He will also inaugurate ’Semicon India 2023’, an event in state capital Gandhinagar to highlight investment opportunities in India’s semiconductor sector, they said.

Modi will dedicate the Hirasar greenfield airport to the nation on July 27 before addressing a public rally in Rajkot city, Collector Prabhav Joshi said. The PM laid the foundation stone for the airport in October 2017. On July 28, Modi will inaugurate ’Semicon India 2023’ in Gandhinagar. The exhibition of the event will be inaugurated by Chief Minister Bhupendra Patel on July 25, and the programme will run from July 25-30, a government release said.

Union ministers Ashwini Vaishnaw, S Jaishankar and Rajeev Chandrasekhar will mark their presence at the event. The exhibition aims to educate visitors about the intricate manufacturing process of semiconductors and the remarkable strides achieved in this dynamic field, it said.

During PM Modi’s recent visit to the US, President Joe Biden announced the establishment of a state-of-the-art semiconductor assembly, testing, marking and packaging (ATMP) facility by Micron Technology Inc in India, it said. Later, the Gujarat government signed an MoU worth Rs 22,500 crore with semiconductor chip giant Micron Technology to establish the ATMP facility at Sanand in the state.

Over the course of three days, experts in semiconductor chip, display fab, chip design and assembling, from various corners of the globe will gather to share their knowledge and perspectives on emerging opportunities in India, the release said. Companies such as Foxconn, Micron, AMD, IBM, Marvell, Vedanta, Lam Research, NXP Semiconductors, STMicroelectronics, Grantwood Technologies, Infineon Technologies, Applied Materials, and other prominent players in the sector will participate in the event, the government said.

”With a strong focus on innovation, participation and growth, the event holds immense significance in shaping the future of the semiconductor industry in both India and Gujarat,” it added.

Explained: Significance of the key hospital project inaugurated by PM Modi in Rajkot

This will be the prime minister’s second visit to jasdan after he addressed an election rally in the takula during the last gujarat assembly elections in 2017. significantly, this is a region where the bjp has faced a tough test..

On Saturday, Prime Minister Narendra Modi will fly to Atkot, a village in Jasdan taluka of Gujarat’s Rajkot district, to inaugurate the KD Parvadiya Multispecialty Hospital built by the Shree Patel Seva Samaj Trust (SPSST).

This will be the Prime Minister’s second visit to Jasdan in recent years. Modi hadaddressed an election rally in the takula during the last Gujarat Assembly elections in 2017. Significantly, this is a region where the BJP has faced a tough test.

pm rajkot visit

The hospital that PM Modi will inaugurate

Built at the cost of Rs 50 crore by the SPSST, an Atkot-based charitable organisation, it is the first multispecialty hospital in Jasdan taluka. There are no multispecialty hospitals in the neighbouring Vinchhiya taluka of Rajkot or Babra taluka of Amreli either. In fact, there is no multispecialty hospital in a radius of 50 km, and people of Vinchhiya and Jasdan have had no option but to go to hospitals in Rajkot or Botad for specialty treatment.

The 200-bed hospital will start functioning out of a ground-plus-three-storey building with a carpet area of 1.5 lakh square feet.

pm rajkot visit

The hospital will have 35 specialists and super-specialist doctors, 195 nursing staff, and will offer specialty and super-specialty treatment in gynaecology, surgery, orthopaedics, paediatrics, medicine, radiology, pathology, dentistry, nephrology, cardiology, neurosurgery, rheumatology, urology, gastroenterology and oncology, besides critical care.

Festive offer

The hospital has the approval of the state and central governments to treat patients at government cost under the Mukhyamantri Amrut and Ayushman Bharat health insurance schemes, respectively.

The SPSST says it will treat other patients at subsidised charges, or at the cost of the trust in case the patient is from a very poor background and needs treatment for disease not covered under Ayushman Bharat or Mukhyamantri Amrutam. The hospital has six operation theatres, a 64-bed ICU, a neonatal ICU and 10 ventilators. Then chief minister Vijay Rupani had laid the foundation stone of the hospital in September 2016.

Who is behind the project?

The SPSST was set up in the early 1996-97 by businessmen from Surat and Rajkot but who were native to Atkot village. The trust started out by taking over management of  Vidya Vihar High School, a secondary school, from the Atkot village panchayat in 1998. The year the trust was founded, family of Sakarben Ranchood Patidar of Atkot donated an eight-bigha plot adjoining the Rajkot-Bhavnagar state highway in Atkot to the trust. It is on this land that the trust has now constructed the hospital.

Haresh Parvadiya, the youngest of eight sons of Kashiben Damjibhai Parvadiya or KD Parvadiya, is now the chief donor of the hospital. A business associate of Surat diamond baron Lavji Daliya alias Lavji Badshah, Parvadiya has so far donated Rs 7.51 crore to the hospital.

pm rajkot visit

Meanwhile, Bharat Boghra, a former MLA from Jasdan Assembly constituency and incumbent vice-president of the Gujarat state unit of the BJP, is being projected as the swapnadrashta or the man who envisioned the hospital project. He joined the trust in 2016 and is currently its managing trustee.

Trust functionaries say the hospital was to be completed within three years, but faced setbacks first due to lack of donations due to demonetisation, introduction of the GST regime and finally the Covid-19 pandemic.

The SPSST is mainly an organisation of Patidars, but has inducted as trustees those businessmen from other communities who donated for the hospital project.

Boghra, who was an Ayurveda practitioner before he joined politics, says the SPSST has received Rs 80 crore in donations to build and run the hospital. Much of the money has come from Surat and Rajkot businessmen who have roots in Saurashtra.

Besides the SPSST functionaries, the people organising the hospital’s inauguration ceremony to be presided voer by PM Mod on Saturday include BJP leaders from Saurashtra, Laghu Udyog Bharati’s vice president Hanjraj Gajera and Rajkot Builders’ Association president Paresh Gajera.

The politics

Industrialists and businessmen from Surat and Rajkot have thrown their weight behind 44-year-old Boghra through the hospital project in Atkot. Boghra and the BJP have launched a massive outreach campaign, setting up around 30,000 hoardings on its inauguration.

Boghra, who runs cotton ginning and spinning factories and is the president of the Spinners Association of Gujarat, has been going from village to village to invite people for the hospital inauguration, which comes just six months before the Assembly elections in the state.

A Patidar, Boghra was once an associate of OBC leader and then Congressman Kunvarji Bavaliya. But in 2009, he defected to the BJP and defeated Bavaliya’s daughter Bhavna in a bypoll to Jasdan Assembly seat that year. That was the first time in history that the BJP won the Jasdan seat, which is overwhelmingly dominated by Kolis, an OBC community to which Bavaliya belongs.

However, Boghra lost the 2012 general election to Bhola Gohil of Congress and the 2017 election to Bavaliya. While hoardings of the event mostly don’t feature Kunvarji Bavaliya’s photos, the OBC leader has been accompanying Boghra to some villages in the outreach exercise and the two are doing their best to put up a united front publicly.

Congress dominance in Jasdan

Save the 2009 bypoll victory, the BJP had never managed to win the Jasdan seat since it was created in 1962.

Even as public opinion in Gujarat decisively shifted in favour of the BJP from the mid-1990s, Bavaliya, a high-school teacher from Vinchhiya, had by then created an identity of him being the leader of the Koli community in the region. He went on to win the Jasdan seat consecutively in 1995, 1998, 2002 and 2007 and was among the few Congress leaders to thwart the BJP in the 2002 election held in the aftermath of the 2002 post-Godhra riots. He shifted his election constituency to Botad in 2012 while being a sitting Congress MP from Rajkot, but lost.

Bavaliya returned to his borough in Jasdan in 2017 and reclaimed it by defeating Boghra. However, in 2018, Bavaliya quit Congress and resigned as Jasdan MLA before defecting to the BJP to become water supply minister in the cabinet of then chief minister Vijay Rupani. He won the consequent bypoll as a BJP candidate, handing to the saffron party its second victory from the seat.

When state politics began centering around caste identities, the BJP gave tickets to the upper-caste Soni community, the traditional jewellers, in 1980, 1985 and 1998, and to upper-caste Patidars in 1995 and 2002. It fielded a Koli for the first time in 2007, but Bavaliya prevailed.

The BJP fielded Boghra, a Patidar, for the first time in the 2009 bypoll and subsequently in the general elections in 2012 and 2017, but he managed to win only the 2009 bypoll. The saffron party gave a ticket to the Kolis for the second time in the form of Bavaliya in the 2018 bypoll, and won.

Overall, in the 10 elections it has contested, the BJP gave tickets to Patidars five times, Sonis thrice and Kolis twice.

In the 15 elections held to Jasdan Assembly seat till date, the Congress has won nine times, Independents thrice, the BJP twice and Swatantra Party once. Kolis have won the seat nine times, Kathi Darbars (OBC) and Patidars and Jains and Bavaji (OBC) one time each.

Bavaliya-Boghra rivalry

The one-time friends turned political foes after Boghra switched over to BJP in 2009. Boghra won the 2009 bypoll by defeating Bavaliya’s daughter Bhavna, but lost to Bohla Gohil, a Bavaliya supporter, in 2012 and to Bavaliya himself in 2017.

But in 2018, Bavaliya too crossed over to the BJP and was made a minister in the Vijay Rupani government. After Rupani resigned as chief minister in September last year, Bavaliya was among those who were not included in the new Cabinet of Rupani’s successor Bhupendra Patel .

Meanwhile, months preceding Bavaliya’s exit from the government, Boghra was made the vice-president of the Gujarat unit of the BJP.

After Bhaskar Thadeshwar (1980, 1985 and 1998), Boghra is the only other politician to be given a ticket by the BJP thrice, for the Jasdan seat. His streak of contesting elections from Jasdan ended only when the BJP had to send Bavaliya to the Assembly following his induction in Rupani’s council of ministers after he defected to the saffron party.

Bavaliya and Boghra, who have been in the same party for over three years now, continue to jostle for the same political space.

Incidentally, Haresh Parvadiya had come in contact with Boghra for the first time in the 2009 bypoll and has since become ‘friends’ with the politician.

The Prime Minister, Justin Trudeau, today concluded a successful visit to Philadelphia, Pennsylvania, as part of Team Canada’s work to promote the Canada-U.S. relationship, advance opportunities to grow cross-border trade, and deliver fairness for every generation.

In Philadelphia, the Prime Minister participated in the Service Employees International Union (SEIU) Quadrennial North American Convention, where he delivered remarks highlighting the strong partnership between Canada and the U.S. as well as the crucial work of labour unions – including in the health care sector – to protect workers’ rights, create stability, defend good middle-class jobs, and build dynamic economies on both sides of the border.

At the Convention, Prime Minister Trudeau joined the Vice-President of the United States of America, Kamala Harris, to meet with union representatives and discuss the important contributions of organized labour, exemplified by our cross-border unions.

The two leaders discussed how Canada and the U.S. can further strengthen our close relationship and work together in areas of mutual interest. This includes increasing trade and investment, scaling up our cross-border supply chains, supporting our manufacturing sectors, and accelerating the transition to net-zero. This is part of our shared commitment to build a better, fairer, and more prosperous future for Canadians and Americans alike.

The Prime Minister also met with the Governor of Pennsylvania, Josh Shapiro, to discuss the importance of the Canada-Pennsylvania relationship. The leaders highlighted Canada and Pennsylvania’s rich ties: Pennsylvania is home to a large number of Canadians, and in 2023, Canadian-owned companies employed 30,300 workers in the state. Canada also has an extensive footprint in Pennsylvania, with US$13.6 billion in exports to the state every year.

Additionally, Prime Minister Trudeau participated in a roundtable with U.S. business leaders to showcase Canada as an important partner and excellent investment destination and to discuss opportunities for future commercial, investment, and trade collaboration.

While in Philadelphia, the Prime Minister, alongside other world leaders and representatives from industry, academia, and civil society, took part virtually in the Artificial Intelligence (AI) Seoul Summit. During the Summit, Prime Minister Trudeau highlighted Canada’s leadership and investments in AI, including through a $2.4 billion package of measures announced in Budget 2024. He also joined a joint Leaders’ declaration on AI governance – the Seoul Declaration for Safe, Innovative and Inclusive AI – that will serve as a roadmap to advance AI safety around the world, including through an international network of AI Safety Institutes. As part of the Budget 2024 measures on AI, the federal government announced an investment of $50 million to create a Canadian AI Safety Institute to further the safe development and deployment of AI, joining the United Kingdom, the U.S., and Japan that have set up similar institutes. Leading up to the Summit, Canada and the United Kingdom also negotiated a joint ministerial statement on AI safety to deepen their collaboration in that field.

“Canada and the U.S. have the world’s most successful partnership. Team Canada is working with our American partners to deepen these ties, grow our economies, keep our air clean, create good-paying jobs, and build a better, fairer future. Together, we’re putting our people on both sides of the border at the forefront of opportunity.” The Rt. Hon. Justin Trudeau, Prime Minister of Canada
“Canada continues to play a leading role on the global governance and responsible use of AI. From our role championing the creation of the Global Partnership on AI (GPAI), to pioneering a national AI strategy, to being among the first to propose a legislative framework to regulate AI, we will continue engaging with the global community to shape the international discourse to build trust around this transformational technology.” The Hon. François-Philippe Champagne, Minister of Innovation, Science and Industry

His party is deeply unpopular — so why did British PM Rishi Sunak just call an election?

LONDON — Rishi Sunak was midway through announcing an election he’s likely to lose in a country that often feels like it’s falling apart .

Then — in an apt metaphor for beleaguered Britain and its ruling Conservative Party — the prime minister was soaked by a deluge in the middle of his speech and drowned out by a nearby protester blasting the song “Things Can Only Get Better.”

Sunak began six weeks of campaigning Thursday after calling the surprise election to be held July 4. He and his party are deeply unpopular with the public, according to every major poll , so unless there is an unprecedented reversal in fortunes, they look set to be handed an electoral wipeout.

The Conservatives are blamed by many for a Britain widely seen as being in decline.

Real wages have stagnated for well over a decade; health care waiting lists and house prices are soaring; sewage is being pumped into the rivers and sea ; dysfunction blights everything from the country’s railways to its prisons; and Brexit — once the Conservatives’ cause célèbre — is now widely deemed such a failure that most politicians prefer not to discuss it at all.

UK Prime Minister Rishi Sunak on Wednesday set a general election date for July 4, ending months of speculation about when he would go to the country.

Because of election law, Sunak had to call the vote at some point this year. Even so, his decision to act immediately — while his party languishes a colossal 20 points behind the opposition Labour Party — has deeply angered many of his own lawmakers, now facing a landslide that would put many of them out of work.

Many observers are wondering: why now?

“Rishi Sunak has deployed the only weapon left in his arsenal: the element of surprise,” said Guto Harri, communications director for former Prime Minister Boris Johnson , in whose administration Sunak served as finance minister before the pair became rivals. “At the very least, he fired the starting pistol on his own terms, and showed that he has the backbone to go for it proactively.”

But even the prime minister’s traditional allies seemed to share a sense that Sunak may also have sounded the final bell on 14 years of Conservative rule.

The conservative Spectator magazine splashed “The Deluge” on its front page , alongside a cartoon of a rain-soaked Sunak and a cover story about his “election gamble.”

The right-wing newspaper The Daily Telegraph went with : “Things Can Only Get Wetter,” a reference to a  1990s British dance classic.

That was the song played by demonstrators at the gates of No. 10 Downing St., which threatened to drown out Sunak’s address. Its choice was multilayered; it was also the soundtrack to Tony Blair’s successful electoral campaign in 1997 — the last time Labour swept the Conservatives from government.

Electoral history is full of shocks, of course, but no party in the history of British politics has reversed anything close to the current polling chasm this close to a vote.

The current landscape is bleak for the Conservatives. But recent slivers of good news may mean this actually is as good as it might get.

Hours earlier, it was announced that inflation had fallen to 2.3% — down from a 40-year high of 11% in late 2022, the worst in the developed world. (Inflation in the United States was 3.4% last month.)

This does not mean prices are falling for the voters Sunak will now traverse the country to court, just that they are rising at a slower rate.

In this sense, Sunak “chose the moment where the promise of economic news is as good as it gets — without waiting to find out whether the promise materializes or not,” Harri said.

After much speculation across the UK media today, Sunak announced this evening that the UK general election will be held on July 4.

The prime minister may also be hoping for a polling boost from the launch of his flagship immigration policy, a plan to deport asylum-seekers to Rwanda that has been lambasted by opponents and human rights groups alike. Amnesty International called it “a stain on this country’s moral reputation” and a “national disgrace.”

But 42% of voters — and 58% of Conservative voters — think immigration here is too high, according to Redfield & Wilton Strategies , a London pollster and consultancy. Net migration to the United Kingdom has risen sharply, despite Conservative promises that Brexit would do the opposite.

Sunak says Rwanda flights will start leaving in July, meaning the election will likely come before the scheme is judged a success or failure, while still offering a carrot to immigration-minded voters.

These slender gains “probably give Sunak the best shot he possibly has, in a contest where expectations of success are low,” Harri said.

Those prospects might be boosted by the Thursday announcement of right-wing insurgent Nigel Farage that he will not be standing for election, instead wanting to “help with the grassroots campaign” of his ally, former President Donald Trump, ahead of the U.S. election.

Farage’s anti-immigration Reform UK party has threatened the Conservatives from the right, but he has failed to get elected seven times before.

Sunak’s supporters also claim that, while the prime minister might be unpopular, the public doesn’t seem to have warmed to his chief opponent, former prosecutor Keir Starmer. Despite his party polling well, the Labour leader’s personal net favorability rating is minus 17 (vs. Sunak’s minus 51), according to YouGov.

On Wednesday, British Prime Minister Sunak unexpectedly announced a UK general election for 4 July.

Starmer has transformed the party after its heavy defeat in 2019 under then-leader Jeremy Corbyn, a lifelong socialist. He has moved Labour’s politics toward the center — drawing comparisons with Blair — while purging the leftists who once ran the show.

But for many on the left, his policies hew too close to the Conservatives he seeks to replace, mirroring their tough talk on government debt and migration, and abandoning a plan to invest £28 billion a year on green policies.

“I don’t think Starmer represents an alternative to Sunak in terms of policy,” said Matt Zarb-Cousin, Corbyn’s former director of communications. “Without a transformative agenda, the country will continue on the broad trajectory of national decline.”

Polls strongly suggest that, rather than keep Labour from power, these will be the critiques leveled at the party once it gets into government, as seems likely once the British summer — rain and all — is over.

International Criminal Court Prosecutor Requests Warrants for Netanyahu and Hamas Leaders

While the request must be approved by the court’s judges, the announcement is a harsh rebuke of Prime Minister Benjamin Netanyahu of Israel and his war strategy in Gaza.

Headshots of two men. Prime Minister Benjamin Netanyahu of Israel is on the left and Yahya Sinwar is on the right.

By Patrick Kingsley and Matthew Mpoke Bigg

Patrick Kingsley reported from Jerusalem, and Matthew Mpoke Bigg from London.

The chief prosecutor at the world’s top criminal court on Monday announced that he was seeking arrest warrants for the leaders of both Israel and Hamas on charges of crimes against humanity, a strong rebuke that equated Prime Minister Benjamin Netanyahu of Israel with his Hamas counterpart, Yahya Sinwar, and compounded the growing international alarm at Israel’s conduct in Gaza.

In a statement , Karim Khan, the chief prosecutor, said that after investigating Hamas’s Oct. 7 attack on Israel and Israel’s counterattack on Gaza he had decided to apply for arrest warrants for Mr. Sinwar, Hamas’s leader within Gaza; Muhammad Deif, Hamas’s military leader; and Ismail Haniyeh, the movement’s Qatar-based political leader. Mr. Khan also said he was requesting warrants for Mr. Netanyahu and for Israel’s defense minister, Yoav Gallant.

While Mr. Khan’s request must still be approved by judges from the court, the announcement forms one of the harshest rebukes of Israel’s strategy in its seven-month campaign against Hamas that has killed tens of thousands of Gazan civilians. It also heightens scrutiny of Hamas’s actions at the start of the war in October, when Hamas fighters led a raid that killed more than 1,000 people and abducted hundreds more.

“Today we once again underline that international law and the laws of armed conflict apply to all,” Mr. Khan said in his statement. “No foot soldier, no commander, no civilian leader — no one — can act with impunity.”

For now, the announcement is largely symbolic. Israel is not a member of the court and does not recognize its jurisdiction in Israel or Gaza, meaning that Israeli leaders would face no risk of arrest at home.

Judges can also take months to uphold requests for arrest warrants. But if they do issue warrants, those named could be arrested if they travel to one of the court’s 124 member nations , which include most European countries but not the United States.

Mr. Khan’s decision to simultaneously pursue Israeli and Palestinian leaders was criticized by Israeli government ministers and Hamas alike. Both sides questioned why their allies had been targeted instead of their enemies alone.

“How dare you compare the monsters of Hamas to the soldiers of the Israeli Army, the world’s most moral military?” Mr. Netanyahu asked in a statement on Monday evening.

Similarly, Hamas said in a statement that it “strongly denounces” the attempt to “equate the victim with the executioner by issuing arrest warrants against a number of Palestinian resistance leaders.”

The decision raised difficult questions for Israel’s allies who are members of the court and could be required to arrest Mr. Netanyahu and Mr. Gallant if the warrants are issued and the men subsequently travel to their territories. Qatar, which hosts several Hamas leaders including Mr. Haniyeh, is not a member of the court.

President Biden condemned the move, saying in a statement that, “Whatever this prosecutor might imply, there is no equivalence — none — between Israel and Hamas.”

Mr. Khan’s statement said that he had “reasonable grounds to believe” that Mr. Sinwar, Mr. Deif and Mr. Haniyeh were responsible for “war crimes and crimes against humanity” — including “the killing of hundreds of Israeli civilians in attacks perpetrated by Hamas.”

Mr. Khan said he sought their arrest both for the killing of civilians and the capture of hostages during the Oct. 7 attack, as well as on charges of maltreatment of and sexual violence against hostages during their captivity in Gaza.

The requests for warrants were based on interviews with survivors, review of documentary evidence including video and photographs, and field visits by Mr. Khan and his team. Mr. Khan visited the Israeli-occupied West Bank and a border crossing between Egypt and Gaza, but did not enter Gaza itself. He also went to some of the sites attacked in Israel during the Hamas-led raid, interviewing victims and witnesses.

Regarding Mr. Netanyahu and Mr. Gallant, the prosecutor said he believed the Israeli leaders bore criminal responsibility for war crimes and crimes against humanity, including using starvation as a weapon of war and “intentionally directing attacks against a civilian population.”

While Mr. Khan said that Israel was allowed to protect its citizens, he said that its forces had failed to uphold international law during its devastating response.

“Notwithstanding any military goals they may have, the means Israel chose to achieve them in Gaza — namely, intentionally causing death, starvation, great suffering, and serious injury to body or health of the civilian population — are criminal,” Mr. Khan wrote.

Mr. Khan also implicitly criticized Israel’s judicial system, saying that the I.C.C. is forced to act only when a country’s prosecutors fail to hold its own citizens to account.

The court defers to “national authorities only when they engage in independent and impartial judicial processes that do not shield suspects and are not a sham,” Mr. Khan said.

But Antony J. Blinken, the U.S. secretary of state, said that Mr. Khan had not given Israel enough time to show that its own prosecutors were investigating the case. Mr. Blinken said that Mr. Khan’s aides had called off a visit to Israel on Monday to address that very question, suggesting that they were not serious about finding out the answer.

Mr. Khan’s office said that it “has not received any information that has demonstrated genuine action at the domestic level to address the crimes alleged or the individuals under investigation.”

Within the Israeli government, which had been split over disagreements about war strategy in recent days, the announcement prompted ministers to set aside their differences and adopt a united front.

Benny Gantz, a minister in Israel’s war cabinet and a critic of Mr. Netanyahu, accused the prosecutor of “moral blindness” in drawing an equivalence between the leaders of Israel and Hamas. Mr. Gantz’s response came less than two days after he threatened to quit Mr. Netanyahu’s cabinet for failing to set in motion a plan for the governance of postwar Gaza.

Relatives of Israeli hostages praised the push to hold Hamas’s leaders to account, but criticized the decision to target both Israeli politicians and Hamas at the same time.

The Hostage Families Forum, an alliance representing hostages’ relatives and supporters, said it “applauds the issuance of warrants against senior Hamas officials” but was “not comfortable with the equivalence drawn between Israel’s leadership and the terrorists of Hamas.”

Palestinians in Gaza had the inverse reaction, questioning why Palestinian leaders had been targeted instead of only Israelis.

Jaber Yahia, 50, a teacher in central Gaza, said by telephone that he was “relieved” to hear of the requests for warrants for Mr. Netanyahu and Mr. Gallant. “Then I found out there were other warrants against Haniyeh, Sinwar and Deif. Why do they insist on putting the killers and victims in the same category?”

Appearing to anticipate such criticism from both sides, Mr. Khan wrote in his statement of the need to apply the law equally to all sides in a conflict.

“If we do not demonstrate our willingness to apply the law equally, if it is seen as being applied selectively, we will be creating the conditions for its collapse,” Mr. Khan said.

In recent weeks, Israeli and Western officials had predicted privately and publicly that leaders from Israel and Hamas could soon face prosecution.

In late April, Mr. Netanyahu said on social media that the country “will never accept any attempt by the I.C.C. to undermine its inherent right of self-defense.”

The I.C.C. is the world’s only permanent international court with the power to prosecute individuals accused of war crimes, genocide and crimes against humanity. It is separate from the International Court of Justice, another international tribunal in The Hague, which deals with disputes between states. The I.C.J. is currently assessing a claim, brought by South Africa, that Israel is conducting a genocide in Gaza , an accusation that Israel strongly denies.

Mr. Biden, too, rejects that idea, stating flatly on Monday during a celebration of Jewish Heritage Month in the Rose Garden at the White House that Israel’s military assault in Gaza in the wake of the October attacks led by Hamas “is not genocide.”

“We reject that,” he said, telling an audience of Jewish leaders and activists that Americans “stand with Israel.”

The I.C.C. cannot try defendants in absentia , but its warrants can make international travel difficult. The court has no police force, relying instead on its members to make arrests. An arrested suspect is typically transferred to The Hague to appear before the court.

Aid experts have said the hunger crisis in Gaza is a direct result of the war as well as Israel’s near-complete siege of the territory and its strikes on aid workers.

The Israeli military said it had safely coordinated thousands of aid operations and that it was investigating any “exceptional events that take place during war.”

More generally, Israel has denied placing limits on humanitarian aid entering the territory. It says Israeli officials have done all they can to bring food to the territory and that it is the fault of aid organizations for failing to adequately distribute food after the aid has crossed the border.

Analysts have also cited Israel’s failure to allow an alternative Palestinian leadership to take over in the territory, leading to a power vacuum and the breakdown of law and order, making it even harder to distribute food.

The food situation in Gaza was considered stable before the war began, despite a 16-year blockade on the territory instigated by Israel and Egypt. But food supplies fell sharply in October, when Israel cut off all aid deliveries for the two weeks that followed the Hamas attack. At that time. Mr. Gallant promised a “total siege” on the territory, describing Israel’s attackers as “human animals” and promising “no electricity, no food, no fuel” for Gaza.

Since reopening some aid routes in late October, Israeli officials have still imposed rigorous checks on aid going into Gaza, which is home to around 2.2 million people, and the prospect of famine has been looming for months.

Mr. Khan cited several of these restrictions as justification for issuing arrest warrants for Mr. Netanyahu and Mr. Gallant, saying that they were part of “a widespread and systematic attack against the Palestinian civilian population.”

By focusing on decisions by Israeli politicians, Mr. Khan avoided making detailed accusations about Israel’s military leadership and did not discuss the actions of its Air Force or ground forces.

Our Coverage of the Israel-Hamas War

News and Analysis

Spain, Norway and Ireland said that they would recognize an independent Palestinian state , delivering a diplomatic blow to Israel that showed the country’s growing isolation.

While the decision by Spain, Norway and Ireland to recognize an independent Palestinian state reflects growing exasperation with Israel , it does not make it inevitable that other larger European states will follow suit .

The decision by the International Criminal Court’s prosecutor to publicly seek arrest warrants for the leaders of Hamas and Israel will be one of the most significant and contentious of his career .

Amal Clooney Weighs In: The prominent human rights lawyer was on a panel that recommended arrest warrants  for leaders of Israel and Hamas. She had been criticized earlier for not speaking out on the war.

Demanding New Leadership: Some reservists in the Israel Defense Forces, who have returned home from war, have joined the growing calls within Israel  for Netanyahu and his right-wing coalition to step aside.

Gaza’s Wartime Economy: In the seven months since Israel started bombarding Gaza, the enclave’s economy has been crushed. In its place, a marketplace of survival has arisen focused on the basics .

Report: Top-10 Basketball Recruit Isiah Harwell to Visit Cal

Jake curtis | may 21, 2024.

Isiah Harwell

  • California Golden Bears

Isiah Harwell, who is rated among the nation’s top 10 high school prospects in the class of 2025, is planning to visit Cal next month, according to a report by 247 Sports.

Top ten junior Isiah Harwell tells @247Sports he will schedule his next official visit with #California "next month." He discussed his thoughts on the Golden Bears during the final day @3SSBCircuit . 𝐕𝐈𝐏 https://t.co/juEfnniZR1 pic.twitter.com/Qv0YONaBXn — Brandon Jenkins (@BJenkins247) May 21, 2024

According to the report , Harwell plans to schedule the trip the Berkeley in “the latter part of June.”

Harwell, a 6-foot-5 shooting guard, is from Pocatello, Idaho, and attends Wasatch Academy in Mt. Pleasant, Utah.

Harwell is rated the nation’s No. 6 prospect in the class of 2025 by On3 and No. 7 by 247 Sports. He is ranked 10th by both ESPN and Rivals.

At this point, Gonzaga and North Carolina are seen as the leading candidates to land Harwell, but in October his list of the final nine schools he is considering also included Baylor, Houston, Texas, UCLA, Alabama and Idaho State as well as Cal. Some reports suggest BYU is also in the picture.

So why is Cal a place he plans to visit?

There is the persuasive power of Bears head coach Mark Madsen, who was among the first to get involved with Harwell.  A year ago at this time, Cal, North Carolina and Houston were the schools recruiting Harwell the hardest.

But there is another more important reason for Harwell’s interest in Cal, as he explained in a May 2023 report from On3:

“So [Cal assistant] Coach Amorrow Morgan grew up with my dad, so he is a long-time best friend of my dad’s. So we were able to have a great conversation, and he wanted me to have a chance to go there. They like how I can play the one through three but also be versatile on defense.”

Morgan and Ron Harwell both played basketball at Idaho State.

Isiah Harwell has not been playing much competitive basketball recently as he recovers from an injury suffered during the 2023-24 season.

Harwell participated in the 2023 Men's Junior National Team October minicamp in Colorado Spring, and he helped the 2023 U.S. Men's U16 National Team win a gold medal at the 2023 FIBA Men's U16 Americas Championship in Merida, Mexico.
