JAPAN VISA: LIST OF TRAVEL AGENCIES Accredited by the Embassy

By continuing to read this article, you agree to double check with the authorities or other concerned entities for the latest updates.

Because of the sheer volume of applications, the Japanese Embassy doesn’t accept direct or walk-in applications, except in rare special cases. Instead, tourist and visit visa applications must be coursed through an officially designated travel agency, which will then compile and submit the applications in bulk.

The downside of this system, of course, is the service fee. The embassy’s processing of the visa is FREE-OF-CHARGE. But the travel agency will collect a service charge per application. But this system has ensured a fast, efficient way to process visa applications. In fact, the Korean Embassy has followed suit and employed a similar model recently. The fee varies from agency to agency, so if budget is a concern, contact them before showing up at their office.

Here’s how to apply for a Japan visa:

Below is the list of all travel agencies that are accredited by the Japanese Embassy. Of these, we were able to try Attic Tours (Roxas Blvd), Reli Tours (SM Megamall), and Friendship Tours (Dusit Thani), and we didn’t encounter any problem with any of them.

I was just wondering if you were able to verify Universal Holiday’s Cebu branch ‘coz I am seeing a Cebu branch in their site but it is not listed in your page nor in the official site. I have tried this branch before and would really like to use their service again.

Hi Mat, I think legit naman sya kasi yung accreditation ng Japan Embassy yata ay per company, hindi per branch. So since accredited yung Universal Holiday, most likely kasama lahat ng branches nila.

Update! I applied for multiple entry at the Cebu branch and thankfully na.approve naman. I asked them why they were not listed and I think it has something to do with limitation of what type of visa they were allowed to apply. Nakalimutan ko ano exactly yun. Hehehe. Yung inaply ko tourist visa w/o sponsor which is pwd nila i.process.

Hello! Do I really need to apply a Japan visa in an accredited travel agency?

All applications will go through an accredited agency. But you can apply at other non-accredited agencies, but they will still course it through an accredited agency rin so mas mahal sya.

Hi For the visa application, since I just had my passport renewed, and of course it is all empty though i had made multiple travels in the past 5 years and it is all in the old passport. What can you advise for such? Would it matter if my new passport is empty? or should i send in also the copy of my old one? just to show that i have record of my old trips?

Hi Nel, I can’t say for sure because I had a different experience each time I applied. There was a time when the agency also took my old passport too. There were also times when they did not. So I’m not sure what the protocol is.

My advice is to just bring your old passport when you visit the agency and ask them for their reco. :D

I just wanted know po if it is possible that the applicant, being a student, his guarantor will not be his parents? His girlfriend will have to support and shoulder his travel expenses as a graduation gift for him. Would this be acceptable? Thank you in advance po.

Hi Charmaine, I haven’t tried something like this, so I don’t know for sure. But the biggest challenge here is proving the relationship.

According to the travel agency we consulted before, it’s still better if the sponsor is a close relative because you can easily prove the relationship using birth certificates.

Best to consult the travel agency where you will lodge your application.

Hi Maji, if you’re visiting Japan for a short stay only, usually there is no interview.

Hi ian, ang alam ko po, if kayo ung sasagot ng gastos, no need na for your wife and child. Basta same time kayo mag-apply.

Yung experience ko po kasi nung sinagot ko ung trip ng nanay ko and pamangkin ko, documents ko lang po ung sinubmit.

Pero tawag na lang din po kayo sa agency kung saan kayo mag-apply to be safe.

Depends on agency and type of visa. Tourist visas usually range P700-1000, Visit visas P1500-P2000. Call the agency where you plan to apply to be certain.

Hi, I am a bit confused because there is actually another list in the Japan embassy website specifying the accredited agencies. I think there were only 7 listed (UHI, friendship, Panpacific, Reli, etc.). For the list you specified here, ang nakalagay sa embassy site is List of Registered Agencies. May difference ba ang dalawa?

Perhaps di lang naupdate ni Japan Embassy yung website nila? When I checked din kasi sa website ng Japan Embassy, sa lower part, it shows na parang 2014 pa yata yung last update nila dun sa site.

I just received feedback from the embassy. Here’s their reply:

Accredited agencies are agencies that directly submit visa application to our office. Registered agencies are those allowed to handle package tours for Japan and they need to submit the applications to any of our accredited agencies.

However, if you're already using booking portals like Klook and GetYourGuide (more on those below) it can make a lot of sense to book your Japan Rail Passes while shopping with them (and you can often get discounts the more you buy through the one site).

So, depending on your preference, both Klook  and GetYourGuide are also safe bets for reserving your Japan Rail Passes.

It is possible to buy the rail pass inside Japan but it is more expensive, so I don't recommend that. However, you might want to use the site for detailed information on any specific questions you may have about using the pass.

16.) Intrepid

Intrepid is a small company with a good reputation. They have a small selection of Japan-only tours ranging from family holidays, to cycling, adventure, food themed and more. They also provide Lonely Planet Experience trips, made for travellers who value their independence but also want the benefit of a local leader and a group of like-minded travellers.

Intrepid's more hands-off approach means they can offer low prices. Just be clear on what is and is not included as it varies from trip to trip.

17.) TourRadar

For full country itineraries the TourRadar portal is a reliable starting point. They have several tours (offered by a small selection of specialist providers) that are ideal for first-time visitors who don't want to stick rigidly to the Golden Route.

They also offer some more niche and specialist-interest tours. Prices are very reasonable and they frequently have seasonal sales offering some hefty discounts ( subscribe to my Japan Travel Bulletin to get updates on their sales).

On the Experiences side, activities are classified into Food Tours, Cooking Classes, Dining Experiences and Tastings. A nice social touch is when you make a reservation or booking via their platform byFood donates 10 school meals to children in need for each guest booking.

Two other companies that are equally reliable are Japan Wireless , and Mobal WiFi . I particularly like Mobal as a company because they donate a majority of their profits to charities helping underprivileged children in Africa.

31.) Ninja WiFi via JRPass

Ninja WiFi is my main recommendation. Although you can order online directly from the company themselves, you can get exactly the same router and connectivity from the JRPass website - either when you are buying your Japan rail passes (national or regional), or you can just order the Ninja WiFi alone if that's all you need.  (Want to know more? Using a Travel Agency to Go to Japan: The Pros & Cons

Travel agents can help to relieve some trip-planning stress—but working with a travel agent isn’t always the best way to discover all the incredible things to do in Japan .

Here, we look closely at the pros and cons of using a travel agency to go to Japan, measured by price, experience, personalization, safety, availability, & authenticity.

Price Japan Travel Agency

Pros:  Travel agencies are in contact with airlines, hotels, and tour groups, so they’re (theoretically) able to get you discounted rates and recommend things to do in Japan within any budget .

This comes in handy when you’re looking for the best things to do in Tokyo , for instance. An agent can help you avoid racking up a big bill doing touristy stuff.

Cons: Two things here—hidden fees and commissions. Hidden fees are additional costs that pop up with travel agents, which include travel insurance and booking fees for lodging, airfare, and transportation.

Travel agents make commissions for pointing tourists toward certain businesses, making it difficult to determine if you’re actually getting a good deal on… anything. Ideally, trip planners who aren’t paid commission are the way to go here—especially if they can also help you budget your itinerary.

#2: Experience

Experience Japan Travel Agency

Pros:  Travel agents are known for their experience with trip planning—in theory, they can recommend Japan must-dos that otherwise might go overlooked.  

Cons: Most travel agents rarely travel to Japan , and even fewer have actually lived there themselves. Experience with planning can’t replace local knowledge of Japanese culture, language, and customs. When you have a local plan your trip , t hey can share their experience and personalized recs—as well as point you toward hidden gems in Tokyo , Osaka, Kyoto, and beyond.

#3: Personalization

Pros:  Generally, travel agencies offer degrees of trip personalization, allowing you to choose from lists of various day trips, lodgings, or guided tours. Cons: Japan is one of the safest countries in the world , so there’s really no need to spend extra money on a travel agent for safety’s sake. Even the must-dos in Tokyo are in well-known areas that are safe for foreign tourists. When you travel responsibly and exercise common sense, you’ll be just fine exploring Japan solo or with friends.

#5: Availability

Availability Japan Travel Agency

Pros: Travel agents make themselves available for questions during the planning process. They’ll want to cover your Japan FAQs before you embark to make sure the trip goes smoothly.

Cons: When you get to Japan, getting in touch with your travel agent becomes increasingly difficult, especially if they’re working from the U.S. When you work with a local to plan your trip , they're more accessible. They're in your time zone—and can give  Japan travel tips on short notice.

Pros: If an agent specializes in Japan travel, they’ll know their stuff when it comes to the best things to do in Japan .

Cons: Nothing can really replace local knowledge . The best travel style for you will depend on your personal travel preferences and budget. Group tours are popular because they are more cost-effective than private tours , more hassle-free, and offer the chance for friendship within tour groups. Most of our group tours use a private coach for sightseeing, your driver will take you to the closest parking and you just need to walk to each destination from there. A private coach is a more flexible and a more hassle free way to visit Japan, this allows you to see as much of Japan as stress-free as possible. Private tours are often more costly, but offer full control of the travel pace and the sights you want to see, at the budget you set. If you would like to travel at your own pace, then custom private tours are for you. For a small group of 2 or 3 people, public transportation is the most cost efficient way to travel Japan. However, there is a lot of walking if you travel by public transportation since some attractions are far from the station, you will need extra days to visit the same sites compared to our group tours , and also you will need to able to walk 3-5 miles per day. We can also offer private tours by using private van. If you are looking for a private tour for 2 people with the same quality as our group tours , it will cost almost double the price. Any time of the year is the best time to visit Japan! Japan is slowly reopening to tourists: Here's how I visited without a group tour

Japan currently requires almost everyone without a Japanese passport to apply for a visa to enter the country. And for most of the pandemic, tourist visas weren't available.

Finally, in June, Japan began allowing tourists on guided package tours to apply for visas.

Visiting Japan on a guided package tour wasn't very appealing to me, however. I wanted control over what I saw. Plus, I wanted to redeem points and miles for my hotels and flights. I figured I'd wait to visit Japan until the country resumed visa-free entry for U.S. passport holders.

But late last year, my husband found and booked two ANA first-class seats on one of ANA's 777-300 aircraft with The Suite first class for a flight from Tokyo's Haneda Airport (HND) to New York. As the flight approached, Japan showed no signs of returning to visa-free travel, so we decided to visit Seoul on the trip instead. But we still wanted to fly from Japan on this aspirational, difficult-to-book award flight. So, we booked an award flight from Seoul's Incheon International Airport (ICN) into HND and planned to remain in the transit area until departing on our ANA first-class flight.

The issue: Limited award availability to Tokyo Haneda meant we'd need to spend almost 24 hours airside in HND .

Not wanting to spend the night in the airport, I started researching just how difficult it would be to get a tourist visa to enter Japan between flights. It turned out it was very feasible — and we could do mostly what we wanted while in Japan.

Find a travel agent located in Japan

To visit Japan as a tourist, you'll need a certificate for completion of registration to the Entrants, Returnees Follow-up System (ERFS) system before you can apply for a visa. Tourists can get this certificate from travel agencies in Japan. But, especially after the policy changes effective September 7 , this may be the most confusing part of visiting Japan for many tourists.

Based on the current Japanese regulations , there are two ways to be eligible for this certificate (and hence a tourist visa):

  • Book a package tour — including round-trip air travel to Japan and accommodation while in Japan — from a travel agency in Japan (you don't have to be accompanied by a tour conductor on this type of tour; this option is new as of Sept. 7, 2022).
  • Book a tour from a travel agency in Japan (your tour should have a set itinerary; a tour conductor must accompany you and manage your itinerary while you're in Japan).

We went with the second option — the only option when we entered on Sept. 5 — using GoWithGuide as our travel agency.

Each travel agency has different policies, requirements and fees that you must meet before they'll help you get everything you need for an e-visa. So, shop around and see which agency provides the best options for your tour.

In the end, you're looking for an agency that will provide you a certificate for completion of registration to the ERFS system, as this is what you need to apply for a visa.

To provide the certificate and other information we might need when applying for a visa, GoWithGuide required that we book tours with their guides to cover each day of our trip. However, after the Sept. 7 policy changes, GoWithGuide has changed its requirements and now requires tourists to book at least a six-hour tour every other day and pay a service fee based on the cost of the tours.

Apply for an e-visa

Once you have a certificate stating that your travel agency has registered you in the ERFS system, you can apply for a single-entry e-visa if you are an American national residing in the U.S. or a Canadian national residing in Canada.

The e-visa is free for Canadian and American nationals and usually takes about five business days to be processed once you submit your application (assuming there's nothing problematic about your application). The Consulate General of Japan in Miami issued our e-visas in about 12 hours, but this may have been due to us applying just a couple of weeks before arrival.

I don't recommend applying too far in advance. First, Japan may drop its visa requirement for American and Canadian nationals. Second, the e-visa is only valid for three months from when it was issued.

Check for updated requirements

Before you depart for Japan, I recommend checking for updated requirements of things you may need to do. For example, I needed to get a PCR test within 72 hours of departure (this requirement was dropped as of Sept. 7, 2022, if you have a valid vaccination certificate of COVID-19 and are traveling from a country or region where the B.1.1.529 Omicron variant is dominant), install the MySOS app and enter my data into the app so I could use Japan's Fast Track quarantine policy .

Don't wait until the day before you leave to check the current requirements. After all, if you need a new vaccine card or COVID-19 test, you'll need some time to get those. I recommend checking the current requirements on the U.S. Mission Japan site or your airline's website.

What it was like to visit Japan as a tourist now

Deplaning in Tokyo, I wasn't sure what to expect. But I found an efficient process with plenty of staff to guide us through the process. The staff first checked the MySOS app on my phone and gave me a blue card. Then I walked to a set of tables along with the other blue-card passengers, where I scanned the QR code on my MySOS app and presented my passport. Then I continued to immigration, baggage claim and customs in a way that matched my experience pre-pandemic. In total, the process took just 16 minutes from the jetway to exiting customs.

Since this was faster than I expected, my husband and I were now in the relatively quiet arrivals area. We had figured the entry procedures would take longer, so our guide wasn't scheduled to arrive for another 30 minutes. We'd thought someone might be at the customs exit checking that tourists had guides to accompany them. But, there were no checks — tourists were left to follow the rules themselves.

Due to a change of plans, we needed to add an extra eight-hour tour with less than 24 hours notice. GoWithGuide confirmed with the Consulate General of Japan in Miami — the consulate that issued our e-visas — that we could move up our arrival by a day. Luckily, an American woman named Keely on the GoWithGuide platform was available at the last minute to meet us at Tokyo Hanada and guide us for eight hours before dropping us at our hotel.

Since the tour was last minute, Keely quickly put together an itinerary with some of our favorite places we wanted to revisit. After dropping off our luggage at our hotel, we explored the city, chatting with Keely like a long-lost friend. As we wandered Tokyo, we saw mostly Tokyo residents and domestic tourists.

On our second day, we explored Tokyo with an experienced professional guide named Kyoko . Despite also revisiting some of our favorites on this tour (at our request), we discovered new aspects of some of our favorite sites. And we went to some new-to-us sites, ate at our favorite Japanese ramen chain and tried some delicious tuna sashimi.

Other thoughts on visiting Japan now

As long as you work with a travel agent in Japan to get a certificate for completion of registration to the ERFS system, obtain an e-visa and then follow whatever policies your travel agent sets, you shouldn't face any issues.

In our case, GoWithGuide required us to book tours on our arrival and departure days and full-day tours on any other days (as mentioned now, they only require you to book a tour every other day but charge a service fee for the ERFS certificate). According to the GoWithGuide website, we were allowed to venture from our hotel without a guide to a nearby grocery store or restaurant. Still, we weren't supposed to do any sightseeing activities alone.

Many travel agencies in Japan offer tours and services that may help you get an ERFS certificate. Now that the Japanese government doesn't require tourists to be guided, you may find a travel agent that only needs to know your itinerary and lodging to file your ERFS in exchange for a fee. Although I don't think this quite follows the letter of the new government policy, you may be able to get an e-visa approved with the certificate and other materials the agency produces. And once you have an approved e-visa, I don't expect you'll have any issues.

After all, even as we went on our tour with Keely — who likely looked more like our friend than our guide — no one inquired about the location of our guide.

Just remember that your travel agency (and you) will presumably be on the hook if you act irresponsibly and don't follow the regulations of the Japanese government and your agency.

Bottom line

Is now the absolute easiest time to visit Japan? No. But am I happy I jumped through the hoops to visit Japan as it reopens? You bet.

I expect Japan will continue to shift its policies regarding the steps needed to get a tourist visa. So I wouldn't recommend making arrangements with a travel agent and then working on getting an e-visa until your trip is within a month or so. After all, Japan may drop or reduce its requirements for tourist visas before your trip.

Japan Tourist Visa: Requirements and Application Process

A Japanese tourist visa is required for all non-visa-exempt nationalities and those who are not eligible for eVisa. Japan tourist visa application can only be lodged in person at a Japanese embassy in your country of nationality or residence.

Tourist visa validity

Japan single entry visa is valid for 3 months. You cannot extend this period of validity and if you change your passport before you use it, you must apply for a new visa.

Duration of stay

In most cases, the duration of allowed stay inside Japan is 90 days. In some cases, it can be lower, about 15 or 30 days.

Allowed number of entries

The standard Japanese tourist visa is a single entry only.

Multiple entry tourist visas are also issued but only to select nationalities with additional requirements.

Allowed ports of entry

With a Japanese tourist visa, you can enter Japan at any international airport or seaport.

When to apply

The processing time is 5 business days after the visa application is deemed complete by the receiving embassy. This can in turn take a few extra days or even up to 2 weeks.

It can take even longer if additional documents are requested from you or your application is sent for further review. Apply well in advance to ensure you receive the visa before your travel dates.

  • Earliest : 3 months before traveling
  • Latest : 2 weeks before traveling

Tourist visa extension

Extensions are not possible for either visa validity or allowed duration of stay.

Who requires a tourist visa

The following nationalities require a tourist visa to travel to Japan

  • Nationalities that are NOT visa-exempt (currently, 70 countries are visa-exempt)
  • Nationals that are NOT eligible for Japan eVisa (currently, nationals and residents of 14 countries are eligible for eVisa)

North Korean nationals are not eligible for Japanese visas and are always denied entry.

Documents required

The following are the required documents for a Japan single entry visa for individual tourists (not on organized tours through travel agencies):

  • Passport valid for the duration of stay
  • One passport-size photo
  • Completed Visa Application Form (use Adobe Acrobat Reader to fill out the Visa application form digitally, then print it and stick the passport photo)
  • Confirmation of reservation of tickets (air or sea) both to and from Japan OR Information about the planned schedule of flight or cruise, including entry and departure dates both to and from Japan
  • Proof of sufficient funds – certificate of income or tax statement AND bank statement
  • Travel Itinerary plus any tickets or leaflets supporting your travel plans

The documents may vary depending on the receiving embassy and you may be requested to submit additional ones.

NOTE There are minor differences in the required documents for independent tourists from China, Russia, CIS countries, Georgia, and the Philippines. These are listed below.

Chinese travelers

Generally, Chinese tourists visiting Japan come on tours organized by authorized travel agencies.

As an independent Chinese traveler, it is possible to obtain a tourist visa for Japan if you have sufficient financial capability.

You must prepare your own travel itinerary in advance and approach an approved Chinese travel agency to facilitate and lodge the visa application for you. There is currently no way to apply at a Japanese embassy in China independently.

The period of stay granted for tourist visas to Chinese nationals is usually 15 or 30 days.

Travelers from Russia, CIS Countries, and Georgia

Independent tourists from any of the CIS (Commonwealth of Independent States) countries, Russia, or Georgia traveling to Japan, can obtain a single-entry visa.

The required documents are more or less the same as for other countries but you must submit 2 Visa Application Forms and 2 photos.

Travelers from the Philippines

In addition to the general document requirements, you must also submit:

  • Birth certificate issued by the National Statistics Office (PSA) on security paper. If the certificate is illegible, crumpled, or parts of it are missing, also submit a birth certificate from the local government.
  • Marriage certificate (if married)

Photo requirements

The passport photo must meet the following requirements.

  • Taken within the last 6 months
  • Must be of size 45mm x 35mm
  • In color against a plain white background
  • Taken looking straight forward and face visible clearly
  • On a good quality paper

Tourist visa fee

The fee for the Japan tourist visa is 3000 JPY payable in the local currency of the embassy where you apply.

Visa fees may be lower for some countries.

Online payment for the visa fee is not possible.

Crucially, you don’t need to pay the visa fees when you apply. You will pay only if your Japan visa is approved. Japan is one of the few countries in the world that charge visa application fees after the visa is issued and don’t charge for unsuccessful applications.

Processing time

The processing time is 5 business days. 

However, this period starts after the embassy confirms that your application is complete which is known to take a few days or longer.

In reality, you can expect your visa to be issued within 2 weeks in most cases.

How to apply for a Japan tourist visa

You must apply at a Japanese Embassy or Consulate General with jurisdiction over the area where you live or the one with jurisdiction over the country in which your passport is issued.

Effectively, this means that you must apply in the embassy in your own country or the country where you are legally a resident . 

If there is no Japanese embassy in your country, see which embassy nearby has jurisdiction over your country – it’s usually the closest one in a neighboring country. Check the Japanese embassies and consulates around the world.

Applying for Japan tourist visa at the embassy is usually a 5 step process.

Step 1: Gather all the necessary documents.

Step 2: Apply in person at the Japanese embassy.

Step 3: Remain available to reach – the embassy may request additional documents or an in-person interview.

Step 4: If your application is successful and your visa issued, go back to the embassy to collect your passport

Step 5: Pay the visa fee in cash in the local currency

If your application is rejected, you won’t be able to apply for a tourist visa again for the next 6 months unless there are major changes to your circumstances. There are no other penalties and there is no fee to be paid.

Alternatively, reach out to the Japan visa information hotline at [email protected] with your nationality or residence and inquiry.

Entry Procedure at the Border

Regardless of the border you enter Japan at, your flight origin, or your nationality, the entry procedure in Japan is pretty much always the same.

The border officer will check that you meet all requirements, including that your visa is valid, your purpose for entering Japan, and the planned length of your stay. 

Assuming everything is in order, the officer will grant you “landing permission” by affixing a seal of verification for landing in your passport. At this point your visa expires and you are allowed to stay in Japan for up to 90 days (or as much as provided in your visa).

Is japan visa easy to get.

The Japanese tourist visa is one of the easiest to obtain. There are relatively few required documents, no mandatory interviews, and a high success rate.

If you submit a complete and honest application, the chances of visa approval are high.

Can I apply for a Japan visa online?

Japan also has an eVisa system in place but it’s available only to certain travelers.

You can apply for a Japan visa online (eVisa) if you are a legal resident of Australia, Brazil, Cambodia, Canada, Saudi Arabia, Singapore, South Africa, Taiwan, UAE, the UK or the USA.

A legal resident can be anyone residing in those countries on a student visa, work visa, residence permit, etc.

What is the minimum bank balance for Japan tourist visa?

There is no official guideline for the minimum required bank balance but a rule of thumb is to have at least 100 USD for each day of intended stay in Japan.

For example, if you submit an itinerary for a 15-day trip to Japan, you should show a minimum of 1,500 USD balance in your bank account.

P.S. This list is according to the official website of the  Embassy of Japan in the Philippines , but in my case I applied with TravelPros (which happened to be not listed here) twice in their SM Megamall and SM Auras branches. Both applications were very successful, I even got a Multiple-Entry Visa in my 2nd application. Japan reopens at last to international tourists today following a near-complete two-year ban on foreign arrivals.

However, only a select few may go – namely those booked on to private group tours approved by the Japanese government.

Those who are eligible must still test before travel, fill in a health form and wear masks for much of the trip. Meanwhile, individual tourists remain barred from the country.

The Japanese prime minister Fumio Kishida last month confirmed that, from 10 June, international tour groups from certain “blue list” countries including the UK would be permitted entry.

The country’s daily entry cap on tourists has also been doubled to 20,000,

Today’s updated Foreign Office (FCDO) advice reads: “From 10 June, tourists will be allowed to enter from the UK and other ‘blue list’ countries provided they are sponsored and registered on the Entrants, Returnees Follow-up System (ERFS) by an approved Japanese travel agency.”

Travel hopefuls will need the assistance of a Japan specialist tour operator, since the ERFS website is entirely in Japanese.

Once booked on an approved tour, tourists must:

  • Take an approved Covid-19 test within the 72 hours before their flight departure time - this can be a nucleic acid test such as an RT-PCR or LAMP test, or a “qualitative antigen test”
  • Sign a written pledge that commits them to abiding by the quarantine and self-isolation rules and to a number of other requirements
  • Complete an online health questionnaire and obtain a QR code

Previously a bucket list favourite, Japan has retained some of the world’s tightest travel restrictions as the pandemic lingers on.

The country saw 32 million international tourists in 2019, a figure that slipped down to 4 million in 2020 and 0.25 million in 2021.

The government attempted to ease its travel restrictions in summer 2021, before making the decision to close its borders once more in November 2021.

Business travellers, foreign workers and visitors such as entertainers have been allowed into the country only since 1 March 2022, subject to the same strict rules as group tour arrivals.

Speaking in Tokyo in late May , Mr Kishida said: “We will resume accepting tourists on package tours with guides from the 10th of next month.

Yesterday three of the the country’s biggest business lobbies – Japan Business Federation, the Japan Chamber of Commerce and Industry and the chambers of commerce of the US and other G-7 nations – published a statement urging Mr Kishida to make a more dramatic change to still-strict border rules.

The trio called on the government to restore visa waivers for business travellers, resume individual tourist travel and eliminate the cap on daily international arrivals, among other measures.

“These additional steps will help to ensure that Japan’s entry policies are better aligned with those of G-7 partners and will contribute to a more rapid recovery of Japan’s economy,” said the organisations.

Seino Satoshi, president of the Japan National Tourism Organization (JNTO), said: “Despite the pandemic, we have worked with people in inbound tourism to prepare for its recovery.

“We will welcome the return of international tourists to Japan as the first step in the recovery of inbound tourism.”
