed to board their flights to Singapore. Precautionary Moves Adopted by Singapore in view of the Omicron Variant

To step up detection and containment of the Omicron variant, Singapore will enhance testing protocols for travellers arriving in Singapore after 2 December 2021, 2359 hours (Singapore time). All travellers entering Singapore from India must undergo a COVID-19 Polymerase Chain Reaction (PCR) test on-arrival. 2 In addition, air travellers on the Vaccinated Travel Lane (VTL-Air) will also have to undergo additional supervised self-administered Antigen Rapid Tests (ART) at a Quick Test Centre on Days 3 and 7 of their arrival. These measure will minimise importation and allow prompt detection and isolation of Omicron cases. 3 All travellers from India will still need to undergo COVID-19 pre-departure test. Travellers are to present a negative PCR test result or a professionally administered (i.e. performed by trained medical professionals) negative Antigen Rapid Test (ART) result taken within 48 hours before their departure to Singapore. Vaccinated Travel Lane for India

From 29 November 2021, there will be six designated Vaccinated Travel Lane (VTL) flights daily from Chennai, Delhi and Mumbai to Singapore. The airlines will announce the schedule for the VTL flights when ready. 2 Fully vaccinated Singapore Citizens, Permanent Residents and unvaccinated children aged 12 and below do not need to apply for a Vaccinated Travel Pass (VTP) to enter Singapore under the VTL. 3 Short-term visitors and long-term pass holders will need to apply for a VTP to enter Singapore under the VTL at https://eservices.ica.gov.sg/STO1/VTL . Applications for the VTP for travel from India to Singapore have opened as of 22 November 2021. Applicants must meet the requirements of the VTL (stated below) to be granted a VTP. 4 VTP applications are currently open for intended dates of entry from 29 November 2021 to 21 January 2022 (7 to 60 calendar days ahead). Those who intend to enter Singapore after 1 December 2021 are strongly encouraged to apply after 24 November 2021. 5 To facilitate the application procedure, VTP applicants should have the following information on hand: (i) passport; (ii) digital proof of vaccination and (iii) address in Singapore for self-isolation pending the results of their on-arrival COVID-19 Polymerase Chain Reaction (PCR) test. 6 Short-term visitors who require a visa for travel to Singapore must separately obtain a visa. They are advised to do so after receiving their VTP approval. They must also purchase travel insurance, with a minimum coverage of S$30,000 for COVID-19-related medical treatment and hospitalisation costs, prior to travel to Singapore. In Singapore, these visitors must also use the TraceTogether app to facilitate contact tracing. Please visit the TraceTogether website at www.tracetogether.gov.sg for more information on downloading the app. VTL Requirements 7 Under the VTL, fully vaccinated travellers from VTL countries may enter Singapore without quarantine and just need to undergo COVID-19 testings. Children aged 12 years and below who are not vaccinated will be allowed to travel under the VTL into Singapore if they are accompanied by a VTL traveller who meets all VTL requirements. All travellers entering Singapore under the VTL must comply with the prevailing VTL requirements listed below. i. Travel History: VTL travellers must have remained in India in the last 14 consecutive days prior to departure to Singapore. If the traveller has been in Singapore within those last 14 days, his/her stay in Singapore can be counted towards fulfilling this 14-day travel history requirement. ii. Testing: All VTL travellers must take two COVID-19 tests – (a) a pre-departure test, which must be a PCR test or a professionally administered Antigen Rapid Test (ART), within two days before departing for Singapore and obtain a negative test result and (b) an on-arrival PCR test at Singapore Changi International Airport and remain self-isolated until their test result is confirmed to be negative. Children aged 2 years and below in the calendar year are not required to undergo these tests. (To illustrate, children born in or after 2019 entering Singapore under the VTL are not required to undergo the pre-departure or on-arrival COVID-19 PCR tests.) iii. Vaccination: All VTL travellers must have been fully vaccinated and present a digital proof of vaccination that is recognised by the Singapore authorities issued in India or Singapore. Children aged 12 years and below in the calendar year are not required to present a proof of vaccination to enter Singapore under the VTL if they are accompanied by a VTL traveller who meets all VTL requirements for entry into Singapore. An individual is considered to be fully vaccinated 14 days after he or she has received the full regimen of any World Health Organisation Emergency Use Listing vaccines. Designated VTL flights: Travellers who are travelling to Singapore under the VTL must travel into Singapore on designated VTL flights. Updates to Border Measure for Incoming Travellers from India to Singapore

From 18 November 2021, 2359 hours (Singapore time), India will be reclassified from Category III to Category II of Singapore’s Travel Health Control Measures. All travellers entering Singapore from India may serve their 7-day Stay-Home Notice (SHN) at any of the following accommodation: a. Place of Residence (Travellers may serve SHN at their residence, with household members not sharing the same travel history, regardless of vaccination status. However, if travellers are residing with unvaccinated vulnerable household members, they are strongly encouraged to serve their SHN in isolation in a room and minimise contact with their vulnerable household members. If this is not feasible, travellers are advised to consider alternative accommodation.) b. Self-sourced hotel; or c. Serviced apartment All travellers are also required to undergo an end of SHN exit Polymerase Chain Reaction (PCR) test. 2 In addition, all travellers from India will still need to undergo COVID-19 pre-departure test. Travellers are to present a negative PCR test result or a professionally administered (i.e. performed by trained medical professionals) negative Antigen Rapid Test (ART) result taken within 48 hours before their departure to Singapore. It is a pre-requisite before passengers are allowed to board their flights to Singapore. Updates on Border Measures for Travellers to Singapore

Updated pre-departure test requirement for inbound travelers to Singapore To reduce the risk of importation, all travellers (including Singapore Citizens and Permanent Residents) from Category III and IV countries/regions are required to produce a negative COVID-19 Polymerase Chain Reaction (PCR) test result taken within 72 hours before departure to Singapore to enter or transit through Singapore. From 9 September 2021, 2359 hours (Singapore time), all inbound travellers entering or transiting through Singapore from Category II, III and IV countries/regions will need to produce a negative pre-departure COVID-19 PCR test result taken within 48 hours before departure to Singapore. Travellers entering Singapore will still be subjected to the following: a. On-arrival PCR test ; b. Corresponding SHN and testing regime upon arrival in Singapore; and c. Updates on Border Measures for Travellers from Higher Risk Countries and Regions

The Multi-Ministry Taskforce (MTF) has been closely monitoring the local and global COVID-19 situation, and will be reducing the duration of the Stay-Home Notice (SHN) based on updated evidence gathered over the past month. In summary, the following changes will be implemented to the SHN regime: a) From 23 June 2021, 2359 hours (Singapore time), all travellers with recent travel history in the past 21 days to higher risk countries/regions (#) immediately prior to arrival in Singapore, will only be required to complete 14 days of their SHN at dedicated SHN facilities. They will undergo COVID-19 PCR tests on arrival and on Day 14 of their arrival. They will be allowed to end their SHN as long as they have a negative result for their PCR test on Day 14 of their arrival. [#] As of 23 June 2021, this refers to all countries/regions except Australia, Brunei Darussalam, Hong Kong, Macao, Mainland China, and New Zealand. Please refer to the Safe Travel Office (safetravel.ica.gov.sg) Website for updates to the countries/regions identified. b) Travellers who had stayed in Taiwan and Israel in the 21 days immediately prior to arrival in Singapore were previously subjected to a 14-day SHN at dedicated SHN facilities, and an additional 7-day SHN at their place of residence. From 23 June 2021, 2359 hours (Singapore time), travellers who had stayed in these countries/regions in the 21 days immediately prior to their arrival in Singapore will be allowed to apply to opt out of dedicated SHN facilities before arrival and serve their 14-day SHN at their place of residence, if they fulfil the following criteria: i) Travelled to no other country/region (^) other than the above-mentioned countries/regions (i.e. Taiwan and Israel), in the last consecutive 21 days immediately prior to entry into Singapore; and ii) Are occupying their place of residence (i.e. residential address) alone, or only with household members who are also persons serving SHN with the same travel history and duration of SHN. (^) Including the following countries/regions: Australia, Brunei Darussalam, Hong Kong, Macao, Mainland China, and New Zealand. (correct as of 23 June 2021). c) Besides the on-arrival PCR test and PCR test on Day 14 of arrival, all travelers (*) serving the SHN in dedicated SHN facilities will also undergo ART self-administered tests on Days 3, 7 and 11 of their arrival. This new requirement will be implemented for new arrivals from 27 Jun 2021, 2359 hours (Singapore time). Travellers serving their SHN in dedicated SHN facilities will collect their ART self-test kits from the facilities after arrival in Singapore. (*) Travellers (aged 3 and above) will be required to present a valid negative COVID-19 PCR test taken within 72 hours before departure to Singapore, and be subjected to all tests required of travellers under the prevailing border measures. Pre-departure Tests (PDT) Required for Travellers from India

Travellers who are not Singapore Citizens or Permanent Residents and who have recent travel history to India within the last 14 days prior to entry will be required to take a COVID-19 polymerase chain reaction (PCR) test within 72 hours before departure. Travellers will need to present a valid negative COVID-19 test result as part of pre-boarding checks to enter Singapore. Travellers aged 6 and below arriving from India will not be required to present a valid negative Covid-19 test result as a condition of entry into Singapore. The test result memo must state the negative test result in English, the particulars of the traveler/s in accordance with the particulars in the passport (date of birth, nationality & passport number), and indicate the date that the test was taken. If the personal particulars used are not stated in the passport, the traveler should have the relevant identity document on hand for verification. Singapore only accepts test results from recognised labs in India that are internationally accredited or recognised by the Indian Government. Travellers without the necessary PCR test memo will be denied entry into Singapore. If travellers are found to have produced false or forged COVID-19 test certificates, it will affect their ability to obtain or sponsor immigration facilities in the future. This requirement will take effect for those arriving in Singapore from 17 September 2020 at 0000hrs, and will apply on top of the existing requirements of a 14-day Stay-Home Notice (SHN) at dedicated SHN facilities and a negative COVID-19 test before the end of their SHN. Singapore Citizens and Permanent Residents are exempt from the pre-departure COVID-19 PCR test requirement but are still required to serve a 14-day SHN at dedicated SHN facilities and undergo COVID-19 tests (serology test and swab test where necessary) during their SHN. In view of the ongoing COVID-19 situation, international airline operations between India and Singapore remain suspended, except for international repatriation flights under India’s Vande Bharat Mission. From 15 September 2020, international passengers arriving in the state of Tamil Nadu and West Bengal will be required to have a negative RT-PCR test report taken no more than 96 hours prior to arrival. Singapore Visa for Indians

Indians visiting Singapore for tourism require a visa that can only be applied through a visa agent in India (authorised by the Singapore embassy ) or a local contact in Singapore.

If you hold a visa or residence permit from Australia, Canada, Japan, New Zealand, United Kingdom, United States of America, Germany, or Switzerland, you may be eligible for Visa Free Transit Facility (refer VFTF section below).

Step-by-step Guide to applying the Singapore Visa

Step 1 : Download Form 14A from the list of required documents or by clicking here .

Step 2 : Duly fill the downloaded form and sign it. You can choose from a Single, Double, Triple, or Multiple Journey visas.

Step 3 : Gather supporting documents. Apart from the required documents as listed in the list of “required documents”, it is advisable to attach your employment certificate/payslips/bank statements.

Step 4 : Get in touch with one of the authorised visa agents from the list below. Submit your passport and other documents along with the fees ( 30 Singapore Dollars – approx. Rs. 1850 + Rs. 500 Service Fee ) and wait for your visa.

  • Taken within the last 3 months
  • Clear and in focus, 35mm wide by 45mm high, without any borders
  • In colour, taken against a plain white background without shadows
  • Avoid white headgear and plain white clothing (headgear worn in accordance with religious or racial customs is acceptable but must not hide any facial features)
  • Full face with the upper shoulders visible, facing forward with eyes open
  • Hair must not cover the eyebrows or the eyes
  • Even exposure (must not be taken under direct lighting)
  • Spectacle frames must not cover part of the eyes
  • Spectacle lenses must not reflect or glare
  • You must look at the camera with a neutral expression and with your mouth closed.

The processing fee for visa applications is S$30 ( 30 Singapore dollars ). Authorised visa agents are permitted to charge service of Rs. 500 (5 00 Indian Rupees ) on top of the visa processing fee. Total Fee : S$30 + INR 500 = INR 2350 ( approx. as on 08/08/2023 ) The fees paid are non-refundable regardless of the outcome of the application.

Visa Free Transit Facility (VFTF)

Indian nationals in transit via Singapore to or from any third country are eligible for 96 hours Visa free transit facility subject to the following conditions : 

  • You may enter via any mode of transport but are allowed to depart Singapore only via air or sea. A valid onward air, ferry, or cruise ticket departing Singapore within 96 hours of your arrival is required.
  • New Zealand
  • United Kingdom
  • United States of America
  • Germany, Switzerland (Schengen visas issued by other countries but valid for travel to Germany or Switzerland are also considered valid)

A single journey/entry visa issued by the above countries is also eligible for the 96-hour visa free transit facility provided you are on your way back directly from the country that issued the visa to India, via Singapore. 

If you do not fulfill the above conditions for 96-hour visa free transit facility, or if your stay is for longer than 96 hours, you will need to apply for a visa through an authorised agent or a local contact in Singapore.

b. Locate your Disembarkation/Embarkation (D/E) number, found on your SG Arrival Card.

2. Submit the application online:

a. Access the e-Service platform.

b. Complete the application form and please provide accurate information.

c. Upload scanned copies of the required documents, including your travel document and D/E number.

3. Await further instructions:

a. Additional documents or clarifications may be requested based on your specific case.

b. If necessary, you or your local sponsor may need to upload additional documents or attend an interview at the Visitor Services Centre on Level 4 of the ICA Building.

4. Provide additional documents if requested:

a. For visitors with immediate family members who are Singapore Citizens or Permanent Residents, original supporting documents may be required to establish the relationship.

b. For tourists requesting an extension of stay for medical treatment, make sure you have a completed Form V75, approved by a certified doctor in Singapore, outlining the sickness and necessary duration of stay.

Singapore Visa Extension Fee and Payment

Upon receiving approval for your stay extension, you'll be required to settle certain non-refundable fees. The extension fee amounts to S$40, applicable if your extended stay in Singapore exceeds 90 days from the date of entry or pass issuance. This fee applies to each subsequent 90-day period thereafter. Additionally, visa-required visitors who overstay their visa-free period will incur a S$30 visa fee.

It's important to note that the extension will only be finalised upon payment. Failure to make payment promptly will result in the withdrawal of your application. Hence, it's advised to settle the fees before the expiry date of your existing STVP.

Travel to the Schengen area for Indian nationals is significantly easier with the introduction of new rules that allow frequent travelklers access to a longer visa period overall.  

On 18 April 2024, the European Commission adopted more favourable rules for visas issued to Indian nationals residing in India. 1  The new rules, known as the visa “cascade” regime, will allow Indian nationals who reside in India to have access to long-term, multi-entry Schengen visas valid for two years after having obtained and lawfully used two visas within the previous three years.  The initial two-year visa can then be followed by a five-year visa, provided that the passport has sufficient remaining validity, providing for a longer stay by the individual. 

WHY THIS MATTERS

The new visa cascade regime for Indian nationals residing in India who apply for Schengen (short stay) visas in India will allow easier access to visas with longer validity for travellers with an established travel history, if the passport validity allows.

In effect, this means that the holder of the new visa would enjoy travel rights equivalent to visa-free nationals.  

The new rules are expected to enhance mobility between India and Schengen-area European countries.

Schengen visas allow the holder to travel freely in the Schengen area for short stays of a maximum of 90 days in any 180-day period. 2  Although the Schengen visa grants entry to the Schengen area, it does not grant a right to work.

The Schengen area consist of 29 European countries: Belgium, Bulgaria, Croatia, the Czech Republic, Denmark, Germany, Estonia, Greece, Spain, France, Italy, Latvia, Lithuania, Luxembourg, Hungary, Malta, the Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland, Sweden, Iceland, Liechtenstein, Norway, and Switzerland.

According to a press release, "This decision comes in the context of strengthened relations under the EU-India Common Agenda on Migration and Mobility, which deals with comprehensive cooperation on migration policy between the EU and India." 3   The Common Agenda on Migration and Mobility was signed in 2016. 4

Indian nationals who held and used at least two Schengen visas within three years preceding their application, can obtain a Schengen visa for a two-year period followed by a visa for a period up to five years.

This visa allows multiple entries into the Schengen area.

It is important to note that the validity of the new visa is linked to the validity of the individual’s passport.  Issued visas cannot have a duration that exceeds the validity of the passport it is issued for.

Why prajwal revanna’s travel on diplomatic passport created a row, and what mea says, ministry spokesperson randhir jaiswal clarifies that no political clearance was sought or issued for the travel and no visa note issued either since diplomatic passport holders do not need visa to go to any country.

Prajwal, the grandson of former prime minister H.D. Deve Gowda and the sitting MP from Karnataka’s Hassan, apparently left India on April 27 soon after sex video clips, believed to run into a few thousand and allegedly involving him, surfaced. Based on a police complaint by a woman who has alleged sexual assault, a case was registered against Prajwal.

The Congress government in Karnataka has set up a special investigation team to probe the allegations. The party has alleged that the BJP government at the Centre had allowed Prajwal to flee. The BJP and JD(S) are allies in the Lok Sabha elections in Karnataka.

MEA spokesperson Randhir Jaiswal, however, stated that no political clearance was sought from or issued by the ministry regarding Prajwal’s travel to Germany. He said no visa note was issued either since diplomatic passport holders do not need visa to go to any country. The MEA had not issued a visa note for any country, Jaiswal maintained.

It all sounds like a complex situation. While it’s not uncommon for diplomatic passports to extend certain privileges, it’s essential for the authorities to ensure that these passports aren’t misused. Given the serious nature of the allegations against Prajwal, proper legal processes need to be followed in the case.

According to the MEA’s official website, diplomatic and official passports are issued to people holding diplomatic status or those deputed by the Indian government for official duty abroad. A diplomatic passport, also known as ‘Type D’ passport, is also issued to individuals authorised to undertake official travel on behalf of the government. Technically then, Prajwal may be authorised to have a diplomatic passport, but it does not allow him to use a ‘Type D’ passport for personal travel or for commercial purposes. It means that if Prajwal is travelling abroad at a private level or for a commercial matter, he is supposed to inform the authorities.

However, Germany, under the 2011 bilateral agreement, allows visa-free travel to Indian diplomatic passport holders up to 90 days. To date, 34 countries, including France, Austria, Afghanistan, Czech Republic, Italy, Greece, Turkey, Iran, Switzerland and Japan, allow Indian diplomatic passport holders short-duration travel, ranging between 30 to 90 days.

Moreover, the rules also say that MPs are required to apply for prior political clearance directly to the MEA even if their travel abroad is for private purposes, such as for tourism or to meet family.

According to the Rajya Sabha parliamentary bulletin published on December 2022, “Visa endorsements on the diplomatic passports of members (MPs) and their spouses from the concerned foreign embassy/high commission may be arranged by the members themselves. It is also applicable to members travelling abroad in their personal capacity for participation in conferences, seminars, etc. by virtue of their expertise and domain knowledge, with or without foreign hospitality.”

It also stated that MPs and their spouses are entitled for diplomatic passports, which are issued by the Consular, Passport and Visa Division of the MEA at Patiala House, New Delhi. As per the revised instructions issued by the MEA, MPs and their spouses desirous of holding diplomatic passports have to apply online on the Passport Seva website (www.passportindia.gov.in). Political clearance may be applied for on the MEA’s e-Political Clearance System (https://www.epolclearance.gov.in), the rules stated. Unlike the blue coloured standard Indian passport, a diplomatic passport is maroon. It has 28 pages and is valid up to five years only. The holder of a diplomatic passport enjoys hassle-free travel for many countries and also enjoys certain immunities as per international laws, including immunity from arrest, detention and certain legal proceedings in the host country, thus safeguarding their ability to perform official duties without hindrance.

With the demand mounting that Prajwal be brought back to India to face investigation, the first requirement would be cancelling of his diplomatic passport, but that could require judicial intervention. “As regards the possible revocation of the passport of any individual, I would refer you to the relevant provisions of The Passport Act, 1967. We are not receiving any directions from any court in this regard,” said Jaiswal.

So far, Karnataka’s special investigation team probing the allegations against Prajwal has only issued lookout notices to various immigration points in the country and will need to approach the courts for revocation of the JD(S) leader’s diplomatic passport.
