If you paid attention during your English classes, you know that the past tense and past participle of the verb pay is paid . Right? Actually, it turns out that payed is, in fact, the correct past tense and past participle form of pay in a few rare cases.

In this article, we’ll cover why and when the verb pay takes different forms, explain how the words paid and payed are typically used, and provide some example sentences that show how paid and payed appear in sentences.

When to use payed or paid

In almost all cases, the past tense and past participle of pay is paid . When used in this way, pay is considered an irregular verb because it doesn’t use the ending -ed like regular verbs do.

However, the word payed is used as the past tense and past participle of pay in two very specific nautical senses.

The first means “to cover parts of a ship with pitch, tar, or similar coating.” The second means “to move a ship toward the direction of the blowing wind.”

In addition to these rarely used nautical senses, the form payed is also sometimes used to form the past tense of the phrasal verb pay out , which means “to gradually let out a rope.”

It should be noted paid out is also often used in this case (and considered acceptable by most grammar sources).

Verbs similar to pay 

There are two irregular verbs that follow the same pattern as pay . The verb lay uses laid as its past tense and past participle forms (at one time, the form layed was used, but this is now considered obsolete). The verb say becomes said (never “sayed”) in both the past tense and past participle forms. At one time, the verb stay used the form staid as its past tense and past participle, but in modern usage it is a regular verb that uses stayed for both forms.

In contrast, other verbs that end in -lay are regular verbs, meaning their past tense and past participle forms end in -ed and not -aid . For example, the verbs play , stray , allay , and relay become played , strayed , allayed , and relayed (and never “plaid,” “straid,” “allaid,” or “relaid”).

I’ve received a number of emails from readers asking for an explanation between payed vs. paid, so today I want to talk about those differences. So which is it? Payed or paid? Well, that depends.

In this post, I will cover the definitions of these words, illustrate their functions in a sentence, and give you a few examples and when and how to use them. After reading this, you shouldn’t have any more trouble keeping these words apart.

When to Use Payed

To pay out a rope or cable is to let out by slacking .

• The captain payed out additional rope for the sails.
• The construction works payed out the cable as he strung the line.
• Laying down telephone lines, he payed out the cable as he went.

Payed can also refer to the sealing of a deck or hull of a wooden ship with pitch or tar to prevent leakage.

• Have you payed the deck?
• This ship looks fine but has yet to be payed.

These are the only uses in which you should be finding yourself using payed , when dealing with cable, rope, or chain being let out by slacking or the sealing of a wooden ship.

When to Use Paid

• He paid the amount that was due. (Financial)
• He paid the price for his actions. (Metaphorical Cost)
• I paid her a visit while she wasn’t feeling well. (Nonfinancial)
• If you paid attention in class, you would have heard about the quiz. (Nonfinancial)

Paid is the variation that you will find yourself using most often. It’s an irregular verb, but it’s not the only verb ending in “ay” to change the “y” to an “i” in the past tense. Say and lay are two other examples,

To pay attention is a common phrase that uses the verb pay. It means to give or bestow your attention and is used in many educational and learning environments.

• He paid attention in class.
• He payed attention in class.

The correct expression is paid attention , not payed attention .

Remember the Difference

A good memory trick to use with these words in that paid has to do with finances. Both of these words have an “ I ” in them.

Similarly, payed has to do with the sea. Both of these words have an “ E ” in them.

Why Is 'Payed' Vs. 'Paid' Confusing?

Many think the verb 'to pay' should be 'payed' in the past tense because that's what the regular verb rules for past indefinite would dictate.

However, 'pay' in this sense is an irregular verb, so the usual rules don't apply.

How to Use 'Payed'

While not very common, the verb 'payed' still exists. It's the past indefinite tense of the verb 'pay,' but not in the same sense as described so far.

What Does 'Payed' Mean?

'To pay' also means to cover a ship with a waterproof coating or to let out a rope. For example:

The sailors will pay the ship with pride. Pay the rope; I need some slack!

When Can I Use 'Payed'?

You can use 'payed' whenever you want to talk about the verb 'pay' in the sense described above but in the past tense. For instance, if the above examples were in the past indefinite tense, you'd get:

Dear coleges, ¿How did you translate this phrase? "This morning a dealer paid us a visit on behalf of the Company WVD " I can´t understand the meaning here of " paid us ", It´s posible that means something "ironic"? as the dealer "nos ha concedido una visita" ¿what you think? Ok, thank you all, finally I understand that "paid us" here, doesn´t have any meaning related with "pay". It´s just a way to expres that someone has come to visit you, as "nos hizo una visita". We will be able to say instead of this "This morning a dealer visit us on behalf of the Company WVD " and the meaning should be the same... Isn´t it?  

I have just realize that in the page of the worldreference we have diferent translations of the verb to pay: 4 (atención) prestar 5 (un cumplido, una visita) hacer (los respetos) presentar So "to pay" can mean "to make a visit or a compliment" Thank you all¡¡¡

Generally, a citizen of a foreign country who wishes to travel to the United States must first obtain a visa, either a nonimmigrant visa for a temporary stay, or an immigrant visa for permanent residence. Visitor visas are nonimmigrant visas for persons who want to enter the United States temporarily for business (B-1 visa), for tourism (B-2 visa), or for a combination of both purposes (B-1/B-2 visa).

Here are some examples of activities permitted with a visitor visa:

Business (B-1)

• Consult with business associates
• Attend a scientific, educational, professional, or business convention or conference
• Settle an estate
• Negotiate a contract

Tourism (B-2)

• Vacation (holiday)
• Visit with friends or relatives
• Medical treatment
• Participation in social events hosted by fraternal, social, or service organizations
• Participation by amateurs in musical, sports, or similar events or contests, if not being paid for participating
• Enrollment in a short recreational course of study, not for credit toward a degree (for example, a two-day cooking class while on vacation)

Travel Purposes Not Permitted On Visitor Visas

These are some examples of activities that require different categories of visas and cannot be done while on a visitor visa:

• Paid performances, or any professional performance before a paying audience
• Arrival as a crewmember on a ship or aircraft
• Work as foreign press, in radio, film, print journalism, or other information media
• Permanent residence in the United States

Birth tourism (travel for the primary purpose of giving birth in the United States to obtain U.S. citizenship for their child) is not permissible on a visitor visa.

How to Apply

There are several steps to apply for a visa. The order of these steps and how you complete them may vary by U.S. Embassy or Consulate. Please consult the instructions on the  U.S. Embassy or Consulate website .

Complete the Online Visa Application

• Online Nonimmigrant Visa Application, Form DS-160 – Learn more about completing the DS-160 . You must: 1) complete the online visa application and 2) print the application form confirmation page to bring to your interview.
• Photo – You will upload your photo while completing the online Form DS-160. Your photo must meet the Photograph Requirements .

Schedule an Interview

Interviews are generally required for visa applicants with certain limited exceptions below. Consular officers may require an interview of any visa applicant.

You should generally schedule an appointment for your visa interview at the  U.S. Embassy or Consulate  in the country where you live. You may schedule your interview at another U.S. Embassy or Consulate where you will be present but aware that in some cases it may be more difficult to demostrate your qualifications for a visa outside of the country where you live.

Wait times for interview appointments vary by location, season, and visa category, so you should apply for your visa early. Review the interview wait time for the location where you will apply:

Applicants scheduling visa appointments in a location different from their place of residence should check post websites for nonresident wait times.

• Fees - Pay the non-refundable visa application fee , if you are required to pay it before your interview. If your visa is approved, you may also need to pay a visa issuance fee, if applicable to your nationality. Fee information is provided below:

Gather Required Documentation

Gather and prepare the following required documents before your visa interview:

• Passport valid for travel to the United States – Your passport must be valid for at least six months beyond your period of stay in the United States (unless exempt by country-specific agreements ). Each individual who needs a visa must submit a separate application, including any family members listed in your passport.
• Nonimmigrant Visa Application, Form DS-160 confirmation page.
• Application fee payment receipt, if you are required to pay before your interview.
• Photo – You will upload your photo while completing the online Form DS-160. If the photo upload fails, you must bring one printed photo in the format explained in the Photograph Requirements .

Additional Documentation May Be Required

Review the instructions for how to apply for a visa on the website of the U.S. Embassy or Consulate where you will apply. Additional documents may be requested to establish if you are qualified. For example, additional requested documents may include evidence of:

• The purpose of your trip,
• Your intent to depart the United States after your trip, and/or
• Your ability to pay all costs of the trip.   

Evidence of your employment and/or your family ties may be sufficient to show the purpose of your trip and your intent to return to your home country. If you cannot cover all the costs for your trip, you may show evidence that another person will cover some or all costs for your trip.

Note:  Visa applicants must qualify based on their ties abroad/to their home country, rather than assurances from U.S. family and friends. A letter of invitation or Affidavit of Support is not needed to apply for a visitor visa. If you choose to bring a letter of invitation or Affidavit of Support to your interview, please remember it is not one of the factors used in determining whether to issue or deny the visa.

Attend Your Visa Interview

A consular officer will interview you to determine whether you are qualified to receive a visitor visa. You must establish that you meet the requirements under U.S. law to receive a visa.  Ink-free, digital fingerprint scans are taken as part of the application process. They are usually taken during your interview, but this varies based on location.

After your visa interview, the consular officer may determine that your application requires further  administrative processing .  The consular officer will inform you if this required.

After the visa is approved, you may need to pay a visa issuance fee (if applicable to your nationality), and make arrangements for the return of the passport and visa to you.  Review the  visa processing times  to learn more.

Entering the United States

A visa allows a foreign citizen to travel to a U.S. port-of-entry (generally an airport) and request permission to enter the United States. A visa does not guarantee entry into the United States. The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) officials at the port-of-entry have authority to permit or deny admission to the United States. If you are allowed to enter the United States, the CBP official will provide an admission stamp or a paper Form I-94, Arrival/Departure Record. Learn more about admissions and entry requirements, restrictions about bringing food, agricultural products, and other restricted/prohibited goods, and more by reviewing the CBP website .

Extending Your Stay

See  Extend Your Stay  on the U.S. Citizenship and Immigration Services (USCIS) website to learn about requesting to extend your stay beyond the date indicated on your admission stamp or paper Form I-94. 

Failure to depart the United States on time will result in being  out of status . Under U.S. law, visas of individuals who are out of status are automatically voided ( Section 222(g) of the Immigration and Nationality Act ).  Any multiple entry visa that was voided due to being out of status will not be valid for future entries into the United States.

Change of Status

If your plans change while in the United States (for example, you marry a U.S. citizen or receive an offer of employment), you may be able to request a change in your nonimmigrant status to another category through U.S. Citizenship and Immigration Services (USCIS). While you are in the United States, receiving a change of status from USCIS does not require you to apply for a new visa.  However, once you depart the United States you must apply for a new visa at a U.S. Embassy or Consulate in the appropriate category for your travel.

Additional Information

• An individual on a visitor visa (B1/B2) is not permitted to accept employment or work in the United States.
• There is no guarantee you will be issued a visa. Do not make final travel plans or buy tickets until you have a visa.
• A valid U.S. visa in an expired passport is still valid. Unless canceled or revoked, a visa is valid until its expiration date. If you have a valid visa in your expired passport, do not remove it from your expired passport. You may use your valid visa in your expired passport along with a new valid passport for travel and admission to the United States. 

Travel for Medical Treatment

If you are seeking medical treatment in the United States, the consular officer may ask for further documents at your visa interview, which may include:

• Medical diagnosis from a local physician, explaining the nature of the ailment and the reason you need treatment in the United States.
• Letter from a physician or medical facility in the United States, stating they are willing to treat your specific ailment and detailing the projected length and cost of treatment (including doctors’ fees, hospitalization fees, and all medical-related expenses).
• Proof that your transportation, medical, and living expenses in the United States will be paid. This may be in the form of bank or other statements of income/savings or certified copies of income tax returns (either yours or the person or organization paying for your treatment).

Visitor Visas for Personal or Domestic Employees (B-1)

You may apply for a B-1 visitor visa to work in the United States as a personal or domestic employee for your employer in limited situations. You may for a visitor visa as a domestic employee if, among other requirements, your employer is:

• A U.S. citizen who has a permanent home or is stationed in a foreign country, but is visiting or is assigned to the United States temporarily; or
• A foreign citizen who is in the United States on one of the following nonimmigrant visa categories:  B, E, F, H, I, J, L, M, O, P, Q or TN.

Visa Renewal

Whether you are applying for the first time or renewing your visa, you will use the same application process (please review How to Apply , above). Some applicants seeking to renew their visas in certain visa classes may be eligible for the Interview Waiver (IW) which allows qualified individuals to apply for visa renewals without being interviewed in person by a U.S. consular officer. Review the instructions on the website of the U.S. Embassy or Consulate where you will apply to determine if IW is available and if you qualify.

Do I need a visa if I have an ABTC?

Yes, you will still need a visa to travel to the United States, unless you qualify for the  Visa Waiver Program . Having an Asian-Pacific Economic Cooperation (APEC) Business Travelers Card (ABTC) does not change visa requirements, your visa status, or the visa process for travel to the United States.

How can I use my ABTC when I apply for my visa?

If you have an Asian-Pacific Economic Cooperation (APEC) Business Travelers Card (ABTC), you might be able to schedule an expedited visa interview appointment. Review the instructions for scheduling expedited appointments on the website of the  embassy or consulate  where you will apply. 

Visa Annotations for Certain Maritime Industry Workers

Certain foreign maritime workers are eligible to apply for a Transportation Worker Identification Credential (TWIC) once in the U.S. If you, as a maritime industry worker, will perform services in secure port areas, your visa must be annotated “TWIC Letter Received.” Workers whose visas are not annotated will not be permitted by the Transportation Security Administration (TSA) to apply for a TWIC.

In order for your visa to be annotated, you must obtain a letter from your employer explaining the need for a TWIC and that you are a potential TWIC applicant. See a template example of this letter. You must present this letter when you apply for the B-1 visa. You must meet all other eligibility requirements for a B-1 visa.

Attempting to obtain a visa by the willful misrepresentation of a material fact, or fraud, may result in the permanent refusal of a visa or denial of entry into the United States.

In accordance with the agreement signed between the United States and China to extend visa validity, beginning on November 29, 2016, Chinese citizens with 10-year B1, B2 or B1/B2 visas in Peoples’ Republic of China passports will be required to update their biographical and other information from their visa application via a website every two years, or upon getting a new passport or B1, B2, or B1/B2 visa, whichever occurs first.  This mechanism is called EVUS - Electronic Visa Update System.

The EVUS website is now open to the public for enrollments at www.EVUS.gov .  CBP will not collect a fee for EVUS enrollment at this time. CBP anticipates the eventual implementation of an EVUS enrollment fee, but does not have a time frame. Until the implementation of a fee, travelers can enroll in EVUS without charge.  The Department of Homeland Security, Customs and Border Protection (CBP) will keep visa holders informed of new information throughout the year. Bank and Payment Options/Pay My Visa Fee

Instructions to pay your visa fee, fee payment options, scheduling your interview.

Most applicants, including children, are required to pay a Machine Readable Visa (MRV) fee to initiate their U.S. visa application. This US Government-mandated fee is a visa processing fee that is payable whether or not a visa is issued.

The MRV fee is non-refundable and non-transferable . Applicants should first determine whether or not they require a visa to travel to the US before submitting their applications.

Examples of individuals that may not require a visa include, but are not limited to:

• If you are applying for an A or G visa for official travel, you do not need to pay the MRV fee
• If you are applying for a J visa to participate in a U.S. Government-sponsored program (programs beginning with G-1, G-2, G-3, G-7), you do not need to pay the MRV fee
• If you already hold a valid visa for your intended purpose of travel, you may not need a visa
• If you are a citizen of Canada or Bermuda (but not applying for an A, E, G, K or V visa category), you may not need a visa

If you do need to apply for a visa, please follow the payment instructions below. Applicants must make a successful payment before they are permitted to schedule their interview appointment. Applicants who do not pay the correct fee for their visa type may be restricted from scheduling an interview.

Once the initial interview is scheduled, applicants are limited to the number of times they can reschedule their appointment. If you miss your scheduled appointment time, you may be required to pay the MRV fee again in order to schedule another interview. Please plan accordingly so that you are not required to pay an additional visa application fee. Visa application fees are non-refundable .

Issuance Fee (Reciprocity Fee)

Depending on your citizenship and the type of visa you are applying for, you may also have to pay a visa issuance or “reciprocity” fee. This fee is not an MRV Fee and cannot be used to schedule an appointment. Please make sure that you pay the reciprocity fee in advance only if you are renewing your previous and submitting your application through interview waiver channel. If you are scheduling your interview appointment, do not pay the reciprocity fee in advance; the fee should be paid at the time of your interview at the Consular Section of U.S. Embassy/Consulate General.

In Qatar you may pay your Visa Fee in person at any branch of Commercial Bank of Qatar. You must first register on the applicant site and choose the Schedule Your Appointment option to access the payment option details. See below for the steps. If you are paying for a group of applicants visit the group appointment page.

Log-in to our online applicant system and create a profile. This will ensure the proper amount is paid and activated in timely manner. Values are shown in U.S. Dollars (USD); however the Fee payable is in Qatari Riyal (QAR). This page has more information about the different visa application fees.

Click on Schedule My Appointment option on the left-hand side of your screen. Complete steps for Visa Type, Post, Visa Category and Visa Class.

Once you are on the Payment screen, click on Payment Options. Review the Cash at Bank section for further details.

The QAR amounts are based on the consular currency exchange rate determined by the U.S. Department of State. Applicants who do not pay the correct fee for their visa type may be restricted from scheduling an interview.

Pick your preferred method of payment and pay your visa fee. When you pay the visa fee, you acknowledge that this is a non-refundable visa application processing fee required as a prerequisite to the processing of an application. It does not indicate the existence of a contract with the applicant, nor does it guarantee a successful application. There is no refund possible regardless of the outcome of this application.

If you pay at the bank you will need the ref. transaction number which can be found on the payment receipt provided by the bank to schedule your visa appointment. It cannot be replaced if it is lost.

Once you pay your visa fee, schedule your appointment online. Payment by credit card will activate quicker than paying in-person at Commercial Bank. Log-in to your profile and complete the Schedule Your Appointment steps with your ref. transaction number.

Save the bank receipt for your records. It cannot be replaced if it is lost. You will need the receipt number on the bank receipt to schedule your visa appointment. Once you pay your visa fee, you can schedule your interview by 11:00am the next business day. Log-in to your profile and complete the Schedule Your Appointment steps with your receipt number.

Credit Card

After you have paid the visa application fee, you will be prompted to schedule your interview.

Visa Fees are not refundable.  If you have encountered an error with your payment or you believe your payment was not successful, DO NOT PAY THE FEE A SECOND TIME AS IT WILL NOT BE REFUNDED.  Please email our support center at  [email protected]  with your concern and we will investigate.  Be aware that if you request a chargeback that reverses the charge or payment, your case will be promptly investigated which may lead to fines and/or other legal action.

Cash at Commercial Bank

You can pay your nonimmigrant visa (NIV) application fee in cash at any Commercial Bank branch. Cheques are not accepted. You must bring your passport for identification purposes to make your payment.

• Take the deposit slip to the bank when you pay your fee. Cheques are not accepted. You must bring your passport for identification purposes to make your payment.
• Be sure that you pay the exact amount indicated on the deposit slip. After receiving your payment, the cashier will give you a receipt. Save the bank receipt for your records. It cannot be replaced if it is lost. You will need the receipt number on the bank receipt to schedule your visa appointment.

Mackie’s Barbecue Offering a Free Meal to Teachers in Need Following News of Potential Cuts

Mackie’s Barbecue Co., a locally owned and operated restaurant with locations in Olney (full-service), Potomac (catering and delivery apps), Gaithersburg (catering and delivery apps), Frederick (full service), and Clarksburg (food truck), has decided to step up and offer a meal on the house for any teacher and their family who may be affected by potential MCPS cuts.

“It’s unfortunate that Montgomery County Public Schools is reducing the workforce, and we know this impacts many of you. To all the amazing teachers, our family wants to help. If you or your family need a meal on the house, please message us. It’s our way of saying thank you for your dedication and hard work. #thankyouteachers” Mackie’s shared on social media.

The restaurant has full-service locations in Olney and Frederick as well as catering locations that offer items through delivery apps in Gaithersburg and Potomac. PARIS (AP) — French President Emmanuel Macron’s office said Thursday that U.S. President Joe Biden will make his first state visit to France next week after attending D-Day 80th anniversary commemorations in Normandy.

Macron will be hosting Biden and his wife Jill on June 8, the statement said.

Both presidents will discuss “the need for unwavering, long-term support for Ukraine” at a time when war has returned to Europe, 80 years after the landings that led to the liberation of France and the continent from Nazi Germany’s occupation, Macron’s office said.

In Normandy next week, major commemorations will draw 25 heads of state and government, along with dozens of World War II veterans , to honor the nearly 160,000 troops from Britain, the United States, Canada and other nations that landed on June 6, 1944.

Ukrainian President Volodymyr Zelenskyy is among those expected to attend .

Biden’s state visit will allow “close coordination” between France and the U.S. on world crises ahead of international events including the summit of the Group of Seven major economies next month in Italy and the NATO summit in Washington in July.

Discussions also will include climate-related issues and will focus on strengthening bilateral cooperation, particularly in the economic, space and nuclear fields, the statement said.

Through all of that, he has kept a reliable financial ally: a charity founded to honor the memory of a firefighter killed on Sept. 11, 2001. The problem, according to his creditors’ lawyers, is that he has withheld that detail throughout his first five months of bankruptcy proceedings.

In a filing last week, attorneys for Mr. Giuliani said that one of the former New York City mayor’s companies, Giuliani Communications, receives about $16,300 per month in income from his internet show “America’s Mayor Live.” Mr. Giuliani’s attorney said that money comes “mainly” from the Sept. 11 charity, the Stephen Siller Tunnel to Towers Foundation.

The revelation of the revenue stream comes after months of deeply contentious arguments from creditors about the state of Mr. Giuliani’s personal finances, with complaints that much of it remains deliberately incomplete and opaque. Only recently did creditors learn, through social media, that Mr. Giuliani had a contract to earn money from a new branded coffee line.

The Tunnel to Towers Foundation confirmed that it sponsored both the livestream and Mr. Giuliani’s now-canceled radio show. The group declined to say how much it paid overall.

“In the years following 9/11, Mayor Giuliani has been an invaluable supporter of the Tunnel to Towers Foundation. He was instrumental in planning the first Tunnel to Towers 5K Run & Walk NYC in 2002,” the foundation said in a written statement. Mr. Giuliani, then the mayor, was at Mr. Siller’s funeral . Mr. Giuliani’s attendance at that and other such funerals cemented his connection to the families of many of the emergency responders to the World Trade Center terrorist attacks.

Mr. Giuliani has said he gets no income from Giuliani Communications, the company that received sponsorship revenue from the radio show and the livestream. His creditors’ lawyers have said they believe he “is working for free to the detriment of his creditors, which in itself is problematic, and/or funneling funds that belong to his creditors to his business and using his business as a personal piggy bank, which is fraudulent.”

Under bankruptcy law, entities that have not filed for bankruptcy, like Mr. Giuliani’s companies, are not required to file operating reports. Mr. Giuliani is supposed to disclose how much money he makes from them, and even though he says he is an employee of Giuliani Communications, he says he is not paid anything from the company. But the creditors’ lawyers have asked that he file reports about his corporations and also could ask that his businesses be consolidated into his case. They already have requested that a trustee take over both his personal and business finances.

A spokesman for Mr. Giuliani said the former mayor was “proud to partner” with the charity.

The Tunnel to Towers Foundation was founded to honor Mr. Siller, a New York firefighter who had just finished his shift when the first airplane hit the World Trade Center. Finding the Brooklyn-Battery Tunnel closed to vehicles, Mr. Siller ran through it toward Manhattan on foot.

The foundation has expanded into a national organization with $305 million in revenue in fiscal year 2022. It hosts fund-raiser runs in New York and around the country. The nonprofit says it provides housing for families of fallen soldiers, for wounded and homeless veterans, and for injured emergency responders. It also creates educational materials on the Sept. 11 attacks.

The charity spent about $30 million on advertising in 2022, the last year for which figures are available, and has sponsored other shows on outlets like Fox News Channel and New York’s WABC radio. Tunnel to Towers previously sponsored Mr. Giuliani’s radio show on WABC, but the station canceled it last month because he persisted in making false claims about the 2020 election.

Mr. Giuliani’s livestream is broadcast live on social media networks and is replayed a day later on Newsmax. Typically, Mr. Giuliani opines on recent news events, often criticizing President Biden and Democrats. Other ad spots are taken up by Donald Trump Jr., with campaign messaging; Trump ally Roger Stone; and Mr. Giuliani himself, stumping for his new coffee line.

In one recent livestream, after talking about President Biden’s foreign policy decisions, Mr. Giuliani took a minute to talk about the Tunnel to Towers Foundation.

“The foundation has helped over 1,000 military and first responder families navigate the worst of times by removing the burden of a mortgage payment. Our nation’s heroes, and their families need your help now more than ever,” Mr. Giuliani said. “Donate $11 a month to Tunnel to Towers at t2t.org.”

Nonprofit charitable organization are prohibited from campaign activities, but charity experts say that simply advertising on a program that espouses political views doesn’t violate such rules.

Mr. Giuliani was supposed to disclose all of his income months ago, as part of the bankruptcy process. But he did not disclose his company’s income from the radio show or the livestream until recently, after questions from his creditors’ lawyers.

Mr. Giuliani’s routine reports about his spending have been incomplete and confusing. Several times, he has said his sole sources of income were social security benefits and his radio show and podcast. Yet none of his monthly reports show any compensation or salary. These reports show that each month he spends more than he earns. And his cash balances at the end of one month often conflict with the balance at the beginning of the next month.

“His financial reporting and record-keeping are abysmal, as he commingles his personal affairs with those of shill businesses,” lawyers for the creditors wrote in a recent filing. “And it follows therefrom that the Debtor cannot find even one accountant willing to work for him.”

After learning about Mr. Giuliani’s new coffee venture, Rudy Coffee, on social media, his creditors’ lawyers asked for a copy of that contract, which his lawyers provided. Mr. Giuliani is set to receive 80 percent of the net profit.

The coffee, packaged with his face on the bags, goes for $29.99 for two pounds. In the ads that play during his livestreams, Mr. Giuliani says sales of the coffee will help raise money for another nonprofit, Call 2 Action. He said this group “is devoted to helping veterans and first responders. So you can make a difference — and taste the difference.”

It is unclear what nonprofit he was referring to. No group named Call 2 Action appears on the Internal Revenue Service’s list of tax-exempt charities. A QR code on the coffee bags leads to the website www.call2action.com. But that is not a charity: it is a website about social-media marketing.

Rudy Coffee did not respond to a message sent via its website, asking for details about the nonprofit. Mr. Giuliani’s spokesman, Ted Goodman, did not respond to questions about the charity.

Teacher who held mock slave auction and used racial slur placed on leave, superintendent says

A Boston-area fifth grade teacher who held a mock slave auction and used a racial epithet during instruction has been placed on paid leave, the local school superintendent said.

Gregory L. Martineau, superintendent of the Public Schools of Northborough and Southborough, wrote a letter to parents on Wednesday that detailed the incidents and expressed his apology.

The teacher at Margaret A. Neary Elementary School in Southborough, Massachusetts, about 30 miles west of Boston, held a mock slave auction in January as part of a history lesson on the economy of the Southern colonies, Martineau said.

As part of the impromptu auction, the educator made examples of two children of color who were at the front of the room, discussing attributes such as teeth and strength, the superintendent said.

Martineau said such instructional methods are unacceptable, as they can traumatize Black students and trivialize the horrors of slavery.

In April, the same teacher read from and discussed a book that’s not a part of the curriculum, the superintendent said, adding that the teacher used the N-word, which Martineau said does not appear on the book’s pages.

The state teachers union did not immediately respond to a request for comment, and the local union could not be reached.

Martineau said he found out about both incidents on April 24. A meeting that included the teacher and the school’s principal was held in order to “be transparent with families and take responsibility for mistakes,” he said.

But the next day, the teacher, apparently having learned the identity of at least one of the students who complained about one of the two incidents, “called out the student,” Martineau said.

He said singling out the student was “not acceptable.”

The teacher was placed on leave and is undergoing “due process procedures” that could determine their status with the district, Martineau indicated. The school’s principal was placed on 10 days of paid leave in May, the superintendent said.

Sarah Alinovi, a parent who plans to enroll her child in the district, expressed concern that similar incidents happened twice.

“If it happens over and over again, then, you know, it should be addressed,” she told NBC Boston .

Rahsaan Hall, president of the Urban League of Eastern Massachusetts, told the station that the incidents could provide a learning moment for the school district.

“They should certainly be intentional and proactive about developing practices and engaging the community on these difficult topics,” Hall said.

The superintendent apologized to the teacher’s students and took responsibility for “missteps” in the district’s initial reaction.

“I apologize for the events that took place in The Public Schools of Southborough,” Martineau said. “I acknowledge that there were missteps in this process that further complicated the situation. Ultimately, I am responsible for ensuring students are in safe and supportive learning environments.”

A plan that aims to ensure teachers have “cultural competency” is being developed with the goal of being implemented in fall, he said.

Animal testing company agrees to pay historic $35 million resolution two years after the epic rescue mission of approximately 4,000 beagles

The Humane Society of the United States assisted the Department of Justice in rescuing thousands of beagles from Envigo RMS’s facility in Cumberland, Virginia, in 2022

CHARLOTTESVILLE, Va.—Today, the  Department of Justice announced that Inotiv, the parent company of Envigo, agreed to pay more than $35 million as a resolution to an investigation which included a criminal search warrant executed at Envigo RMS’s facility in Cumberland, Virginia, in May 2022. This resolution includes the largest ever fine in an Animal Welfare Act case. During the multiday seizure, the Humane Society of the United States assisted federal authorities with the rescue of approximately 445 dogs and puppies found to be in acute distress. As part of the resolution announced today, Inotiv has agreed to pay approximately $1.9 million to the Humane Society of the United States for direct assistance provided to the investigation. 

Subsequently,  the Humane Society of the United States led the historic operation to remove the remaining nearly 4,000 beagles from the facility. A federal court ordered the removal after the DOJ filed a lawsuit which alleged shocking violations of the Animal Welfare Act at the breeding facility. Issues documented by U.S. Department of Agriculture inspectors included inhumane euthanasia practices, inadequate veterinary care, and failure to meet the Animal Welfare Act’s minimum standards for handling, housing, feeding, watering and sanitation.

“While these beagles have since settled into loving homes, the news of the resolution brings back poignant memories of meeting them for the first time two years ago,” said Adam Parascandola, vice president of the Humane Society of the United States’ Animal Rescue Team. “For several long and hot days, our team helped assess the thousands of dogs in the facility as we assisted with the search warrant. We were able to bring approximately 445 dogs and puppies to safety that week, and in the weeks that followed, we held our breath hoping for a new beginning for the nearly 4,000 beagles remaining in the facility. It was an incredible relief and honor for all of us when the DOJ asked us to come back and rescue the remaining dogs, and we are grateful that those responsible for their suffering are being held accountable.” 

Many of these dogs would have been bound for animal testing laboratories if they had not been removed from the breeding facility. Instead, the Humane Society of the United States placed the beagles with over 120 shelter and rescue partners, which helped them find loving homes. 

In addition to Envigo RMS’s now-closed Cumberland facility, Inotiv owns multiple companies and facilities that breed animals for use in research and operates numerous animal testing laboratories. 

In 2021, the Humane Society of the United States  began an undercover investigation at one such facility—Inotiv’s contract testing laboratory in Indiana. The hidden-camera investigation revealed dogs continuing to be given doses of substances even when they were vomiting, shaking, unable to stand, and had high fevers and labored breathing. The animals spent their days behind bars and were subjected to painful procedures such as being force-fed substances via stomach tubes, injections and multiple blood draws. Most of the animals were killed at the end of the studies, as is typical for any drug testing. 

Close to 90% of drugs tested on animals ultimately fail in human trials, with approximately half of those failures due to unanticipated human toxicity, despite toxicity not having been observed in animals. There is evidence that non-animal approaches, such as organ-chip technologies, artificial intelligence, 3D printing and various other approaches, provide superior results that will ultimately improve drug success rates for humans while sparing animals.

The Humane Society of the United States continues to urge Inotiv and the larger industry to seek out alternatives to animal experimentation. Meanwhile, Inotiv has continued to demonstrate disregard for animal welfare—last year, news broke that Inotiv  was again under federal investigation after prosecutors charged several employees of Inotiv’s main supplier of monkeys with involvement in a criminal conspiracy to illegally bring wild long-tailed macaques into the U.S.

The violations of the Animal Welfare Act at the Envigo breeding facility from which the more than 4,000 beagles were rescued underscore a need for increased interagency collaboration to fight animal cruelty and neglect by ensuring proper enforcement of the Animal Welfare Act. The bipartisan Better CARE for Animals Act will give Department of Justice the tools to better enforce the Animal Welfare Act and ideally, intervene faster at facilities with documented violations to save the lives of suffering animals, like these beagles, before it is too late. The Humane Society of the United States and Humane Society Legislative Fund are calling on the public to urge their representatives to  support the Better CARE for Animals Act .
