At the lovely hotel Pullman Paris Tour Eiffel you find Frame Brasserie, which brings a large slice of Californian touch to the heart of Paris.

The luminous and stylish indoor restaurant and bar is a year-round venue, but during the warmer months you can enjoy al-fresco dining and drinks. Both streetside and, best of all, up on the 10th floor Frame Rooftop (or 10ème Ciel Rooftop Éphémère as it also is known).

The balcony-like terrace comes with a mix of dining tables, comfy beach-chairs and one really unique selling point: close-up an amazing views over the majestic Eiffel Tower.

Run by Chef Andrew Wigger, Frame serves a Californian menu influenced by subtle French flavors. Fresh and creative, the menu is reinvented every month, but it is always filled with produce from the restaurants own organic vegetable garden.

Just as with the food, the Frame Bar also serves seasonal creations, filled with aromatic herbs and other ingredients from the vegetable garden. Whimsical and refrshing signature cocktails are mixed with a wide selection of wines and some champagne and beers.

Frame is open from early breakfast to late at night every day, but since the rooftop is both seasonal and quite small, we recommend making reservations and checking availability before you visit. Well worth it for the chance to enjoy some sunny cocktails or a romantic dinner with the Eiffel Tower as a backdrop.

Frame Brasserie is now serving food and drinks in our Terrace located on the Jean Rey street.

Looking for a relaxed, gourmet spot at the foot of the Eiffel Tower? Set off on a gastronomic road trip in Paris’s 15th arrondissement.

A cool breeze of freedom blows through the luminous interior of this restaurant and nourishes the creativity of Chef Julien Mercier.

His cooking takes us on a gastronomic journey with a distinctly local flavour drawn from the extra fresh produce grown in the restaurant’s own organic vegetable garden , found only a few steps from the kitchen.

For group meals or an intimate dinner for two, our private lounge is available for reservation. Together we tailor your event to your personal needs.

We came to Fame (located inside the Pullman hotel) mainly because it was one of the few restaurants with a nice view of the Effie Tower that had open reservations the day we called. Even though the food is overpriced (pretty sure because of the location) it was still pretty good. The drinks were also good. We got some nice picture of the tower right outside the restaurant, only bummer was the upstairs section that has the actual view of the tower that we came here for wasn't open during the season (April). We found out after getting there that the higher level was open closer to the summer season. So if you're thinking about coming here for the view make sure to ask if that level is open when you call for a reservation.

The atmosphere borders on sterile but food and service at lunch were very good. The Vitality pre-fixe menu was excellent, and reasonably priced at 42 euros, except all six dishes were served at once instead of in courses. This was problematic because most of them were supposed to be served hot. Why the soup was served at the same time as the fish main was curious to me. Perhaps it's supposed to be a quick business lunch, but the service was otherwise at a typical leisurely pace. Overall, a very good choice for lunch near the Eiffel Tower.

We had a lovely dinner at our hotel ( the Pullman) where this lovely restaurant is located. I would highly recommend to stop here, as the food was overall delicious. The service was a little slow, it was it them allowing us the relax?! I think the latter. We grabbed a bottle of wine and had a lovely time!

2.5 stars if I could. I saw another Yelper saying that you will watch everyone else get food before yours, and this is exactly what happened. We were the first guests to arrive with reservation for 12pm and first to order before others arrived. We then spent the next HOUR watching everyone else get their food and clear their plates before we even got ours at 1:26pm. The server/host expressed their apologies when I asked about this, but overall disappointing given that the restaurant was not crowded at all. Items are definitely overpriced. I got an "appetizer/lunch combo deal" for 42 Euro and only saved 1 Euro from ordering separately. The server also mislead us into buying bottled water for an extra 6 Euros - did not even present tap water as an option after she asked if we wanted water and we simply answered yes. Despite all that went wrong I will admit that the food is actually good. The octopus tasted good with the sauce and arugula but only came with 3 octopus legs. The lobster sandwiches were also very tasty and toasted with a nice crunch. The Cesar salad was garnished well with warm chicken. For dessert we ordered the cherry pie with pistachios that made good salty contrast with the pie. There are probably places that can take better care of you, but if you want upscale dining with a pretty view of the Eiffel Tower and have 2+ hours to spare, then come right in.

Food and service were both excellent. We were seated without a reservation and all staff were very attentive. Yes, the service was slow according to American standards but this isn't America and learning the art and culture of a slow relaxed meal is both healthy and enjoyable. So enough said about this. THE DRINK! Most beautiful presentation I have ever seen and created due to my indecisiveness...or as the mixologist phrased it, "you're just not ordinary "

First, you pay over 2k just to stay here for a week, then pay 124 at the restaurant for drinks (good drinks) and a beef tartare and pasta which pretty much sucks. I am not being overdramatic or even kidding when I say that this food was not tasty and overpriced. The pasta looked and tasted like a 13 year old put it together and the beef tartare... the food here had no flavor or presentation. We witnessed a manager pull aside forcefully one of the busboys and reprimand him with is something you should not do in front of customers, in fact, at all. People are still people and it's free to be nice and treat people decently. My wife dropped her phone on the floor and this same guy who yanked the busboy's arm gave my wife a mean mug. Even my wife like "geez, sorry for existing." A customer accidentally dropped her phone and you wanna give her a mean glare? Like you think someone wants to drop their phone on purpose and disrupt the annoying music that was blasting? The real kicker was at the end where we were waiting for 30 min for someone to come by and ask us how things were. We wanted to pay and move on with our lives but couldn't because the staff decided to mess around with fixing menus instead of serving their customers. I had to get up out of my seat and track down my waiter and give him my card so that I could pay and leave. As a customer, paying premium prices at a supposed high end restaurant, why do I have to get up and look for my server like I am at a McDonalds? McDonalds is better than this place. This review gained a star because the busboy was nice to us and also because the drinks were good. Honestly, so many of these tourist trap restaurants should be banned. Save your hundreds of dollars and just go somewhere else.

Located in the Pullman Hotel, this trendy/modern restaurant gives panoramic views of the Eiffel Tower. Came in spontaneously for lunch and was immediately seated. The lunch menu was limited to four items, if I recall correctly. I ordered the adult macaroni and cheese to put it plainly. It was not quite cheesey. The noodles sat on a bed of spinach and topped with breadcrumbs. It was fair. Ordered a mock tail which was surprisingly refreshing. Giving extra stars for the excellent service and atmosphere.

The food was really good and the view was even better. The lobster roll is a hit! I also had a mango margarita which was perfect. I would suggest making reservations!

Worst service ... unless you want to wait 1hr and 45 minutes for food while everyone else around you gets their food, go for it. Manager didn't seem to care. Food isnmediocre.

Nous avons passé 5 nuits avec pd dans cette hôtel situé à quelques minutes de la Tour Eiffel et de la station métro et du pont Bur Hakeim. Nous occupions la chambre 807. un peu dégradée par le temps, moquette à changer, une table de nuit endommagée, le miroir dans la SdB endommagée, bulle d’air au-dessus de la douche , peinture du mur près du lit à refaire, penderie petite, sinon la chambre est confortable, propre, bien nettoyée, spacieuse avec balcon et vue sur la Tour Eiffel, bonne literie, tout y est pour un 4*, boissons gratuites dans le frigo. Tout le personnel sympathique, accueillant, est aux petits soins dans l’établissement. Le pd est copieux et excellent. Le service est professionnel. Merci à tous de nous avoir fait passer un excellent séjour. Je recommande sans hésiter.

Dématérialisation, plafonds, achats en supermarché... A quoi ressemblera le titre restaurant demain?

Depuis août 2022, il est possible d'acheter pâtes, conserves et légumes en supermarchés. Une dérogation est en effet accordée pour le règlement de produits non directement consommables. Le titre n’est plus réservé aux achats de produits frais ou à la restauration à emporter. Et surtout, il s'éloigne de sa vocation première: subventionner les repas pris dans des lieux de restauration.

Désormais, seuls 43,3% des titres-restaurant sont effectivement utilisés dans la restauration hors domicile, selon Franck Delvaux président de l'Union des métiers et des industries de l'hôtellerie (Umih) Paris-Île-de-France cité par France Info en novembre dernier. Un résultat confirmé par un sondage Viavoice commandé par la CNTR en mars. Les salariés dépensent en priorité leur titre-restaurant dans les supermarchés (36%) puis dans les restaurants (34%) et dans les commerces alimentaires (24%).

Devant l'agacement des restaurateurs qui voient leur part diminuer, le gouvernement veut revenir sur la dérogation. " Pas question de toucher au pouvoir d’achat des Français ", selon les uns. "Il faut préserver les restaurateurs et la cuisine traditionnelle ", rétorquent les autres. Mais changement de pied, un report d’un an a été entériné par la loi du 26 décembre 2023. En attendant le projet de loi prévu à l’automne dont les grandes lignes devaient être dévoilées à la fin du mois d'avril.

Un nouveau titre-restaurant encouragé par Olivia Grégoire

Désormais, le gouvernement par la voix de sa ministre Olivia Grégoire est plutôt favorable à une pérennisation du dispositif . Et pour cause: la mesure est très populaire auprès des Français, qui se prononcent à 96% pour la possibilité de pouvoir continuer à régler leurs courses avec des titres restaurants selon l'étude de la  Commission nationale des titres restaurants rendue publique en avril. Difficile d'aller à l'encontre d'un tel plébiscite.

Mais autour de l’ancien bout de papier (ticket restaurant, chèque déjeuner, chèque de table, pass restaurant...) devenue de plus en plus une carte, les tensions persistent. Le marché qui pèse 9,5 milliards d’euros et compte cinq millions d'utilisateurs suscite les passions.

D'abord parce qu'il recouvre un écosystème complexe, qui implique les groupes mettant à disposition le moyen de paiement (les émetteurs), les entreprises qui le mettent en place au titre d'avantage salarial, les salariés qui l'utilisent pour régler leur déjeuner, et les commerçants qui l'acceptent comme moyen de paiement. Et enfin, l'État qui en exonérant jusqu'à un certain montant la valeur du titre de cotisations sociales et d'impôt sur le revenu participe à sa diffusion.

Chez certains émetteurs historiques, on prend fait et cause pour les restaurateurs. "L'élargissement du titre- restaurant aux produits de supermarché non consommables était un coup de pouce au pouvoir d'achat dans un moment de fortes tensions des prix alimentaires. Si on se met à la place du gouvernement, on comprend qu'il soit désormais difficile de revenir en arrière", rappelle le directeur général d'Edenred, Ilan Ouanounou, interrogé par BFM Business. Tout en tempérant: "avant d'être un instrument du pouvoir d'achat, le ticket restaurant est aussi l'instrument d'une politique sociale, au service d'une pause déjeuner équilibrée pour les salariés. Quand on s'alimente bien, on est travaille mieux. Il est donc important que le titre-restaurant reste le plus possible ancré dans la restauration". Et la boucle est bouclée au service de l'entreprise.

Mais les discussions sur l'alimentation saine achoppent sur la définition des termes.

Swile, acteur entré sur le périmètre en 2018, défend une autre conception de l'alimentation saine, qui ne serait pas le monopole des restaurateurs: "l'idée de pouvoir acheter des fruits et des légumes plutôt que des plats industriels tout prêts participe de l'accès à une alimentation saine. A l'heure où la gamelle revient au bureau, c'est logique", avance Loïc Soubeyrand, le fondateur. Nous sommes complètement favorables à la pérennisation du dispositif."

Et force est de constater que le rapport des Français avec leur pause déjeuner évolue. Avec le télétravail, le remplacement de certaines réunions par des visioconférences et les restrictions budgétaires, les Français ont adopté de nouvelles habitudes. Et si le retour au bureau est réel, c'est dans une moindre mesure.

Pour les restaurateurs, l'enjeu est crucial. Selon une étude du cabinet Roland Berger, parue en 2022, l’acceptation ou non des titres-restaurant, quant à elle, constitue le premier critère de choix du restaurant pour leurs détenteurs. Les titres-restaurants sont aussi de précieux "apporteurs d'affaires". Avoir ou non des titres a un impact significatif sur la fréquence à laquelle ils vont au restaurant. Les détenteurs dépensent aussi davantage : 18,5 euros en moyenne par repas, contre 15,4 euros pour ceux qui n’en ont pas.

"Il faut revenir aux fondamentaux du titre-restaurant"

Le chiffre d'affaires de la restauration hors domicile a atteint un record historique l'an dernier, mais c'est un record essentiellement tiré par l'inflation. Devant une fréquentation "assise" qui recule de 2%, les restaurateurs n’entendent pas se faire damer le pion. L’UMIH rappelle dans un communiqué  son attachement à l’objet social du titre-restaurant qui doit rester une aide au déjeuner des salariés en leur permettant d’avoir une alternative à la restauration collective d’entreprise. Par des mots moins sibyllins, le texte indique:

"Il faut revenir aux fondamentaux du titre restaurant qui est là pour stimuler la fréquentation de nos restaurants".

Pour répondre à la colère des restaurateurs, des ajustements sont possibles. Et notamment celui d'instaurer un "double plafond". L'idée sous-jacente? Si le montant maximal utilisable par jour est de 25 euros, il serait possible de réduire le plafond autorisé pour les achats en grande distribution. Et de réserver ainsi le montant maximal utilisable aux restaurateurs, boulangeries et traiteurs.

Un plafonnement qui ne séduit pas le fondateur de Swile: "Rajouter un autre plafond risque de faire peser un ensemble de contraintes non souhaitables. Notre proposition de valeur, c'est la simplicité d'usage de l'utilisateur, qui doit être poussée au maximum".

Au-delà du réseau de commercialisation, le projet de loi gouvernemental doit surtout mettre fin au papier. Les titres restaurant devraient être totalement dématérialisés d'ici à 2026. Complexe, fastidieux, et générant une surcharge administrative, le papier n'a plus la cote. Les restaurateurs rechignent à les accepter, les émetteurs proposent désormais tous cartes de règlement et applications sur téléphone et les utilisateurs sont convertis au digital.

Enfin de cette façon, les titres ne risquent plus d'être perdus... "Les carnets papiers perdus représentent 40 millions de pertes pour les restaurateurs", avait rappelé la ministre sur BFMTV. Sur la dématérialisation au moins, tous les signaux sont au vert.

L'épilogue est pour bientôt. Le projet de loi "du nouveau titre restaurant" est attendu pour septembre.
