Joint Travel Regulations

The Joint Travel Regulations (JTR) implements policy and law to establish travel and transportation allowances for Uniformed Service members (i.e., Army, Navy, Air Force, Marine Corps, Space Force, Coast Guard, National Oceanic and Atmospheric Administration Commissioned Corps, and Public Health Service Commissioned Corps), Department of Defense (DoD) civilian employees, and others traveling at the DoD’s expense.

The JTR is published on a monthly basis; however, policy changes may occur at any time during the month. In each issue of the JTR, the cover letter outlines all policy changes from the previous version and the updated sections are highlighted throughout the document. Refer to the travel regulations archive for previous versions.

For Uniformed Service members, the JTR's authority is primarily derived from U.S.C. Titles 10 and 37 statutes. For DoD civilian employees, the JTR's authority is primarily derived from U.S.C. Title 5 statutes, General Service Administration's (GSA) Federal Travel Regulation (FTR) , and the Department of State's Standardized Regulations .

Provisions of the JTR are also determined by decisions of the Comptroller General (CG), the Civilian Board of Contract Appeals (CBCA), the Defense Office of Hearings and Appeals (DOHA), and DoD General Counsel.

The Per Diem Travel and Transportation Allowance Committee (PDTATAC), or Per Diem Committee, has oversight of the JTR, per DoD Instruction 5154.31, Volume 5 [PDF, 8 pages] . Two working level advisory panels support the subcommittee – the Military Advisory Panel (MAP) and the Civilian Advisory Panel (CAP). The Defense Travel Management Office (DTMO) serves as the administrative staff for the PDTATAC by developing, administering, and maintaining JTR.

MAP and CAP meet monthly and evaluate issues pertaining to travel and transportation allowances for Uniformed Service members and DoD civilian employees respectively.

Proposed changes to the JTR may be submitted through a MAP or CAP member or the PDTATAC’s staff. Some changes to the JTR are required by changes to law and Service or DoD policy, or decisions of the Comptroller General, the Civilian Board of Contract Appeals, or the Defense Office of Hearings and Appeals.

To request a JTR policy change, submit your recommendation through your chain of command to your component’s MAP or CAP member.

You must provide contact information for your servicing finance, transportation, or personnel office (whichever you consulted), the name of the person(s) with whom you spoke to, and a summary of any guidance given to you. A copy of the reply is forwarded to the Military or Civilian Advisory Panel member from your service.

In 2000, eight Alpine countries in Europe grouped together and began a new and innovative project in order to develop their heritage and to exchange experiences via a long-distance hiking route, the Via Alpina.

We offer a portion of the Via Alpina which takes you across Switzerland. The complete version, however, is much longer and takes walkers over 5 international trails (the red, blue, purple, yellow and green trail), through 8 countries, is broken down into 342 stages and over 5000km. The trail is the best way to explore the Alps and their the natural and cultural heritage. Our trips take you along the red trail, which crosses the main Alpine region of Europe.  

The Red Trail travels through different linguistic areas, demonstrating the historical significance of the Alpine passes as trade routes. The scenery alternates between wooden chalets and stone sheep barns, mountain shelters and lively towns and villages. We believe that there is something for everyone along this trail.

Bernese Oberland - The Berner Oberland is a stone through from the capital, Bern, an easy train ride takes you into the mountains which are dominated by the spectacular mountain trio, the Eiger, Monch and the Jungfrau. This region is filled with walks for all abilities if this is your first walking holiday or you are a veteran. There are multiple trips which will take you through this region, such as our Best of the Bernese Oberland or the Via Alpina . Each takes you through breath-taking scenery and wanders through lush meadows sprinkled with wildflowers. Valais – Deep in the alps you find Valais, in the south-west corner of Switzerland. The region is split between German and French-speaking villages. Walk amongst some of the most dramatic alpine scenery Switzerland has to offer, with fifty peaks, including the Matterhorn, Monte Rosa and the Dom, soaring over 4,000-meter, more than any other region in the Alps. It is filled with an intricate network of hiking trails, the most famous being the Walkers Haute Route , creating endless opportunities for hikers to explore the high peaks, cross panoramic passes and travel through scenic alpine valleys. With a little luck, hikers may encounter marmots, chamois or mountain goats.

Graubünden – Explore the German-speaking Alps, including the Engadine, Davos and St Moritz. Strenuous hikes climb over scenic passes with stunning views of glacier-clad peaks and travel up tranquil valleys amid rugged peaks. Children traveling to the U.S.

All children, including infants, must have their own travel documents such as a passport or document from a Trusted Traveler Program to enter the U.S. If you travel or are going to travel with a child, consider taking the following documents:

• If the child is traveling with only one of their custodial parents, they must have a letter of consent, preferably in English and notarized, from the other parent or signed by both parents. The letter should say "I acknowledge that my son/daughter is traveling outside the country with [the name of the adult] with my permission."
• If one parent has sole custody of the child, a copy of the custody document can take the place of the other parent's letter.
• Parents who frequently cross the border by land with a minor must always carry a letter of permission from the other parent.

U.S. citizen children traveling abroad

Ports of entry in many countries have security measures to prevent international child abduction . If you are traveling alone with your child, you may be required to present documentation proving you are the parent or legal guardian. You may also need a letter of permission from the other parent for your child to travel. 

If your child travels alone, depending on the country, they may be required to present a notarized letter from both parents or their legal guardian. If a minor is traveling abroad and is not accompanied by both parents or a legal guardian, contact the embassy or consulate of the country you will be visiting and ask about entry and exit requirements for that country.

A first-timer’s guide to taking the Eurostar

It’s been 30 years since the Eurostar first connected London to mainland Europe via the Channel Tunnel. As an Australian living in London, I cannot tell you how excited I was the first time I arrived at St Pancras “International” to board a Paris -bound train. 

A few trips later, including a recent long weekend in Amsterdam with my kid to celebrate a milestone birthday, I have put together a first-timer’s guide to riding the Eurostar. 

Here’s everything you need to know if you’re traveling the Eurostar on a Standard class ticket. And if you want to grab a bargain, sign up for emails to be the first to know when the cheap tickets drop.

Where do you catch the Eurostar train from?

In London, it’s St Pancras International, which is right next to King’s Cross Station. There’s plenty of public transportation and dozens of places to eat and drink before you board, whether inside the train station or nearby at Coal Drops Yard (north of the station). Heading south over beyond Euston Rd, the area has a slight ghost town feel after dark.

In Paris, the train departs from Gare du Nord, which is located in the 10th arrondissement . Queues to buy tickets for onward travel on the metro are notoriously long, but you can buy tickets on the Eurostar. Be aware it’s also a prime target for pickpockets and scam artists. Don’t be distracted or, like me, you may lose a handbag while being asked a seemingly genuine question by a stranger.

When catching the Eurostar from Amsterdam Centraal , you’ll find the outbound platform is tucked away. Although in 2024 the station is having an upgrade, so watch this space. Stock up on provisions before you go through passport control. The area around the station is busy so take normal precautions, including looking out for trams and cyclists , who have right-of-way no matter what.

At Brussels Midi Station, you may notice a police presence due to heightened security in Europe. The station area is fairly safe, but it can feel less so after dark with fewer people around.

For Lille and Rotterdam , both smaller cities, the stations where the Eurostar alights are centrally located with shops, cafes and sights nearby. Public transport is easy to navigate, but these are also very walkable cities (if you're not carrying a lot of luggage).

What can I take on the Eurostar?

You can take two bags up to 85cm/33.5in (at its widest/ longest point), plus one piece of hand luggage on the Eurostar. There’s no weight limit, but you do need to be able to lift your bags onto the train and potentially up to the rack above your seat.

There is luggage storage space at the end of carriages, but be aware that as we passed through Brussels on our way to Amsterdam, announcements were made to keep an eye on your belongings as thieves have been known to lighten the train’s load.

The best bit of traveling by train compared to flying: there are no restrictions on liquids. You can take all the products and bottled water you like (note that there is nowhere to refill on board). And if you’re up for a tipple, you can take one bottle of wine or bubbly or four cans of beer on board – except for during some major events, but you’ll get notified if that’s the case. 

What else should I bring on the Eurostar?

There are UK and European plug sockets to recharge phones and laptops, although there are no USB sockets with Standard class seats. BYO book or download content to your devices in advance as the wi-fi and phone signal drops out regularly.

Can I buy food onboard the Eurostar?

There is a cafe carriage selling snacks and light meals for Standard class travelers (Premium classes get a meal delivered to their seats like on a plane). The menu changes twice a year, but the options are limited, so it’s often better to bring your own food, especially if you have dietary restrictions.

Buy your train supplies before you pass through passport control as the options inside the terminal at St Pancras were very busy the morning we traveled, while at Paris and Amsterdam they’re virtually non-existent.

What can’t I take with me on the Eurostar?

There’s a list of things you cannot take on the Eurostar on the website , most of which follow common sense: firearms, flammables, illegal drugs…. Perishable items like meat, fish and dairy are also on the list, but I am sure I could smell some scrumptious Dutch cheese in somebody’s bag on our way home! 

Sadly taking a bike with you is a lot harder than one would hope, given the increase in interest in cycling to get around and cycling holidays in Europe. For full-sized bikes, you need to pre-book passage and disassemble your bike to check it in as luggage. Folding bikes and children’s bikes can be brought on board with you, but they need to be in a protective bag.

Do I need to print my Eurostar tickets?

Print your ticket out if you want a paper back up, but you can scan tickets directly from the Eurostar app at arrival gates. If your seat has changed for whatever reason, a fresh paper ticket will be printed for you at the gate.

Next, you move onto border control via security, like you do at an international airport.

Do I need a visa as well as my passport?

Make sure you are up-to-date on what documents you need for European travel, which varies by nationality. 

As well as your passport, from late 2024 biometric information (a face scan or fingerprints) will be collected at European borders, which is expected to slow down the check-in process and may have a knock-on effect on the number of passengers that can be booked and processed per train.

Also note that from 2025, all non-EU citizens (that includes the British, obviously) will need an ETIAS (European Travel Information and Authorisation System) – a €7 visa-waiver scheme like the US ESTA – to enter Europe.

Do you really need to get there 90 minutes before your Eurostar train departs?

Yes, you really do. Cutting it fine can work out, but there are sometimes multiple trains from St Pancras, so queues can build quickly. Also seating inside terminals is limited, so do yourself a favor and get there on time.

What happens if I miss my train?

This has happened to me (or should I say, yes, I did this to myself), and Eurostar kindly rebooked our group on the next service headed to Paris. However we did lose our seat bookings and found ourselves in the backward-facing seats with no window views on the later train. Luckily the cafe carriage has large windows, so we congregated there for most of the journey.

How do you choose seats?

You’ll be allocated seats with your booking, but you can change these online or via the app. I recommend you do that as soon as you can because (as mentioned) there are seats on the Eurostar with no or partial views, and while 30 minutes is under the Channel, the rest of the journey is a chance to see the changing landscape.

Some Eurostar travelers also recommend bringing some kitchen towels or wet wipes and giving your window a clean – inside and out if you can – to improve the view.

Are there sleeper trains from London?

You’ve probably seen the headlines about Europe’s new golden age of train travel with more passengers embracing the greener alternative to short-haul flights. In 2024 there has been an uptick in sleeper train services in Europe, with new overnight routes from Paris to Berlin and Vienna to Hamburg on ÖBB's Nightjet. 

There’s talk of the European Sleeper company connecting London to its night services via the Eurostar, so watch this space. And a sleeper train direct from London to further European cities may well be on the horizon.

Despite the challenges Brexit has put in its path, Eurostar maintains its ambitions to reach 30 million passengers by 2030. Given the London-to-Paris train journey emits 10 times less carbon per passenger compared to flying (22kg of CO2 per person versus 224kg of CO2), it really does make sense to get to and from Europe by rail.

If you ever thought swimming with vibrant sea creatures or that surveying sprawling underwater kelp forests was only possible in your imagination, you should think of California. It is teeming with spectacular underwater experiences that will amaze anyone who jump in the waters.

Channel Islands National Park

If you’re looking for a destination that will check multiple boxes off your list, visit Channel Islands National Park, home to 5 islands. Channel Islands, a marine sanctuary established in 1980, is one of the richest marine ecosystems in the world. While diving and exploring its stunning waters is a prized activity, you won’t know heaven until you visit the numerous sea arches that extend deep under the waves. The area also hosts a multitude of terrestrial and marine animals, some specific to the area.

Monterey Bay National Sanctuary

Easily, California’s most pristine and popular marine destination, Monterey Bay, holds so much under its name that you’ll spend days just exploring it. The vast sanctuary features lush kelp forests, a diverse marine population, and stunning coral terrains. Its most famous attraction is Monterey Canyon, which hosts hundreds of scuba divers and snorkelers weekly. Monterey Bay National Sanctuary witnesses seals, sea lions, whales, sea otters, dolphins, and migratory birds.

Casino Point Dive Park

In Catalina Island, Casino Point Dive Park is the best shore diving spot in California. The area offers a variety of underwater attractions, including a collection of artificial reefs, stunning coves, and robust kelp forests. Its most famous attraction is a scuba diving site that reaches 95 feet deep, allowing tourists to enjoy a marine destination without encountering mainland pollution. The area is a protected marine reserve, so you’ll even run into schools of rare fish.

La Jolla Cove, San Diego

San Diego is the city’s most popular coastal destination, and for a good reason: La Jolla’s dramatic waves make for an exciting surf trip. But just when the tide is low enough, pool tides become accessible enough for tourists to explore. Here, a massive colony of sea lions and seals often visit, making it a rare chance to watch the creatures from afar. You’ll even find beautiful leopard sharks if you’re lucky. La Jolla Cove has an extensive underground cave system, some even open for exploration.

Point Lobos State Natural Reserve

Meet sea stars, sea otters, seals, lingcod, rockfish, and other marine species at Point Lobos State Natural Reserve, a renowned state park. Its electric blue bay catches the eye of most tourists, who can’t help but spend a few hours by the coast. However, those seeking underwater thrills can dive deeply into its coves, which hide coral gems and even host incredible marine creatures.

Anacapa Island

The serrated towering cliffs extending into the waves make Anacapa Island a sight. The volcanic island is a small, serene spot located and protected within the Channel Islands National Park, just 11 miles from Ventura County. The island’s unique geological formations make for an exciting dive spot, but book a guided tour if you’re looking for something even more distinct and unique. Endangered California brown pelicans breed and nest here, so you might even glimpse a rarity.

Mendocino Coast

Just two miles from Russian Gulch in Mendocino lies Caspar Beach, the most popular dive and snorkel spot in the area. While Caspar Beach’s golden white sands and gushing waves delight, nothing matches its underwater terrain, which partners with jagged rocks to create a dramatic effect. But don’t let the sight intimidate you; Caspar Beach is famous because it’s accessible for everyone, so you can even take the kids to designated safe spots.

Wreck Alley, San Diego

Imagine diving into the depths and being surrounded by intimidating shipwrecks abandoned by time and adopted by the sea. This dramatic scenario becomes a unique reality at Wreck Alley, a dive site offshore of Mission Beach in San Diego. While you might worry about exploring a devastating site, don’t worry; the ships at Wreck Alley were intentionally sunk to act as artificial reefs and provide a thrilling attraction for tourists. If the wrecks go as deep as 80 feet, you might want a few weeks of training before diving in.

Cordell Bank National Marine Sanctuary

The stunning underwater contour of Cordell Bank National Marine Sanctuary allows it to host hundreds of whales, sea lions, dolphins, and even rare porpoises, which occasionally breach the surface, much to the delight of tourists. Cordell Bank National Marine Sanctuary is only accessible via boat, making it one of the few secluded spots in California. Schedule a meeting in Microsoft Teams

When you schedule a meeting in Outlook, it'll show up in Teams, and vice versa. Every meeting scheduled in Teams is automatically made into an online meeting.

Note:  Up to 1,000 invitees can join a Teams meeting and interact by using chat, audio, and video. Invitees can also join a meeting that already has 1,000 participants (up to 10,000) as view-only attendees .

Schedule a meeting

There are several ways to schedule a meeting in Teams:

The scheduling form is where you'll give your meeting a title, invite people, and add meeting details. Use the Scheduling Assistant to find a time that works for everyone.

In Scheduling Assistant , you can see attendees' time zones, schedules, and availability during different timeslots. The Scheduling Assistant grid will show each attendee's schedule. Shaded areas show when attendees are busy or have tentative meetings. Unshaded areas show when attendees are free. 

Once you're done filling out the details, select Save  to close the scheduling form and invite attendees to the meeting.

Add a dial-in number  

Include a dial-in number and conference ID so that participants can call in to the Teams meeting. If you schedule the meeting from Outlook, the dial-in number and conference ID automatically appear in the scheduled meeting invite. Assign categories to a meeting

Color code your calendar with categories. Just like in Outlook, you can assign one or more categories to each meeting in your calendar. There are a couple ways to assign categories:

Right-click an event in your calendar.

Select a color.

You can also categorize a meeting when you schedule it by selecting Category at the top of the scheduling form.

Note:  Channel meetings can't be categorized.

Invite people outside your organization 

Teams lets you invite people outside your organization, including those who don't have a Teams license. You'll need their full email address to invite them.

Create a meeting or open an existing one in your Teams Calendar.

Type the person's full email address (ex: [email protected]).

Select Send  or Send update . They'll receive an email with a link to the meeting.

Invite people with a link 

Teams lets you invite people to a meeting via a meeting link. To share this link:

The meeting link will appear as a URL. Select Copy  to copy the URL.

Add a co-organizer

After you've invited people to your meeting, you can add up to 10 co-organizers to help manage your meeting. Before adding co-organizers, make sure the people you want to add are already added as required attendees and then follow the steps below:

Make sure the people you want to add as co-organizers are invited to the meeting.

Select Save .

Make it a channel meeting

Type the name of a channel in the  Add channel field.

Channels can't be edited or added once the invite is sent. You'll need to send a new invite with the updated channel.

Note:  When you have a meeting in a channel, everyone in the team will be able to see it and join it in that channel. This feature isn't available in private channels.

Once you've added the people you want, select Scheduling Assistant to find the best time.

If it's a recurring meeting, open the dropdown menu next to Does not repeat (just below the date). Choose how often you want it to occur from the default options or select Custom to create your own cadence.

Schedule meetings in a channel calendar 

If you're unfamiliar with how to add a calendar to a channel, the steps are outlined for you at See all your meetings in Teams . Once that's done, you have a few ways to add events to the shared calendar.

Add other attendees who are outside the team you scheduled the meeting in.

Select Send .

When you select Send , everyone in the team you scheduled the meeting for will receive a personal invite.

If you added guests and partners from outside your org, they won't have access to the channel calendar.

Right-click for more options

Right-click an event in your calendar to:

Show as to set the status that will reflect on participants calendars during the meeting time if they RSVP to accept the meeting.

Join a meeting  

Teams meetings will show a join button on an event in your calendar five minutes before the start of a meeting. Once someone joins the meeting, the event will change colors to let you know they're online.

Select Join to open the meeting settings window to confirm your preferred camera and mic settings before joining the online meeting.

Note:  If you have overlapping meetings in your calendar, the join button won't be available. But you can still right-click the event and select Join online .

Reschedule a meeting

In your Teams calendar, you can reschedule meetings and events you organized. To quickly update a meeting time, select in in your Teams calendar, drag it into a new timeslot, and drop it.

You'll be notified of invitees' availability before you update the meeting time.

You can also change the meeting time by opening the meeting details, choosing a new time, and selecting Send update . Attendees will automatically receive a notification with the updated time. 

Set your Show As status in a Teams meeting

As an organizer, you can set the Show As status of the meeting in the action bar. When participants RSVP, their status will automatically reflect the status the organizer set. 

As a participant, you can choose to set your individual status for the meeting through Show As independent of the status set by the organizer. The updated status will reflect on your calendar. The default Show As value for all the meetings an organizer schedules is Busy .

You can set your Show As status in several ways:

On the Scheduling Form Details page

On your Peek of the meeting (Microsoft Surface)

On the Details view of the meeting (as a participant)

To schedule a meeting:

Open the Teams mobile app.

Enter other meeting details.

Tap Done  to schedule the meeting and invite participants.

Note:  When you have a meeting in a channel, people will be able to see and join it in that channel.

Tap a meeting to view details.

Tap Edit to edit the meeting details if you're an organizer.

If you updated the meeting details, tap Done to send updates.
