How to pack makeup in your carry-on luggage.

If you are taking a flight and not planning to check a bag, packing makeup in carry-on luggage (as well as toiletries) can seem like a complicated task. But if you follow the Transportation Security Administration’s (TSA) 3-1-1 rule (or the 2023 TSA makeup rules) it is fairly simple to pack makeup in your carry-on bag.

TSA’s 3-1-1 Rule: How to pack makeup in carry-on luggage

The TSA’s travel size rule says you can bring a 1 – quart -sized bag of liquids, aerosols, gels, creams, and pastes in your carry-on bag and through the checkpoint. The containers need to be 3.4 ounces or smaller and placed in the resealable clear bag. Each passenger is only allowed one bag .

The TSA 3-11 rule allows you to bring your makeup and toiletries in: 1 bag, which is 1-quart, which contain bottles that are 3.4 ounces or smaller .

The items that need to fit within the 1-ounce bag include things like:

  • Liquid foundation
  • Conditioner
  • Liquid soap
  • Tooth paste
  • Dry shampoo
  • Anything else fitting into the categories

Powders and pencils are not included within the TSA travel size rule. The bag only needs to hold your makeup or toiletries of liquids, aerosols, gels, creams, and pastes — everything else can be packed as normal luggage.

According to the TSA: “Makeup in a solid or powder form is allowed in carry-on and checked bags with no quantity or size limitations. However, when packed in carry-on bags, makeup in a liquid, lotion, gel, paste or creamy form, must be in containers that are 3.4 ounces or less. You can take as many travel-sized liquids as you can comfortably fit into one quart-sized, zip-top bag. One liquids bag is allowed per passenger in carry-on bags. We don’t limit the size or quantity of liquids in checked bags.”

Pack all non-liquid makeup separately

How to pack makeup in your carry-on luggage.

It’s easy to think that most of your makeup, including things like lipstick, might be included in the TSA’s rule. But the rule only applies to liquids. So pack your liquid foundation along with your travel-sized soap, shampoo, and lotion, and pack the rest of your makeup separately (including powders, brushes, and pencils) — you will not need to take these out of your carry-on bag.

You can then decide if you want to place your non-liquid makeup in your carry-on or in your checked bag. But if you want to keep your liquid makeup with you during the flight, make sure you pull the plastic bag out when going through security, according to the TSA’s rules.

TSA shampoo rules

The rules for packing shampoo and conditioner for a flight are the same as they are for makeup, toothpaste, and any other liquids or gels. You can pack as many in your carry on as you’d like, but they must individually be in containers that are 3.4 ounces or less, and must then all fit within a one-quart bag.

You can pack as much shampoo and conditioner as you’d like, in whatever bottle sizes you’d like, in your checked luggage.

TSA deodorant rules

Solid and powder deodorant are allowed in unlimited quantities in both your checked and carry-on luggage. They are not considered gels when asking if you can bring deodorant on a plane.

Can you pack your razor for a flight?

Yes you can pack your razor in your carry-on luggage, to an extent.

The TSA now allows sharp items in cosmetics bags, with some exceptions.

In terms of bringing razors on an airplane in your carry-on bag, they allow the following:

  • Scissor blades must be no longer than four inches
  • Safety razors : Safety razors are not allowed as a carry on. Blades must be placed in checked luggage.
  • Disposable razors : These razors are acceptable to bring in a carry on.
  • Electric razors : Electric razors are acceptable to bring in a carry on.
  • Tweezers and nail clippers are acceptable.

Make it easy on yourself

Sometimes it’s just easier to purchase the items when you get to your destination. Things like shampoo, soap, and razors can be found at any neighborhood Walgreens or CVS — and many are even available at your hotel. Or even better, check a bag.

If you know the rules before you arrive at the airport, it will make it easier on you — as well as everyone in line behind you.

Many beauty products come in various different forms.

For example, you can buy solid lipstick, tinted lip balm, lip liquid, lip creams, and even lip powder all for adding pigment and color to your lips.

These different forms of cosmetics have their own pros and cons as beauty products. That won’t be discussed here.

This post is about which types of makeup you can bring on a plane, and where should pack them to comply with the TSA rules.

Because of the 3-1-1 liquids rule, there will be some items in your makeup bag that you need to pack in your quart-size liquids bag when going through airport security.

And there will be some beauty products that you’ll be able to pack anywhere in your carry-on bag.

Let’s get started.

TSA Makeup & Cosmetics Rules

The Transportation Security Administration or TSA doesn’t have specific guidelines about makeup on its website. It’s too broad a category and as mentioned above makeup comes in solid, cream, liquid, powder, and aerosol spray forms.

You can pack makeup in checked luggage freely. The only restriction is that any flammable liquid like nail polish remover should be in a container less than 18 oz. So worst-case scenario, if you pay for checked luggage you can throw your makeup bag in your checked luggage and forget about it.

But nobody wants to pay baggage fees if they don’t have to. Also, makeup products can be expensive and occasionally things are stolen from checked bags.

So packing makeup in your carry-on is preferable but it’s a little more complicated to pack makeup for hand luggage to get it past the airport security checkpoint.

It all comes down to this…

If a type of makeup is considered to be a liquid you can only bring it in containers smaller than 3.4 oz (100 ml) and you must pack it in your plastic quart-size bag .

The question is when is a makeup product considered to be a liquid? To help you quickly answer that question I created this table.

You can probably figure out what to do from that table but read on to learn about substitution tips. Room in the quart bag is scarce. You might not be able to bring all the liquid makeup that you want.

TSA & Powdered Makeup

So powder makeup like powdered eyeshadow is fine to pack in carry-on or checked bags.

And solid makeup like lipstick is also okay to be packed in carry-on or checked luggage.

And wet wipes like makeup remover wipes are not considered to be a liquid, so they could be an alternative to packing cleanser for some travelers.

So let’s now take a more detailed look at each type makeup and see if the TSA thinks it needs to be packed in your liquids bag or not.

How To Pack Makeup In Carry On Luggage?

Packing makeup in your carry-on is a matter of deciding if the cosmetic product is treated like a liquid by the TSA.

Sometimes there might be powdered or cream versions of cosmetic product. The powdered version can be any size packed anywhere in your carry on bag, but the cream version would need to be 3.4 ounces or less and packed in your quart sized zip top bag.

Remember you only need to bring enough product to cover you for the duration of your trip. There is no sense in packing 3.4 oz when you’ll only use a tiny amount.

Let’s look at the essential beauty products and see if there are TSA approved versions.

Highlighter

So liquid highlighter, or cream highlighter is limited to 3.4 oz but powdered highlighter isn’t restricted.

Face Primer

Primer is usually a liquid and so you can only bring a small travel-sized bottle.

Laura asked the TSA about packing solid stick foundation.

The TSA replied that solid stick foundation doesn’t need to comply with the liquids rule.

Laurie asked about packing a small powder foundation.

And the TSA replied that pressed powders are allowed in carry-on luggage with no quantity limitations.

Mandi asked about if makeup foundation is considered a liquid.

Foundation comes in many forms. Solid and powdered foundation is not considered to be a liquid by the TSA but cream foundation like BB cream or liquid foundation is considered to be a liquid.

Also, aerosol spray foundation like Sephora’s perfection mist is considered to be a liquid.

Morgan asked a good question about concealer. I like the way she phrased it “cosmetics that are applied with a wand”.

If you apply the makeup with a wand then it will be classed as a liquid. So an under-eye concealer applied with a brush will be a liquid but a spot concealer stick would be a solid.

Brow Gel And Pencils

Eyebrow pencils that are solid can be packed freely, but anything with a gel will be treated as a liquid.

Eye Liner Pencil

A liquid eyeliner pen will need to take up space in your quart bag. Whereas an eyeliner pencil doesn’t need to go in your liquids bag.

Not only that you can bring the pencil sharpener too!

Powdered eye shadow palettes are fine to go in carry-on luggage , but if your eye shadow comes in a cream form then it needs to go in the plastic bag for liquids.

Barbara asked the TSA about where to pack her mascara.

It’s fine to bring mascara on a plane but pack it along with your toiletries.

Lip Balm & Lipstick

Rhonda asked about her lipstick and lip balm.

Makeup Remover, Cleansing Lotion

Makeup remover or cleansing lotion is a liquid and must be in 3.4 ounce containers and packed in the one quart bag.

But Em discovered a way to save space.

Makeup remover wipes don’t need to be packed in the quart-sized liquids bag!

Setting spray, setting powder

Setting spray is going to take up room in your quart bag, but if you switch to setting powder you can pack it anywhere in your carry on baggage.

Nail Polish

Nail polish does count as a liquid and so does nail polish remover.

But nail polish remover wipes don’t count as a liquid . So switch out your acetone for wipes!

The Final Takeaway

You can bring solid and powdered makeup on a plane but if you can squeeze it, smear it, pump it, spread it, spray it, or spill it then it’s considered a liquid.

There are so many liquid or cream cosmetics that it might be easier to pay the fee and bring a checked bag.

Space in the quart-size bag is limited. After you have packed your shampoo, deodorant, toothpaste, and all the other toiletries you want to bring it can be hard to fit the makeup you need.

If you prefer to fly with only carry-on bags then you can start assembling a TSA approved travel makeup kit. Substitute liquids, creams, and gels for solid or powdered versions.

With a little planning and substituting products you will be able to bring more cosmetics in your carry on.

How to Pack Makeup for Travel: Tips and TSA Rules

When navigating airport security, travelers often wonder if their packed makeup will fly or get flagged. Beauty products can be expensive and having them confiscated is a costly prospect. Plus, you don’t want to be left without your favorite products while away.

Packing travel-friendly makeup in your carry-on luggage is doable, but what kind of makeup you're taking with you matters. Knowing the TSA makeup rules will ensure you clear security with ease and don’t accidentally hold up the line.

3-1-1: TSA Rules for Makeup

The 311 liquid rule applies to all liquid and semi-liquid items you pack in your carry-on luggage – including gels and thicker makeup liquids. Put small items in 3.4 ounce containers in a clear quart-sized bag. You can bring one of these bags in your carry-on.

The 3 1 1 rule for makeup is the same. You can take liquid makeup on a plane, but these items don’t get their own bag, so know  how to pack your toiletries like a pro .

Does Makeup Count as a Liquid?

Not all makeup is the same. Mascara is considered a liquid; makeup wipes are not a liquid in TSA’s rulebook.

  • Cream Blush – Cream blush is a liquid to TSA.
  • Liquid Concealer – Liquid concealer is a liquid and must follow the 311 liquid rule.
  • Lip Balm/Gloss/Lipstick – Lip balm/gloss/lipstick is not considered liquid.
  • Liquid/Gel Eyeliner – These are liquid.
  • Liquid/Gel Highlighter - These are liquid.
  • Liquid/Gel Cream Eye Shadow - These are liquid.

How to Pack Makeup for a Flight

How much makeup you can bring on the plane is limited. Knowing how to pack makeup in a carry on helps ensure you have enough space for everything you need.

Separate Liquids frim Non-Liquids

With only one quart-sized bag to fill, use that space for your liquids. This makes it easy to quickly show your liquids bag if asked by the TSA.

Long before you begin packing, plan your outfits. Coordinate colors and styles to minimize the makeup necessary for your trip. Bring items that have multiple purposes and are truly necessary.

Decant Products into Travel-Size Containers

If your favorite product is too big, pour some into a smaller container that follows what the 3-1-1 rule says. Choose something durable and spill-proof to prevent mishaps.

Place Products into Clear, Quart-sized Bag

You may want to opt for something a little sturdier than a Ziploc that still meets TSA guidelines. Remember, quart size is the largest bag allowed; you can take something smaller. 

Pack Strategically

Lip balm and hand sanitizer are likely to be used during the flight. Since they're not considered liquids (TSA allows up to 12 ounces of hand sanitizer), you can keep these in a pocket or easy-to-access compartment.

Secure Your Bag

Tightly sealing each container helps prevent messes. Some travelers wrap the caps with plastic wrap or tape for additional security.

Penalties for Not Complying

Prepping for a trip is a lot easier when you know what you can and can't put in your carry-on luggage. To help you avoid unpleasant surprises at the TSA checkpoint, we've broken down the rules into three lists: stuff you can carry on board, stuff you have to check, and stuff you can't carry on or check, so don't even bother traveling with it. Keep these guidelines in mind while you pack—and whenever you're choosing new luggage pieces —so you know how much you need to fit where.

What You Can Bring on a Plane in Your Carry-On

Small tools.

Certain small tools, such as screwdrivers, wrenches, and pliers, are permitted, as long as they're seven inches or less in length. You can also carry on nail clippers, pill cutters, bottle openers, and small scissors with blades measuring four inches or less from the pivot point. All other tools should be securely wrapped (if sharp) and packed in checked baggage.

Nonflammable liquids, gels, and aerosols—including food, drinks, and toiletries—in quantities of 3.4 ounces or less

Nearly all liquids (like beverages, contact lens solution, shampoo, makeup products, liquid medicine, nail polish, perfume/cologne, and face toner); gels (like hair gel, toothpaste, hand sanitizer, and face serum); and aerosols (products dispensed in a pressurized spray can or bottle, like hairspray, dry shampoo, and spray-on deodorant)—are allowed in your carry-on luggage. However, they must be in a 3.4-ounce or smaller container and fit together in one quart-size clear zip-top plastic bag. That's known as the 3-1-1 rule, and it also applies to food like peanut butter and creamy cheese, as well as alcohol (yes, mini bottles of booze are allowed as long as the alcohol content is less than 70%). So if you have a six-ounce tub of lotion and you've already used more than half of it, you're still not allowed to bring it through TSA security and onto the plane. However, exceptions to these rules can include medically necessary liquids, such as insulin and baby formula.

Matches and lighters

Passengers may carry on common lighters and one book of safety matches—however, strike-anywhere matches (those that can be lit by striking against any rough, dry surface) are prohibited in both checked and carry-on luggage. No matches, including safety matches, are permitted in checked baggage.

You can pack dry batteries (AA, AAA, C, and D) in either carry-on or checked bags. Lithium batteries with 100 watt hours or less may be carried on the plane or checked, as long as they're in a device. Loose lithium batteries may only be carried on and cannot be checked.

Knitting needles

Materials for knitting and needlepoint are allowed in carry-on bags and checked luggage. Make sure any knitting needles are wrapped or otherwise protected to prevent injuring luggage handlers and inspectors.

Wrapped presents can be carried on board, provided the contents meet safety and security regulations. But since security screeners may unwrap gifts for inspection, it's advisable to leave presents unwrapped until you reach your destination.

Electronics

Portable electronic items are typically allowed on board. Those that are smaller than a standard-size laptop, such as cellphones and tablet devices, do not have to be removed from baggage during screening. Larger electronics, including laptops, full-size video-game consoles, and full-size DVD players, must be removed from their cases, placed in a separate bin, and screened individually at security checkpoints.

Medication and medical equipment

All prescription and over-the-counter medications can be carried on board in unspecified quantities. Other medical necessities, including but not limited to inhalers, EpiPens, canes, casts, blood sugar test kits, crutches, liquid nutrition for passengers with a disability, and items used for medical or cosmetic reasons, such as mastectomy products, can also be packed in carry-on luggage . These items must be declared to screeners before going through security and are subject to additional screening.

Baby food, equipment, and needs

Baby formula, breast milk, juice, gel- or liquid-filled teethers, and canned, jarred, or processed baby food are permitted on board the airplane if a baby or a small child is traveling. These items do not need to meet the 3-1-1 rule like other liquids and gels do, but must be removed from your carry-on luggage, declared to screeners before going through security, and are subject to additional screening. In addition to food and formulas, baby wipes, child car seats, breast pumps, and baby carriers can be taken through security and onto the plane.

Expensive items

Though not an official requirement, jewelry, currency, and other valuable items should always be carried with you, provided they meet security regulations. It's a good idea to stash them in a separate compartment to keep them organized in travel bags or carry-ons.

E-liquids, electronic cigarettes, and vaping devices

As long as the amount of e-liquid you're carrying onboard is less than 3.4 ounces, it is allowed through security—quantities larger than 3.4 ounces must be checked. However, battery-powered e-cigarettes, vaporizers, vape pens, atomizers, and electronic nicotine delivery systems can only be taken on board the aircraft in your carry-on or on your person. The FAA prohibits all these devices in checked bags.

Disposable and electric razors

Both disposable and electric razors are allowed in either carry-on or checked luggage. Safety and straight razors must be checked.

Wedding dress

You can carry a wedding dress through security and onto your flight, but take precautions first. Pack the dress carefully and thoroughly in a protected garment bag. Contact your airline to ask about their policy for stowing the garment safely in the cabin and whether it counts as your carry-on item (you may be charged extra). In addition, you should arrive early to the airport to ensure you get through security and to the gate early enough to talk with an airline agent about stowing the dress onboard.

Small pets are allowed to travel with passengers through security checkpoints, but it's your responsibility to contact the airline for their specific policy. Pets need to be taken out of their carrier (which will also need to go through security) and screened by security.

Restricted Items NOT Allowed on a Plane in Your Carry-On

Sharp objects.

Sharp objects include a wide array of items, such as box cutters, ice axes and picks, knives (including pocket knives, but excluding plastic or round-bladed butter knives), meat cleavers, razor-type blades, and scissors that exceed four inches (smaller scissors can be carried on). Note that any sharp objects in your checked bags should be covered or securely wrapped to prevent injury to baggage handlers and inspectors.

Sporting goods and athletic equipment

With the exception of balls, many pieces of sporting equipment, such as baseball bats, golf clubs, ski poles, hockey sticks, lacrosse sticks, martial arts weapons, hiking poles, and tent spikes/poles, are prohibited from carry-on luggage and must be transported in checked baggage. However, some exceptions include tennis rackets, fishing poles, snow shoes, and longboards. Bicycles are sometimes allowed on flights, but it varies by airline—check with your airline for details.

Self-defense items

Self-defense sprays (like mace or pepper spray) and other items, such as billy clubs, black jacks, brass knuckles, kubotans, and other martial-arts weapons, are not permitted past security.

Gel-type candles

While solid wax candles are allowed in carry-on and checked luggage, gel-like candles can only be transported via checked bags.

Large quantities of alcohol (more than 3.4 ounces)

You can check up to five liters of adult beverages (as long as they contain less than 70% alcohol) in unopened retail packaging.

Guns and ammunition

Well-packaged ammunition and well-packaged, unloaded firearms, BB guns, compressed-air guns (e.g., paintball markers), pellet guns, starter pistols, and replicas can be put in your checked luggage but must be declared at check-in. Per TSA regulations on guns: "Firearms carried in checked bags must be unloaded, packed in a locked hard-sided container, and declared to the airline at check-in." And on ammunition: "Small arms ammunitions must be securely packed in fiber, wood or metal boxes, or other packaging specifically designed to carry small amounts of ammunition. Ask the airline about limitations or fees." When in doubt, ask your airline about specific rules and regulations for checking firearms.

Items You're Not Allowed to Check OR Carry-On, So Leave Them at Home

Alcoholic beverages over 140 proof.

Any beverage with over 70% alcohol content, such as grain alcohol and 151 proof rum, cannot be checked or taken onto the plan in your carry-on bag.

Flammable items

Aerosol cans (except limited quantities of personal care items that are 3.4 ounces or less), butane, fuels, gasoline, gas torches, lighter fluid, strike-anywhere matches, flammable paints, turpentine, paint thinner, arc lighters, plasma lighters, electronic lighters, E-lighters, and replicas of incendiaries cannot be transported in any way on passenger airlines.

Explosive materials

Passengers cannot bring items such as fireworks, flares, hand grenades, blasting caps, dynamite, and replicas of explosive materials onboard aircrafts.

Chlorine, bleach, spillable batteries, spray paint, fertilizers, tear gas, and fire extinguishers are considered dangerous and are not permitted on commercial passenger aircrafts.

Outdoor and wildlife safety products

Items such as bear bangers (intended to scare away bears without harming them) and bear spray are not allowed on commercial aircraft.

The agency will impose fines of up to several thousand dollars for attempting to carry on certain weapons or other dangerous materials. In other instances, you'll have to hand over the item or leave the security line to check it or, in the case of liquids, dump some of it out. (And then go back through security, which is a drag!) Some items may require additional screening. Ultimately, the TSA agent can make the final call on what's allowed through security.

All of that is fun and games until you actually have to start packing , though, especially if you prefer to bring just a carry-on with you. After all, the Transportation Security Administration (TSA) has so many guidelines on what you can and can't bring on board, which is especially tedious when figuring out which of your makeup, skincare, nail polish, and hair products you should or shouldn't pack.

According to the government website: "You are allowed to bring a quart-sized bag of liquids, aerosols, gels, creams, and pastes in your carry-on bag and through the checkpoint. And each of these items is limited to travel-sized containers that are 3.4 ounces (100 milliliters) or less per item."

It used to be that you could travel with as many travel-sized liquids as you wanted, but now all your products technically have to fit inside a quart-sized bag. While some airports may be more lenient than others, some will actually have you separate your liquid items into a quart-sized bag, and anything that doesn't fit will have to be discarded. To ensure that all of your precious cargo makes it through security with you, step one is to double-check that all of your products are small enough to bring on board, and step two is to fit them into a TSA-approved-sized bag before you get to the airport. After that, you'll be golden.

Below, we break down all the beauty products you can and can't bring with you on your carry-on to help you have the smoothest travel experience.

Transfer your favorite beauty products to TSA-approved containers made specifically for carry-on travel. Apart from being refillable and reusable, they'll also remove the headache of all the guess work that goes into measuring your liquids pre-travel.

Does the 3-1-1 rule ring a bell? This is what the TSA’s rule for packing liquids in your carry-on luggage is called. If not, here's a refresher: The 3-1-1 rule states that all liquids must be in a container that is 3.4 ounces or smaller, and all of your carry-on liquids must fit in one clear, quart-sized bag. It's another way of stating the rules we previously explained, just with a catchier name.

When packing liquid makeup products, you'll want to stick to the liquid limits we previously mentioned. You're free to pack items like mascara, brow gel, and concealer in your carry-on, as long as they're smaller than 3.4 ounces.

You might assume you're in the clear to pack whatever solid makeup products you want, but this isn't always the case. Keep in mind that any powder or powder-like substances that are larger than 12 ounces may need to go in a separate bin when you go through X-ray screening. Most powder makeup products are smaller than 12 ounces, though, so don't stress this one too much.

Nail Polish

If you want to make sure your mani and pedi stay on point during your travels, know that it's safe to bring your favorite nail polish on board with you. Since lacquers are much smaller than 3.4 ounces (for context, most essie nail polishes are 0.46 oz and OPI ones are 0.5 oz), it's no issue. With that said, you probably shouldn't bring your entire nail polish collection with you, instead focusing on just one or two shades for touch-ups.

If you want to travel with your favorite shampoo, conditioner, leave-in treatment, and more, your best bet will be to purchase the existing travel-sized versions or to fill travel-sized silicone bottles with your go-to formulas. Just remember, don't go over the 3.4 oz limit. Alternatively, use solid shampoo and conditioners.

Most body lotions and washes come in sizes that way surpass the 3.4 oz limit, so you definitely need to transfer your favorites to a smaller bottle or purchase the travel-sized version of your go-to body products.

Should you want to bring a regular-sized bottle, just know that it will have to go in your checked bag. And although you shouldn't have an issue if you have just a bottle or two of toiletries, there are lesser-known liquid guidelines for checked luggage as well. The Federal Aviation Administration (FAA) limits people to bring 70 ounces of medicinal and/or toiletry items in their checked luggage. For most vacationing travelers, this isn't anything to worry about, but it's worth noting just in case.

Perfume is permitted in carry-on luggage as long as the container is 3.4 ounces or smaller. To eliminate any confusion when packing or potential problems when going through security, consider buying a travel-sized bottle of your favorite scent that you reserve for travel days.

If you're traveling with medication, it's important to store it in your carry-on rather than your checked bag so you still have them on hand if your checked bag gets lost. This travel hack has potential to save you from a massive headache in the long run.

If you use any liquid medical products—like a prescription cream, shampoo, contact lens solution, or medication, you can pack these products even if they're larger than 3.4 ounces. However, it's important to let TSA know about these products in your bag. Here's what the TSA says about this: "TSA allows larger amounts of medically necessary liquids, gels, and aerosols in reasonable quantities for your trip, but you must declare them to security officers at the checkpoint for inspection."

The Transportation Security Administration has applied the 3-1-1 rule for liquids in carry-on baggage since 2006. Under the 3-1-1 rule, travelers may bring liquids in containers that are 3.4 ounces or smaller ("3") in a clear quart-size plastic bag ("1") and each passenger is allowed only one plastic bag ("1").

TSA's 3-1-1 rule applies to liquids, creams, gels, pastes and aerosols. Health and beauty items that you may use every day at home like sunscreen, soap, lotion, hair products, makeup, shampoo and conditioner may not make the cut.

Rather than packing your entire skin care and hair care routine into a checked bag or crossing your fingers for decent-performing hotel toiletries, we've rounded up 15 health and beauty items that pass the TSA's 3-1-1 rule with flying colors. Some fall within the 3.4-ounce requirement and some aren't considered a liquid at all (yes, toothpaste tabs are a real thing).

1. Razors - There’s a lot of confusion out there as to what types of razors are OK to pack in your carry-on baggage. So people ask us about this one all the time.

  • Safety Razors: Because the razor blades are so easy to remove, safety razors are not permitted in your carry-on luggage with the blade. They’re fine to pack in your carry-on without the blade. The blades must be stored in your checked luggage. The same applies for straight razors.
  • Disposable Razors: Disposable razors come in two types. The kind that is completely disposable (handle and all), or the kind where you replace them with cartridges. These are permissible in carry-on luggage with the blade and replacement cartridges.
  • Electric Razors: Electric razors are permitted in both checked and carry-on bags.

2. Batteries - Whether they’re for business, health reasons, or leisure, we all travel with gadgets, and gadgets need batteries! Here’s a rundown of different types of batteries and whether they’re permitted or not. If you have any additional questions about batteries, please reach out to the FAA.

  • Dry cell alkaline batteries; typical AA, AAA, C, D, 9-volt, button sized cells, etc.
  • Dry cell rechargeable batteries such as Nickel Metal Hydride (NiMH) and Nickel Cadmium (NiCad).
  • Jump starters with lithium ion batteries.
  • Lithium ion batteries (a.k.a.: rechargeable lithium, lithium polymer, LIPO, secondary lithium).
  • Consumer-sized lithium ion batteries [no more than 8 grams of equivalent lithium content or 100 watt hours (wh) per battery]. This size covers AA, AAA, 9-volt, cell phone, PDA, camera, camcorder, Gameboy, and standard laptop computer batteries.
  • Up to two larger lithium ion batteries (more than 8 grams, up to 25 grams of equivalent lithium content per battery) in their carry-on. This size covers larger extended-life laptop batteries. Most consumer lithium ion batteries are below this size. Lithium ion batteries that are between 101 – 160 wh are allowed in carry-on bags with airline approval.
  • Lithium metal batteries (a.k.a.: non-rechargeable lithium, primary lithium). These batteries are often used with cameras and other small personal electronics. Consumer-sized batteries (up to 2 grams of lithium per battery) may be carried. This includes all the typical non-rechargeable batteries for personal film cameras and digital cameras (AA, AAA, 123, CR123A, CR1, CR2, CRV3, CR22, 2CR5, etc.) as well as the flat round lithium button cells.
  • Except for lithium batteries, all the batteries allowed in carry-on baggage are also allowed in checked baggage; however, we recommend that you pack them in your carry-on bag whenever possible. In the cabin, airline flight crews can better monitor conditions, and have access to the batteries or device if a fire does occur.
  • Car batteries, wet batteries, or spillable batteries are prohibited from both carry-on and checked baggage unless they are being used to power a scooter or wheelchair. If you need to pack a spare battery for a scooter or wheelchair, you must advise the aircraft operator so the battery can be properly packaged for air travel.
  • Spare lithium batteries (both lithium metal and lithium ion/polymer) are prohibited in checked baggage.
  • Lithium-Ion and Lithium-Polymer batteries are the most common rechargeable cell types found in Portable Chargers. Portable chargers are allowed in carry-on bags only.
  • External battery chargers/Power banks/Uninstalled or spare lithium ion batteries must be packed in carry-on bags.

For many, traveling with makeup is just as important as traveling with batteries. You’ve just gotta have it. 

  • Makeup in a solid or powder form is allowed in carry-on and checked bags with no quantity or size limitations. However, when packed in carry-on bags, makeup in a liquid, lotion, gel, paste or creamy form, must be in containers that are 3.4 ounces or less. You can take as many travel-sized liquids as you can comfortably fit into one quart-sized, zip-top bag. One liquids bag is allowed per passenger in carry-on bags. We don't limit the size or quantity of liquids in checked bags.

4 & 5. Shampoo & Deodorant

You’ve got to smell nice and keep your hair shiny, so it’s not surprise that many people ask about shampoo and deodorant.

  • Shampoo/Conditioner and deodorant must be in containers that are 3.4 ounces or less in carry-on bags. You're allowed to take as many travel-sized liquids as can fit into a single quart-sized, zip-top bag. One bag is allowed per passenger in carry-on. Larger containers of such items must be placed in checked bags. Solid and powder deodorant are allowed in carry-on bags and aren't limited in size.

Things That Are Not Allowed on a Plane in Carry-On

Every year, airlines seem to charge more and more for checked bags, so many people are choosing to travel by air with just a carry-on bag. This saves money but, as well as being restricted on the amount you can take, it also means you have to be more careful about what you take with you as there are many restrictions on what is not allowed in a carry on bag.

It is quite surprising what you can get in a small bag. Still, it is essential to know what items are not allowed on a plane in hand luggage under the carry on luggage rules so you don’t run into problems at airport security and end up having items confiscated.

Generally, the restrictions on what is not allowed on a plane in a carry-on bag are more rigorous than what you can take in your checked bags.

Much of what is not allowed in a carry-on bag is common sense. But there are a few surprises to what are deemed restricted items.

The Transportation Security Administration (TSA) rules regarding carrying liquids are probably the most important things to remember and the ones that catch passengers out the most.

You cannot take any individual liquids, or to be more accurate, any liquid in a container larger than 3.4 ounces in carry on luggage, even if the container has less liquid in it than 3.4 ounces. And it is not just obvious liquids but also things like gel, cream, or lotion, which are also treated as liquids.

All of your liquids must be placed in a one quart-sized see-through resealable bag to pass through the airport security screening process, and this plastic bag must go in a separate bin. Only a single quart-sized bag is allowed per passenger.

Traveling with carry-on luggage means that any toiletries you may want to take with you, including aerosols, must meet these size restrictions, so beware.

Some things that you might not consider to be liquid are also treated as liquids under these rules, so I have written a detailed article on this, which I suggest you read: Maximum liquid permitted to be carried on a plane. TSA 3-1-1 liquids rule.

There are exceptions for baby food, breast milk and medically necessary liquids.

Extra lighters and matches

If you smoke, then you cannot take more than one lighter or one box of safety matches on board, whether in your hand luggage or your pocket.

You cannot take strike anywhere matches in hand luggage (or in checked baggage).

You cannot take torch lighters, which pipe smokers sometimes use onboard, either.

Strong alcohol

Any alcoholic beverage, including grain alcohol with more than 70% ABV (alcohol by volume), also known as 140 proof, cannot be carried either in carry on or checked bags irrespective of how large the bottle the alcoholic beverages are in. This is because there is the potential of it catching fire.

Generally, the items that are not allowed on a plane in hand luggage are pretty obvious. At least most are, but still, passengers try to take them on board through security.

Guns and ammunition

Although this is very obvious, every week TSA security agents at airports across the USA discover firearms carried in passengers’ carry on luggage. Guns and ammunition are not allowed in cabin bags or on your person under any circumstances and include things such as BB guns, compressed air guns, paintball guns, replicas of guns and even children’s toy guns.

Incredibly, the TSA found 6737 guns at security checkpoints across the US in 202 3 – and 93% of those were loaded! To compare, only 13 were found by Canadian airport security, and I can find no record of any by UK airport security in 2023.

Guns may be allowed in checked luggage subject to the laws in the State/Country you are traveling to and from. Check with the airline to find out their policy.

Hand grenades

Now, that one was a surprise. The mind boggles that anyone in their right mind would want to travel with one of these or would believe that you could carry one. But every year, it happens incredibly.

Knives/axes/box cutters/scissors

The sharp objects rules apply to all bladed items, so if you need them at your destination, place them in your checked baggage. Only plastic or round-bladed butter knives are permitted in a carry on bag , so no Swiss army knives or other knives.

Scissors cannot be taken through the security checkpoint if the blades are longer than 4″ from the pivot point. The final decision rests with the security officer regarding whether the scissors are permitted on a plane .

Batons, nightsticks, billy clubs and other martial arts weapons, brass knuckles

It’s another no-brainer, really. Except for a martial arts expert going to a competition, I can’t imagine why anyone would want to carry any of these with them. If you do want to, then put them in your checked bag.

Fireworks and firecrackers are not allowed in hand baggage or checked bags. This includes sparklers.

Blasting caps, Bear caps

The mind boggles, but some do try to take these with them in their carry-on and checked baggage.

Dynamite and gun powder

If you need to search to find out if you can take these in your hand luggage then you need some serious help!

Flare guns and flares

No, not allowed, not even if you are off on an offshore sailing trip.

Any flammable liquids

This includes paint , cooking fuel, gasoline, thinners, lighter fuel etc and other hazardous materials. Also, Lysol is not permitted.

Pepper spray, mace and CS gas

I can see that some people, especially women, feel the need to carry a self-defense spray around with them in their purses, but if you do, then make sure you remove it and put it in your checked bags. If you forget, a security agent will find and confiscate it when you pass through airport security.

Some airlines will not allow self-defense sprays even in checked baggage, so check with your airline before you fly. Also, if flying internationally, you should ensure that these sprays are permitted – they are not in the UK, for example.

Christmas crackers and party poppers

Are you making a trip for Christmas? Well, either put these in your checked luggage or leave them at home.

Not that they are dangerous, but if they were set off during a flight, it may scare passengers who may think they are being hijacked.

Cast iron cookware

This is perhaps an odd one. I cannot imagine anyone saying, “Take me to Cuba; otherwise, I will hit you with this stew pot,” but who knows?

Chlorine for pools and spas

Chlorine is not allowed in carry on and neither can it be carried in checked luggage.

Drills and drill bits

These are sharp items, so they should be carried in your checked luggage.

Fertilizers of any kind are not allowed in hand luggage or checked luggage.

Fire extinguishers

I guess these could explode , or at least go off during the flight, so it could cause a problem.

Foam toy sword

Hmmmm – well, it may look like a weapon, I suppose.

Hiking sticks

These aren’t allowed, although someone with a disability can take a walking stick.

Liquid bleach

I can’t imagine wanting to take this unless you were an OCD-cleaning fanatic or suffered from germophobia. You can take antiseptic wipes, though.

Medical Marijuana

Or any other form of marijuana or other illegal drugs, come to that.

This includes those used in hair straighteners .

Spillable batteries

No liquid batteries are allowed apart from those that form part of a motorized wheelchair.

Sports equipment

Sporting equipment such as baseball bats, bows and arrows, paddles, golf clubs, ski poles, hockey sticks, darts or anything that can be used as a bludgeon are not allowed in the cabin of the aircraft and must be transported in checked baggage.
