“Carnival Cruise to Progresso, Cozumel” Review of Progreso

Fun cruise. Being interested in archaelogy I could have spent two days in Progresso doing excursions out of there, rather than moving on to Cozumel. Did the trip to Chichen Itza, which is about 2.5 hours drive from Progresso. But I enjoyed the ride and getting to see the country side. In Cozumel, did the two reef snorkle excursion. While fun, the excursion providers held up departure for 1/2 hour to wait on others from another cruise ( given the port of call stops are on a tight time budget to start with, if you have anything else planned for the day this can wreak havoc ). And the two reef excursion really had way too many people packed on it ( just imagine 40 some odd snorklers being dropped off the back of a boat in ONE spot .. flippers in each others faces; running into everyone else ). Bottom line: good cruise ( food was great ! ); Progresso archaelogy thumbs up; Cozumel snorkeling thumbs up, but probably not the TWO REEF snorkel exercusion ( too crowded ).

We purchased "Beach Party" tour from Carnival Cruise lines for which, as we later found out, the cruise lines wished to have no responsiblity. It looked great on the pictures - was horrible in reality. Starting with the bathrooms - untidy plastic construction-kind boxes on the far end of the beach. I was affraid to touch anything convinced that my skin would melt off. There was a ton of trash everywhere. There were a couple of employees collecting trash but there was still a lot of it left. The music was not for a child's ear or somebody who wishes not to hear foul language - wish I knew it when I selected the tour. The only positive experience where the people. All the employees were very nice. We attempted to receive a resolution from the Carnival, but only received "sorry, no can help" in return. Pitiful... Especially considering that it was our second trip by the Carnival and we were very much so satisfied with everything on both trips just that one tour... I really wish we took some photos to serve as proof.

This was our first port of call on a five day cruise. We were bused into town via a five mile road without AC, that was not fun. Then we were dropped off on the main road just beside an outside market. IT was HOT!!!! Bought a wooden fan for $5 but everything else, especially the silver was way over priced. Got to the beach and found a table under a palapa. We were excited to have found a table in the shade and thought "this is a great find!" NOT! We were hounded by peddlers every five min if not every minute and they wouldn't take no for an answer. We saw the same folks over and over and every time we had to say no yet again. Then we were told by some guy that we couldn't stay at this table as it was "property" of the rest up the way. I pushed back stating that the cops had said everything on the beach should be free and if they were going to kick us out, they'd have to go get the police to do it. After we agreed to buy two cokes, they left us alone (for about an hour). Then another from the same place said buying two cokes wasn't enough, we'd have to buy more. Again, I said, "OK, go get the police, and if he tells me the same thing then we'll leave". He shut up and left us alone, but by that time we'd had enough. We had to wait in a long line for again, a non-airconditioned bus to take us back to the boat. I will NEVER take a cruise that goes to this port of call again.

My Wife and I took our first cruise on the Carnival Ecstasy from Feb 5th- 10th and our 1st port of call was Progreso. We have never been to Mexico and had no idea what to expect, but quickly realized it was not so bad. As soon as you get off the ship, there is a series of Duty Free Shops and the only problem was the over eager employee's there. We took a free shuttle bus into town where we walked to the beach, then back into the town to a authentic Mexican Resturant where we had Beef Tacos. After eating we took a ride on the "3 buck truck". It was an old double decker bus with an open top that drove you on a very short route through part of town. Only lasted 20 minutes or so. The electric power lines and phone lines hung so low, the driver/guide would have to stop the bus and everybody had to "duck down" so we could sneek under. Yes they were that close. After the ride we entered a flea market right there where the bus loads and was almost swarmed by the venders. I understand they need the money or what have ya, but they don't want to take no for an answer and as soon as you leave one guys booth, the next one was already waiting, saying "now my turn" as the escort you into their booth. If you stop and look at something, if you don't pick it up, they will and hand it to you. I was told to "bargin" with them and I found I didn't have too. Just try and leave and the price comes down. Now don't get me wrong, They were very friendly. Just a little Too Friendly. Very Eager. LOL. Make sure you have some small bills (1's & 5's) for tips. Everybody wants tips. I could see going back to Progreso and actually staying there a few days. Our Ship only gave us 7 or 8 hours and this was our first port ever and wanted to be back on the ship in plenty of time so we didn't get to see much.

Don't go. Simple as that. We were robbed of things from our house rental on the beach in early evening. We were out and they found a way in. Everything was locked but they still got in. Our friend were robbed last year from a rental on the beach and we heard someone else was robbed a day after we were robbed. I am sure many more people have been robbed as well. We were also hastled by the Federales and were asked for money on the way to a cenote. Friends of ours two different groups were hastled as well and ended up paying 1000 pesos each last week. Don't go. Believe me you will be disappointed.

Go where you want, but wear a mask: The new rules for cruisers in Cozumel

The tours for cruisers in Cozumel began running again on Wednesday -- the first day the island destination had seen a cruise ship in more than a year.

But the range of tour offerings isn't what it used to be. And the rules for touring have been tweaked a little.

Most notably, as I experienced personally this week as one of the first people to visit Cozumel by cruise ship in 15 months: You'll have to wear a mask at all times when touring on the island -- or doing just about anything else.

Mask-wearing is mandatory for now both for visitors as well as locals, and the local authorities are enforcing the rule.

You'll also be urged to sanitize your hands more times than you can count. Cozumel, it seems, has gone a little disinfectant crazy.

I arrived in Cozumel on Wednesday aboard Royal Caribbean's Adventure of the Seas -- the first Royal Caribbean ship to restart operations in North America. It's the first vessel from any line to visit Cozumel since cruising in the Caribbean shut down in early 2020 due to the COVID-19 pandemic.

What I found was a tourist hotspot just beginning to emerge from an economic crisis brought on by the downturn in global travel caused by the pandemic.

While some tourist attractions, restaurants and shops are back open, others remain closed -- particularly in the downtown area. Around the cruise pier, merchants selling jewelry, tequila, traditional blankets and other souvenirs seemed almost desperate for business, pleading even more than usual with passing cruisers to stop in their stores.

In a normal year, Cozumel is the most-visited cruise port in the Caribbean, drawing more than 4.5 million cruisers. Cruise ship arrivals support a robust tourism economy. But for the past 15 months, the island's cruise arrivals have been at zero.

Fewer tours are available

One of the big changes you'll find if you visit Cozumel in the near future is that the range of tours is greatly diminished.

On a typical Royal Caribbean cruise that includes a stop at Cozumel, there are more than 50 excursions available to purchase through the ship. On this week's sailing, there were fewer than a dozen, and one didn't end up operating.

I initially signed up several weeks in advance of the sailing for a "Mayan Ruins, Island Tour and Beach" excursion ($71.99 for adults; $47.99 for children) that would last just over four hours. But I received an email just two days before the cruise telling me it had been canceled.

Once on board, I tried again by booking the four-hour "ATV Ride and Beach Relaxation" excursion ($70.99). This one did end up operating as planned, despite intermittent rain and lightning in Cozumel on Wednesday.

Among the common Cozumel tours that weren't available on this sailing were scuba diving, semi-submersible and Atlantis submarine trips; helmet dives; Xcaret theme park visits; and monster Jeep tours.

The list of tours available included trips that brought snorkeling by catamaran or boat; dune buggy riding, dolphin encounters and beach breaks.

Masks are required

One of the things that was immediately noticeable upon walking off Adventure of the Seas in Cozumel on Wednesday was that everyone was wearing a mask.

This also was the case in Nassau, in the Bahamas, where this cruise began on Saturday.

While many states in the U.S. have eased their mask requirements over the past month following new guidance from the U.S. Centers for Disease Control and Prevention (CDC) on May 13, mask-wearing remains the rule in many other places around the world.

In Cozumel, it's not just recommended. It's a widely enforced rule.

I saw a security official at the port politely but firmly telling a fellow Adventure of the Seas passengers who was not wearing a mask to put one on. Our guide on the ATV tour told us we would have to keep our masks on at all times during the tour -- even when riding through the jungle on the ATVs.

This is in part because vaccination rates in Mexico remain far below the rates in the United States. Only 12% of people in Mexico are fully vaccinated, compared to nearly 45% of all U.S. citizens.

The Mexican state in which Cozumel is located, Quintana Roo, also has been experiencing rising COVID-19 cases for several months. It's currently listed in "orange" status on Mexico's four-tier COVID-19 risk "stoplight" system.

Orange status brings government-imposed limitations on some activities including tourism-related activities and a 50% cap on occupancy at restaurants and hotels. Should COVID-19 cases continue to rise, Quintana Roo could be placed in "red" status. That would bring a complete lockdown of the region and likely force an end to cruise calls.

As for the sanitizer craze in Cozumel, there now are sanitizer stations locating all over the cruise port area, and business owners often ask you to squirt some on your hands before entering. The bus driver on our ATV tour came around with sanitizer every time we stepped back on board to move to the next stop.

Individual touring is allowed

At some cruise destinations around the world, passengers only are being allowed off ships if they are on a ship-sponsored tour . This is designed to minimize interaction between passengers and locals that might lead to the spread of COVID-19. But neither Cozumel nor Royal Caribbean has made this a rule for stops at the island.

Passengers were able to walk straight off Adventure of the Seas on Wednesday and wander alone without guides into the tourist area with restaurants, bars and shops around the port, or proceed farther into town.

Small tour groups

Before the pandemic, there sometimes were as many as eight cruise ships docking in Cozumel in a single day. Many of these ships carried 3,000 or more passengers, meaning there could be 20,000 cruisers or more visiting the destination in a single day. But right now, the destination is handling just a small fraction of that number.

That is resulting in very small tour groups in some cases.

On Wednesday, Adventure of the Seas arrived with just over 1,000 passengers -- a fraction of the number it normally holds. The ship is designed to carry up to 3,807 passengers at full occupancy. And there were no other ships on the schedule.

Even with far fewer tours available than normal, many of the individual tours that went out from the ship on Wednesday only had a limited number of participants.

There were just 10 people on my ATV tour -- two of whom dropped out at the beginning due to the rainy weather. That left just eight of us out with a guide for an afternoon of touring.

The tour included a stop at a local beach, which was entirely empty save for the people in our group. In addition to reduced tourist numbers on the island, this probably also was a result of the iffy weather in Cozumel on Wednesday. It was overcast for much of the day with heavy rain at times.

Bottom line

Cozumel finally is back open to cruisers. But it could be a few months before it returns to normal as the Caribbean's most-visited cruise port.

Con el fin de ayudar a la economía del sector turístico, el puerto de progreso recibirá el crucero Carnival Breeze

Mañana a las 07:00 horas, atracará el Carnival Breeze en aguas progreseñas, tras un año y medio sin actividad naviera para el puerto, con turistas de otras naciones, esto mismo originó pérdidas millonarias para Progreso y demás puntos de llegada como Cozumel y Cancún .

La noticia comenzó a circular desde el mes de marzo, por medio de Michelle Fridman Hirsch, Secretaria de Fomento Turístico, quien declaró que el regreso de los buques de paseo se dio gracias a las riquezas culturales que abundan en la Península y el interés de las navieras internacionales, en este caso Carnival .

Posterior a ello se tuvieron juntas en las que Raúl Paz Noriega, secretario técnico de la Secretaría de Fomento Turístico , estuvo trabajando con representantes de varios organismos como la Administración Portuaria Integral, la naviera mencionada, el Ayuntamiento de Progres o, Capitanía de Puertos Regional, el organismo SSA México, AutoProgreso y la empresa Ricsa.

Al final se determinó que vendría a tierras yucatecas el buque Carnival Breeze, proveniente de Galveston, Texas, Estados Unidos , el cual tiene 306 metros de eslora y 37 de manga; una capacidad para 3 mil 690 pasajeros y mil 386 tripulantes.

También se puntualizaron los protocolos sanitarios y de seguridad correspondientes, que los pasajeros que descenderán del barco tendrán que pasar, estos “semáforos” serían ubicados de manera estratégica en la Terminal portuaria, para evitar cualquier tipo de riesgo de contagio.

Trascendió que los pasajeros del crucero tienen como objetivo conocer una de las Siete Maravillas del Mundo Moderno, Chichén Itzá y las ruinas de Uxmal , Xcambó y Dzibilchaltún , así como pasear por la ciudad de Mérida .

Aunque la compañía de cruceros ya se encuentra operando entre Miami y Galveston, sus itinerarios señalan a la Península de Yucatán y a Belice como sus nuevos destinos turísticos. Sus principales clientes son estadounidenses y el avance de la vacunación en el país ayudará a la reactivación económica del estado.

Manuel Jesús Rosado Heredia, titular del Departamento de Turismo de la Comuna, declaró para este medio que al principio se llevaría a cabo una restricción especial para evitar contagios, en la cual habría libre tránsito para quienes estén vacunados y un “tour burbuja” para los pasajeros sin la vacuna contra el COVID-19 .

“Será un arribo más simbólico que práctico”

El titular de la Cámara Nacional de Comercio ( Canaco ) en Progreso, Roberto Sánchez González, argumentó por su parte que ha habido muy poco acercamiento de las autoridades turísticas con el gremio dedicado a la prestación de servicios, la artesanía y el circuito restaurantero, por lo que hay un mar de expectativas en torno a la llegada del Carnival Breeze.

“Ha habido intercambios de ideas desde la gente de transportistas que en las jornadas acostumbraba tomar pasaje para llevarlos a diferentes sitios, hasta por parte de los mismos comerciantes del malecón, yo creo que todos se están ‘peleando’ por la carne, pero al final tenemos que ser completamente honestos, esta jornada de crucero será más simbólica que práctica, debido a que el atraque servirá como ‘piloto’ para analizar puntos a favor y en contra”, dijo.

Sánchez González también puntualizó que entre los cerca de mil 500 trabajadores dedicados al rubro turístico del puerto y sus comisarías, ha habido desinformación relativa al crucero, por lo que pide a los agremiados no generar altas expectativas y seguir colaborando con base en las jornadas donde el turismo local es el favorito.

“Ahora mismo tenemos buenas entradas con la gente de Yucatán y distintos puntos del país que vienen al puerto, tenemos que entender que tras un desastroso 2020 y un mal inicio de año, estamos en una etapa de recuperación económica que apenas tiene un 20 por ciento de avance. Ahora con la llegada del verano algunos rubros como el restaurantero han progresado, otros más siguen perjudicados, ha sido un avance lento y disparejo”, agregó.

El entrevistado señaló que justo antes de que quedaran detenidas las llegadas de los buques con turistas norteamericanos, se tenían de dos a tres llegadas por semana, y en cada una de ellas el promedio de gasto por visitante era de 150 dólares, por esa razón si toma en cuenta que barcos como el Carnival Elation y el Fantasy traían de 2 mil a 3 mil pasajeros, el puerto de Progreso percibía una ganancia para su comercio local de hasta 200 mil dólares.

Pérdidas millonarias

Después de la entrada de la pandemia al estado el año pasado, se cancelaron 178 arribos de embarcaciones de paseo que originaron pérdidas de hasta 29 millones de dólares (más de 600 millones de pesos para territorio mexicano).

La última vez que se tuvo el arribo de un crucero en Progreso con turistas norteamericanos, fue el 14 de marzo de 2020 con el buque Fantasy con mil 350 pasajeros que recorrieron distintos puntos del Estado.

Sólo 16 días después, Progreso se convirtió en noticia nacional cuando el 30 de marzo de 2020, atracó el Marella Explorer 2 , propiedad de la naviera TUI Cruises , mismo que tenía cuatro pasajeros enfermos de COVID-19 que esperaban ser trasladados a algún nosocomio para su atención médica urgente. El resto de los ocupantes eran mil 843 viajeros y 813 tripulantes.

La orden para el permiso de atraque fue girada en ese entonces por el presidente Andrés Manuel López Obrador como muestra de hospitalidad, pues el crucero con vacacionistas británicos fue rechazado en varios muelles del Caribe para impedir la propagación del virus en sus puertos, por lo que se había quedado varado en Barbados .
