Stateville prison to be demolished and rebuilt, Gov. Pritzker announces

The state plans to demolish and rebuild Stateville Correctional Center in Crest Hill , Gov. JB Pritzker announced Friday.

Pritzker announced a plan to rebuild both Stateville and Logan Correctional Center in Lincoln over the next three to five years. The project involves the temporary closure of both prisons.

“Based on assessments of each facility and land availability, it is anticipated that Stateville will be temporarily closed and demolished, with a new facility to be built on its grounds,” according the news release from the governor’s office.

The governor’s proposed 2025 capital budget includes $900 million to demolish and rebuild both prisons, according to the release.

“The capital funds dedicated to Stateville and Logan further demonstrate our commitment to continuing to rebuild and strengthen our state’s infrastructure,” Pritzker said in the release. “These investments will allow staff to work in modern and safe facilities, ensure those who are incarcerated can safely serve out their sentences, and save taxpayers hundreds of millions in deferred maintenance costs from years of neglect.”

Crest Hill Mayor Ray Soliman issued a statement saying that the Stateville plan should lead to an expanded facility and ensure its future in the city.

“We are optimistic that these improvements and new facility could produce economic development on some of the surrounding properties,” Soliman said. “We are also optimistic that this announcement will end the speculation and uncertainty of the future of this prison site.”

Soliman said Crest Hill officials were notified of the plan Thursday afternoon.

“While the state has not yet finalized its plans for the Stateville facility, it has made it clear it is committed to working closely with all stakeholders that will be impacted by this potential project, including the city of Crest Hill,” Soliman said. “The city of Crest Hill looks forward to learning more details about the planned new, state-of-the-art Stateville Correctional Center, and collaborating with the Department of Corrections to ensure local concerns are effectively addressed, and the overall Stateville site is improved and enhanced in conjunction with this project.”

Stateville opened in 1925. Speculation about its future has dogged the prison for at least 16 years. Former Gov. Rod Blagojevich in 2008 proposed closing Stateville but did not follow through on the plan.

In 2016, Gov. Bruce Rauner closed F House at Stateville. F House held 348 inmates who were moved elsewhere. The roundhouse, a circular building with cells around the perimeter and guard stations in the center, was the last of its kind in the U.S., the Illinois Department of Corrections noted when announcing its closure.

The Stateville complex now holds 1,927 inmates, according to the DOC website.

But only 453 are in Stateville Correctional Center. The Northern Reception and Classification Center, a newer facility built in 2004 outside Stateville’s stone walls, has an inmate population of 1,312. Another 162 inmates are in the Stateville minimum security unit, which opened in 2003.

The closing of F House was applauded by prison reform advocates. The John Howard Association called the roundhouse not fit for human habitation.

State Sen. Rachel Ventura, D-Joliet, issued a statement Friday calling for the rebuilt Stateville to be designed to improve conditions for workers as well as inmates and their families who visit.

“The quality of life at the Stateville prison is beyond repair,” Ventura said. “It’s imperative we build a new facility, but we must do so in a way that takes into account the needs of its residents, their loved ones and workers.”

Ventura said the transition to a new Stateville facility should be done in a way that safeguards jobs at the prison.

The demolition and rebuild of Stateville would mark the last major transition of the three prisons that have had a big presence in the Joliet area since the mid-19th century.

The state closed the Joliet Correctional Center, the oldest of the three facilities, in 2002. The prison was left unmaintained and falling into disrepair for years before the city of Joliet worked out a lease so it could clean up the property and put it to use.

The Joliet Area Historical Museum now manages the property, which has been renamed the Old Joliet Prison and provides tours and stages events.

The lesser-known Illinois Youth Center, an incarceration facility for juveniles on McDonough Street in Joliet, was closed in 2013. But the Department of Corrections reopened it four years later while building a new facility to house the Joliet Treatment Center, which provides mental health services to inmates from prisons throughout Illinois.

As I pass through the old razor wire-topped gate of the abandoned, neo-Gothic Joliet Prison , its long, dark history immediately comes to life. From 1858 to 2002, the huge complex in Joliet, Illinois—with its 24 buildings and surrounding 25-foot-tall limestone wall—housed thousands of prisoners. 

Though many served their time and survived to see the light of day once again—including John Belushi’s character “Joliet” Jake Blues in the 1980 film The Blues Brothers —many others died of diseases born of unsanitary, overcrowded conditions. Others were executed here, by hanging or electrocution. A four-man congressional subcommittee on prison reform urged closing Joliet in 1972. The committee included Illinois State Representative Thomas Railsback, who stated, “It has a medieval air about it … It is dark and it is damp.” But the prison still housed inmates up until 2002, when it was permanently closed; its last prisoners were transferred to Stateville Correctional Center in nearby Crest Hill.

Today, guided tours provide a glimpse into the prison’s complicated history. My group of about 20 is guided by a local docent from the Joliet Area Historical Museum who shares many fascinating stories. The tours offer something for everyone, including history buffs, film enthusiasts, and fans of the paranormal. Although it’s been 30 years since The Blues Brothers came out, several other movies and TV shows were filmed at the prison, including Saw II , Let’s Go to Prison , and Prison Break .

Never too late to mend

The first 33 convicts that arrived at Old Joliet Prison, as it’s known today, in May 1858 were tasked with quarrying the yellow-tinged limestone onsite and building the complex that they’d eventually be locked up within. Upon its opening, the Chicago Tribune noted that the prison “will be for many years to come the pride of her citizens.” 

But by 1878, it was bursting at the seams with nearly 2,000 inmates. Overcrowded, violent, and disease-ridden, it belied the motto carved into the stone floor of the first cell block: “It’s Never Too Late To Mend . ”

For years after the prison closed it sat abandoned; a steady stream of vandals left graffiti, and fires accelerated the damage. As my tour begins, I feel as if I’m stepping onto a horror movie set. A former medical room is still filled with decrepit equipment, paint curls off the ceiling, and a chapel’s windows remain shattered, the floor strewn with debris. Cell blocks are spray painted with satanic symbols. 

When the guide offers us the chance to stand inside of a rusty cell, I worry for a brief second, as the door swings closed, that I might be locked in. Weeds and other vegetation have tried their best to reclaim the buildings. I don’t believe in ghosts, but it still feels as if one might pop out at any moment during the tour.

Former inmates include Leopold and Loeb, the two wealthy students at the University of Chicago who kidnapped and murdered 14-year-old Bobby Franks in 1924. Richard Speck, the mass murderer who tortured and murdered eight women in 1966, was also housed here; Speck died of a heart attack in Joliet in 1991.

Let’s go to prison

Much of the complex, including the central administrative building, was designed by architect William Boyington. It looks eerily similar to another Chicago icon: the Chicago Water Tower, also designed by Boyington. Another Boyington building in town—Joliet Central High School—was built with the same Joliet limestone. 

There are no museum-like displays within the complex, and many of the buildings exist in an arrested state of decay with obsolete medical equipment, paperwork, and other prison-era debris still strewn about.  

The tour doesn’t shy away from the many dark aspects of the prison, including deadly viral outbreaks worsened by deplorable sanitary conditions, executions, and escapes. During the Civil War, the facility housed Confederate prisoners of war. Hangings and electric chair executions were long conducted onsite, and the gory details are frequently brought up during the tour.

Most of the complex is in a state of decay

One fascinating stop is one of the earliest and smallest cell blocks in the complex. At just 28 square feet, with a ceiling height of 7 feet, the cell once housed three men at a time, with a sanitation system consisting of two buckets—one for water and one for waste. 

While many of the buildings are closed to the public due to dangerous conditions, other buildings are in the process of being restored by volunteers from the local community. 

The Joliet Area Historical Museum offers a variety of Old Joliet Prison tours, including self-guided, haunted history, and paranormal. Tours are available between March and October and can be booked through the museum website .

The castle-like Prison was built with Joliet limestone, with over 20 buildings inside its four walls. Take the hour-long tour on specific days of the week, and learn more about Joliet Correctional Center ... which is more known as Old Joliet Prison.

The Old Joliet Prison was built in the 1850's, housing infamous criminals like Leopold, Loeb and Gacy. The prison also housed some famous characters, including Joliet Jake Blues (The Blues Brothers) and Michael Scofield and Lincoln Burrons (Prison Break).

Pre-scheduled, guided tours are offered via the Joliet Area Historical Museum for select areas of the Prison “campus” from the months of April – October. Walking tours last approximately 90 minutes. Visitors should please note that because the site has been abandoned for over fifteen years, certain areas of the facility are off limits to the general public.

At the current time, tours are not ADA approved. 70% of the tour is accessible for all patrons.

Illinois Gov. J.B. Pritzker announces plan to tear down, replace historic Stateville prison

S PRINGFIELD — Gov. J.B. Pritzker’s administration said on Friday it plans to rebuild two Illinois prisons, including the nearly century-old Stateville Correctional Center just southwest of Chicago, as part of a nearly $1 billion project scheduled to be completed over the next three to five years.

The administration said it anticipates Stateville, about 40 miles southwest of Chicago in Crest Hill, will be temporarily closed and demolished with a new facility building on its grounds. The status of Logan Correctional Center in downstate Lincoln, about 30 miles northeast of Springfield, is still being worked out and state officials said the location of the new correctional center is being finalized.

The announcement comes nearly a year after an outside review of the upkeep for Stateville and Logan deemed the two facilities as being close to “inoperable.”

Pritzker’s proposed budget for the fiscal year beginning July 1 includes $900 million to demolish and rebuild the correctional centers and the administration estimates the construction costs at $805 million to $935 million.

Pritzker’s administration said it expects that once they’re completed, the rebuilt prisons will save the state an average of $34 million annually by lowering overtime, maintenance and utility costs.

“The capital funds dedicated to Stateville and Logan further demonstrate our commitment to continuing to rebuild and strengthen our state’s infrastructure,” Pritzker said in a statement. “These investments will allow staff to work in modern and safe facilities, ensure those who are incarcerated can safely serve out their sentences, and save taxpayers hundreds of millions in deferred maintenance costs from years of neglect.”

Officials have not said where inmates will be relocated during construction. Pritzker officials said IDOC “will coordinate closely with organized labor and the staff at these facilities, individuals in custody, and other stakeholders to ensure a smooth rebuilding process.

State documents note that “numerous facilities are approaching or surpassing a century in age and also have significant deferred maintenance needs. The condition of these facilities has reached a point where routine maintenance practices are no longer sufficient to address evolving challenges.”

In May 2021, the IDOC called for Stateville, which opened in March 1925, to convert from a maximum-security facility to a multilevel reentry facility for inmates returning to society. The plan was a reflection of not only the unmet and growing maintenance expenses for Stateville, but also of a sharply declining prison population as a result of criminal justice initiatives as well as COVID-19’s effect on reducing criminal prosecutions.

A state-contracted master plan for the state’s correctional facilities conducted by CGL Companies was released in May of last year and found that Stateville, at $286 million, had the highest level of deferred maintenance of the 27 prison sites that had been reviewed. Overall, deferred maintenance of IDOC facilities totaled $2.5 billion.

“In addition to the extremely poor conditions throughout the facility (peeling paint, leaking roofs) the facility’s 100 year old design is reflective of 1800s prison philosophy, with multitiered housing units. These units are poor for a maximum custody population, but even worse for a multi-custody re-entry mission,” the consultants said of the repurposing of Stateville.

“The units lack dayroom space or any adjacent program space. Cells are small and there is limited electrical connections resulting in extension cords run from cell to cell. Due to limited line-of-sight, an intensive level of staffing is necessary to adequately supervise these units. Maintaining a constant ambient temperature is nearly impossible from the lower tier to the upper tier.”

In addition, the consultant report said “shower facilities are poor” and create issues for complying with federal prison rape prevention standards, and that “overall, the facility can’t comply with” the Americans with Disabilities Act.

To transition Stateville into a reentry facility, the consultants said new housing units should be built that provide “dayroom space, ample cell size, and office space for counselors and support staff,” along with adjacent programs and recreation space. The consultants estimated the cost of 700 new beds at Stateville to be $72.4 million.

The consultants also said that, consistent with its new reentry mission, “we recommend vacant space at Stateville be renovated to develop a vocational village” to “provide both classroom and hands-on skills to the soon-to-be released population.” They estimated $32.6 million in costs.

“There are a number of significant improvements that must be undertaken to establish a positive environment for re-entry programming at Stateville. This includes improving living units and providing access to vocational and work-skill programs,” the consultants said.

Before Illinois did away with the death sentence, Stateville for years was the site of state executions. Inmates executed at Stateville include mass killer John Wayne Gacy. Inmates housed there included mass murderer Richard Speck, who died of a heart attack while imprisoned at the facility, and notorious thrill kill convicts Nathan Leopold and Richard Loeb. Loeb was killed with a straight razor by another inmate in a shower room at Stateville.

Stateville took on additional inmates in the early 2000s when Gov. George Ryan shut down another historic prison, the 143-year-old Joliet Correctional Center. Some older portions of Stateville have already been phased out. In 2016, officials completed the shutdown of the prison’s F House, known as the Roundhouse and set apart by its central watchtower encircled by multiple floors of prisons.

The consultant’s master plan also assailed conditions at Logan, which opened in the 1870s as the Illinois Asylum for Feeble-Minded Children, and was repurposed from the Lincoln Mental Health Annex to a prison in 1977 and became a facility for women and transgendered inmates in 2013.

“Our review found the existing Logan Correctional Center to be inefficient, ineffective, and unsuitable for any population,” the consultants said.

“Most of the buildings in Logan, including most of (its) housing units, were built nearly a century ago as patient wards in a mental health institution. These units do not meet the needs of modern correctional practices, are not supportive of a rehabilitative environment and complicates the overall delivery of services,” the report said. “Additionally, the facility is fueled by a coal-fired plant that dates back to 1930. Support spaces were never designed to meet the unique needs of a female population.”

The consultants recommended “IDOC should find a more suitable location for housing its incarcerated women.”

Illinois to demolish, rebuild Stateville prison, Gov. Pritzker announces

The state of Illinois will tear down and reconstruct Stateville Correctional Center in Will County, as well as Logan Correctional Center in downstate Lincoln, under a $900 million capital funding plan publicized on Friday by Gov. J.B. Pritzker.

Both investments will "begin to address years of disinvestment in facilities built almost a century ago," saving Illinois hundreds of millions in maintenance and upkeep expenses that have accrued "after decades of neglect," according to a news release from Pritzker's office.

Stateville, a maximum-security state prison in Crest Hill operated by the Illinois Department of Corrections, was constructed in 1925 and can house more than 4,000 inmates. The new facility, which will take an estimated three to five years to design and construct, will be located on the prison grounds.

However, it's unclear where the new Logan Correctional Center will be built. As of Friday, the status was "still in the interim" as the location had yet to be finalized. The timeline for its rebuild is also estimated at three to five years, according to Pritzker's office.

Funding for the projects, which will likely cost between $805 to $905 million, was included in Pritzker's budget proposal for Fiscal Year 2025.

A 2023 report conducted by CGL, a company contracted by IDOC to identify facility needs, found Logan and Stateville have the most significant deferred maintenance costs. When construction is estimated to begin remains unclear.

According to state officials, construction will not commence until all requirements of the State Facilities Closure Act are met.

Attorneys spearheading a lawsuit regarding alleged inhumane conditions at Stateville praised Friday's announcement, but said it should have happened long ago. Their lawsuit sought to remedy several issues, including the structural integrity and safety of the buildings, the health and safety of the water, vermin and exposure to excessive heat and cold. 

Inmates have also reported a host of other problems, including legionella bacteria in the prison's water supply, infestations of roaches and spiders and frequent respiratory infections due to breathing in too much dust and unknown pollutants, according to the John Howard Association, Illinois' only independent citizen correctional oversight agency.

"Governor Prizker's announcement is long overdue and should have happened years ago," Heather Lewis Donnell of Loevy & Loevy , lead attorney for the Lester Dobbey v. IDOC class action, said in a news release. "This litigation, along with class members, their families and activists have been trying to call attention to the inhumane conditions at Stateville. We are glad to see those efforts finally pay off to ensure the safety of our citizens." 

The John Howard Association, meanwhile, said Pritzker's announcement "recognized that these prisons are decrepit, unsafe, and inhumane."

"Acknowledging that both Logan and Stateville are not fit for human habitation represents an important step towards respecting the dignity and rights of people who are incarcerated, and there is benefit to rethinking our carceral environments in order to move towards smaller, more rehabilitative, modernized spaces that are adequately equipped and staffed to provide people with individualized help and treatment and reduce the suffering and trauma so often experienced in our current prisons."

AFSCME, the country's largest union of public employees, criticized Pritzker's office for not seeking the input of employees or the union in development of the capital investment plan.

AFSCME Council 31, which represents more than 10,000 IDOC employees, said the proposal raises several questions, including how can inmates be temporarily relocated during construction without destabilizing other facilities.

“We have grave concerns,” said Roberta Lynch, executive director of AFSCME Council 31. "Closing facilities even temporarily would disrupt and potentially destabilize the prison system, while bringing upheaval to the lives of affected employees and individuals in custody.”
