Job comes with $420,000 yearly salary, massport says.

Davey is a veteran transportation executive who also served as the general manager of the MBTA and president of the New York City Transit Authority, which oversees the city’s buses and subways.

Massport Board Chairwoman Patricia Jacobs said Davey’s “vast experience” in transportation made him an ideal candidate to lead Massport, which oversees Logan International Airport, Worcester Regional Airport, Hanscom Field, and the Port of Boston.

“We are thrilled to be bringing someone on board with so much experience leading large and complex organizations. Davey will be building upon a solid foundation,” Jacobs said in a statement released shortly after a Board of Directors meeting concluded.

If he accepts the offer, Davey would start no later than Sept. 9, according to Massport.

Rumors about Davey’s departure from the New York transit world surfaced earlier this month but he batted down the speculation, telling reporters two weeks ago to get “better sources.” Two sources told the Herald at the time that Davey was in the running for the job.

In a statement to the Herald earlier this month after Massport named him as a finalist to become the next CEO, Davey called the Massport job an “amazing opportunity in my hometown.”

“However, serving as president of New York City Transit — working every day for our six million customers and 47,000 transit employees with critical and consistent support from Gov. (Kathy) Hochul and MTA Chair (Janno) Lieber — is a privilege and one of the best jobs in the transit world. I will continue to push forward to deliver faster, cleaner, and safer service for subway and bus customers every day I serve in this role,” he said.

After serving as secretary of transportation under then-Gov. Deval Patrick, Davey worked as the chief executive officer of Boston 2024, a non-profit group that unsuccessfully tried to bring the 2024 Summer Olympics to the hub.

He also worked as a consultant and advisor focused on transportation and infrastructure.

Davey beat out Eulois Cleckley, who runs the Miami-Dade Department of Transportation, for the job.

About 100 people expressed interest in the role, including 35 “unsolicited applications,” Jacobs previously said. A three-person screening committee eventually reviewed 19 resumes and invited 10 people to first-round interviews.

Massport directly employs nearly 1,300 people while about 20,000 work at various facilities run by the agency’s tenants.

NYC Transit Chief Richard Davey Set to Depart Just Two Years Into Role

W hen Richard Davey was introduced in April 2022 as the incoming president of New York City Transit, he said he hoped to stick around longer than his predecessors in a job that he called “among the best in the world.”

“I hope that whenever my tenure ends — hopefully it’s not in two years, hopefully I’ll break some records — but that folks can look back and say, ‘You know, that guy from Boston made a difference,’” Davey said at the time.

Davey’s tenure may turn out to be not much longer than two years. On Wednesday, the board of the Massachusetts Port Authority unanimously voted to make Davey the agency’s new chief executive, clearing the way for a return to Boston and a post that carries a $420,000 base salary.

“I was hoping that [the] best person would be somebody with roots in the area who already could start and hit the ground running,” John Nucci, a Massport board member said during a board meeting. “We have found that person and it is Richard Davey.”

Davey’s looming departure means the MTA will again go searching for a new leader of a sprawling subway, bus and paratransit system that, for more than a decade, has not had a president last longer than three years.

Janno Lieber, MTA chairman and CEO, last week described the repeated short-term stays atop the transit division as “a reality of life” — and not a sign of a retention problem.

“We will continue to bring in great people who will be noticed elsewhere in the industry,” Lieber said after the May 22 meeting of the MTA board. “And if it involves great opportunities in their hometown, I’m going to celebrate for them.”

The board vote follows weeks of speculation on Davey’s future after he was announced as one of two finalists for the top job at Massport , the state government authority that operates Boston Logan International Airport and two other regional airports, shipping terminals, a police force and more. 

He previously chaired Massport’s board and tried to tamp down scuttlebutt with a May 16 statement pledging to “continue to push forward to deliver faster, cleaner and safer service for subway and bus customers every day I serve in this role.”

Davey’s past posts in Massachusetts included being secretary and CEO of the commonwealth’s Department of Transportation and general manager of the Massachusetts Bay Transportation Authority, which oversees the country’s fourth-largest mass transit system.

Davey couldn’t immediately be reached for comment.

Short Trips

For an agency whose presidency has long had a revolving door, Davey’s two-year stint is the norm. With more than 50,000 employees and a $10 billion budget, New York City Transit has had 11 full time, acting or interim presidents since 2013.

“It’s the intensity, the sheer size of the system, the number of customers, the amount of maintenance that has to go on,” Carmen Bianco, who served as president from April 2013 to August 2015, told THE CITY. “When you look at every aspect of [New York City Transit], there is little to compare it to.”

Going back more than a decade, the longest-tenured transit president is Thomas Prendergast, a respected transportation professional who led New York City Transit from December 2009 to January 2013, when he was elevated to chairman and chief executive of the MTA. 

Multiple former NYCT presidents who spoke with THE CITY described the job as one of the premier transportation positions in the world but one that also comes with round-the-clock pressure to move millions of daily riders; demands from elected officials, the workforce and watchdogs; and an aging system that can make safe and reliable service a challenge.

Andy Byford, the Englishman who served as NYCT president from January 2018 to February 2020 after running transit systems in Toronto and Australia, called the opportunity to lead the agency  “a dream” role. But his tenure was upended by a clash with then-Gov. Andrew Cuomo, leading to his high-profile departure weeks before the start of the pandemic.

Byford, who went on to lead Transport for London for two-plus years after leaving New York City Transit, told THE CITY that he looks back on his time at the MTA with fondness and is proud of his team’s contributions to improving subway punctuality and station accessibility for riders with disabilities.

“From the day I joined to the day I left, I pinched myself — I loved it,” said Byford, now Amtrak’s senior vice president for high-speed rail. “Being president of New York City Transit is something I will never forget, it was an absolute honor.”

Sarah Feinberg, who followed Byford and led the agency on an interim basis through the stretch of the pandemic when ridership plummeted and more than 100 transit workers died, called the post “one of the most rewarding jobs that exists in the world.”

“There are few things as awe-inspiring as being even a very small part of the daily miracle that is New York City Transit — moving millions and millions of New Yorkers safely and, on a good day, efficiently, across the city, ” said Feinberg, who left the post in July 2021. “It is also a relentless and incredibly hard job, and it’s hardest on the family of the person doing it.”

Thankless Task

Others noted that the structure of the job — in which transit professionals sometimes play second fiddle to Lieber, a former real estate executive — can be challenging.

“They get put in their place all day long,” said John Samuelsen, the international president of Transport Workers Union and an MTA board member who is an outspoken Lieber critic. “And they wind up doing all the dirty work.”

As Davey’s tenure ends, he was praised for helping to rebuild post-pandemic ridership, focusing on system safety and initiatives that included moving station agents out of token booths , renovating stations and boosting rider satisfaction .

Whoever follows Davey into the role will likely face many of the similar circumstances that have made the coveted position a short-term stay for so many.

“It’s a 24-hour city, it’s a 24-hour system,” said Lisa Daglian, executive director of the Permanent Citizens Advisory Committee to the MTA. “There is no off-switch.”

Massport offers CEO job to Rich Davey, longtime Boston-area transportation leader

The Massachusetts Port Authority board on Wednesday picked longtime Boston-area transportation leader Rich Davey to be its next CEO, wrapping up a monthslong search involving dozens of candidates.

Davey, currently the president of New York City Transit , won out over Eulois Cleckley, the other finalist and the CEO of the Miami-Dade transportation department in Florida. Although Davey has held a highly visible role in New York for the past two years, he has a long track record in Boston including a stint as chairman of the Massport board when he served as transportation secretary under then-governor Deval Patrick.

Assuming he takes the job, Davey would replace Lisa Wieland, who left Massport in November to become the New England president for National Grid. Since that time, Massport has been run on an interim basis by the authority’s aviation director, Ed Freni, who was not interested in being a candidate for the CEO position. Davey is being offered a base salary of $420,000 a year, essentially the same as Wieland’s pay when she left, with a five year-contract beginning no later than Sept. 9.

Davey got his start in transportation nearly two decades ago working for the company that ran Greater Boston’s commuter rail system, working his way up to general manager. He then spent nearly two years as general manager of the MBTA in 2010 and 2011 before becoming state transportation secretary, a job he held through 2014. After Charlie Baker replaced Patrick in the governor’s office in 2015, Davey served as the top staff person for the business-backed organization behind Boston’s failed bid to host the 2024 Summer Olympics. In the time between the Olympics effort and joining NYC Transit, the nation’s largest public transit agency, Davey primarily worked at Boston Consulting Group specializing in transportation issues.

The Massport board’s choice was not unanimous, although everyone on the board ultimately approved of Davey in the formal vote. Board members Laura Sen and Warren Fields said they preferred Cleckley, citing his transportation leadership experience in several major metro areas — Miami, Houston, and Denver.

To some extent, the debate among the board members centered around whether it made more sense to hire an insider who knows the parochial world of Boston politics, or someone with more outside perspective.

John Nucci, a board member who represents Massport’s community advisory committee, noted that he began the search process hoping that a top candidate would emerge who was familiar with the city and the region.

“I was hoping that the best person would be somebody with roots in the area, that could ... hit the ground running,” Nucci said. “We have found that person, and it’s Mr. Davey.”

Logan Airport is one of several major entities overseen by the Massachusetts Port Authority.

And board member Monica Tibbits-Nutt, Governor Maura Healey’s transportation secretary, said she was impressed with how Davey helped the New York transit system rebound from the COVID-19 pandemic, saying his accomplishments there are “nothing short of amazing.”

But Fields offered a counterargument that favored Cleckley, saying his preferred candidate would inject “new blood” into the authority and send a positive message about it.

“We have an opportunity to bring somebody in who has a wealth of knowledge in other markets,” Fields said. “You have the opportunity to bring somebody who has run large organizations and multiple big cities ... and to bring that knowledge into our organization to help make us better. I would be jumping at that opportunity.”

Sen then added: “We do need that outside perspective and energy.”

Only one of the board members who voted on Wednesday — International Brotherhood of Teamsters president Sean O’Brien — served on the Massport board during the time Davey chaired it. The board’s search committee — consisting of board chair Patricia Jacobs, O’Brien, and Fields — worked with search firm Isaacson, Miller to screen dozens of candidates earlier this year, narrowing the list down to 10 candidates who were invited for interviews in late March. Davey and Cleckley were named as finalists two weeks ago.

Massport is the state’s largest quasi-public authority, with oversight of three airports: Logan International Airport in East Boston, Hanscom Field in Bedford, and Worcester Regional Airport. The authority also oversees cargo and cruise ship terminals in South Boston along with several nearby development parcels. About 1,300 people work directly for Massport, with as many 20,000 others employed by tenants at Massport’s various facilities.

It’s a world Davey knows well.

“Here we’ve got a guy who has not only an understanding of Massport, he knows the players, he [has] great faith in the Massport team,” said board member Lew Evangelidis, the Worcester County Sheriff. “He doesn’t see the need to come in and shake up the place.”

Jim Rooney, chief executive of the Greater Boston Chamber of Commerce, said that while Davey is well respected nationally for his transportation expertise, understanding the local political climate is also an important element of the Massport CEO job.

“I think what he brings to the table is not just the technical knowledge but also political savvy, especially in the context of a Boston/Massachusetts position like this, where the ability to navigate the politics of the State House [and] the city are very important,” Rooney said. “Success in positions like this is often defined by one’s ability to navigate the politics, and Rich has that capacity.”

Russia on Tuesday issued arrest warrants for Ukraine’s two top military commanders — hours after Moscow was hit with an unprecedented barrage of drone strikes that President Vladimir Putin described as Kyiv’s attempt to provoke and intimidate his regime.

Commander-in-Chief Valerii Zaluzhnyi, the Ukrainian military’s top general, and Oleksandr Syrskyi, the commander of Ukrainian ground forces, were placed on the Russian Interior Ministry’s “wanted” list, the state-run RIA news agency reported.

The report did not indicate what charges the Ukrainian commanders are facing.

The Investigative Committee of Russia is also probing Syrskyi and Zaluzhnyi for the shelling of “civilians and civilian facilities” in the contested Donbas region of Ukraine.

Ukrainian drones struck wealthy districts of Moscow on Tuesday, in what one politician called the most dangerous attack since World War II, while Kyiv was also hit from the air for the third time in 24 hours.

Putin responded to the incident by saying that “Kyiv chose the path of intimidation of Russian citizens and attacks on residential buildings.”

 “We are concerned about attempts to draw a response from Russia,” he continued. “It seems that is what [Ukrainians] want … Kyiv provokes us to mirror actions. We will see what to do about this.”

Russia’s leader added that Moscow’s air defense worked “satisfactorily,” but admitted there is still “work to be done to make it better,” reported the state-controlled news agency TASS.

Russia’s defense ministry said eight drones targeting civilians were shot down or diverted with electronic jammers, although the Telegram channel Baza reported that more than 25 were involved.

The destructive volley hit close to home for Putin, whose official presidential residence, Novo-Ogoryovo, is located in the affluent Rublyovka suburb that came under fire Tuesday.

The district is dotted with palatial homes belonging to several members of Putin’s circle, including former president Dmitry Medvedev and current Prime Minister Mikhail Mishustin.

Mykhailo Podolyak, a senior aide to Ukrainian President Volodymyr Zelensky, denied Kyiv’s direct involvement in the attack on Moscow but said “we are pleased to watch events” and that they forecast more such strikes.

Two people were injured in the drone attacks and several apartment blocks were briefly evacuated, according to Moscow’s mayor. Residents said they heard loud bangs followed by the smell of gasoline.

Some witnesses filmed a drone being shot down and a plume of smoke rising into the sky.

The White House said it was still gathering information on the reports of drones striking Moscow, while reiterating that Washington did not support attacks inside Russia.

Washington is “focused on providing Ukraine with the equipment and training they need to retake their own sovereign territory,” a spokesperson said in a statement.

Meanwhile, British Foreign Secretary James Cleverly argued that Ukraine has the right not only to defend itself on its own territory, but also to “project force beyond its borders to undermine Russia’s ability to project force into Ukraine itself.”

Russian lawmaker Maxim Ivanov called it the most serious assault on Moscow since Nazi Germany’s invasion in World War II, saying no Russian could now avoid “the new reality.”

“The sabotage and terrorist attacks of Ukraine will only increase,” said another Russian lawmaker, Alexander Khinshtein. “Do not underestimate the enemy!”

Russia’s Foreign Ministry threatened to take “the most severe measures” in retaliation for what it called Kyiv’s “terrorist attacks.”

“Assurances from NATO officials that the Kyiv regime will not strike deep into Russian territory turn out to be completely hypocritical,” the foreign ministry said in a statement. 

Russian forces have been pounding civilian targets in Kyiv with missiles and drones since the earliest days of the war, but Tuesday marked only the second time that Moscow had come under fire.

Throughout Ukraine Tuesday, the latest round of Russian attacks over the past 24 hours killed at least four people and wounded 34 others, including two children.

In Kyiv, more than 20 Iranian-made Shahed drones were shot down by air defense. A 33-year-old woman was killed by falling debris from a drone and 11 others were hurt.

In May alone, Russia attacked Ukraine’s battered capital with drones and missiles 17 times, mostly at night, to break the defenders’ morale ahead of the anticipated counteroffensive.

‘Frustrated’ NYC Transit chief Richard Davey reportedly fleeing job for Massachusetts post

New York City Transit President Richard Davey is reportedly fleeing the Big Apple after barely lasting two years in the top job, which sources told The Post left him “frustrated.”

Davey, the former Massachusetts secretary of transportation from 2011 to 2014, is headed back to the Bay State to take over MassPort, which runs Massachusetts’ airports and ports, according to the former statehouse bureau chief for the Boston Globe, Frank Phillips on X .

Sources with knowledge of the situation have also now confirmed the planned move , Gothamist reported Tuesday.

“My trade union counterparts in Boston confirmed to me that Davey is just waiting on an approval vote from the Massport board,” said Transport Workers Union International President John Samuelsen, who represents NYC Transit’s workforce and holds a seat on the governing MTA board, to the outlet.

A Post source said Davey has complained about being “frustrated” in his current position, which has included helping to oversee the city’s controversial congestion-pricing plan and trying to combat a spike in violent subway crime.

Davey, asked about the situation at an unrelated news conference Tuesday, only told reporters, “I do get calls from time to time because I got a great team that makes me look good.”

His expected departure is the latest shift in the prominent post that has had four leaders in just over four years and comes as the MTA prepares to launch its anti-congestion plan , which will charge drivers an extra $15 fee for entering Midtown Manhattan.

Davey became the MTA’s new permanent head of subways and buses in May 2022 after  predecessor Andy Byford  — dubbed “Train Daddy” — left the role, saying it was made “intolerable” by then-Gov. Andrew Cuomo.

As Davey stepped into the position, he told New York City media during his first appearance that he was hopeful to “break some records” by staying in the position “at least two years.”

Between Davey and Byford, Sarah Feinberg held the role as the pandemic ravaged the city’s transit system and left more than 100 transit workers dead.

As she left the position she said, “It’s important for me to get back some other pieces of my life.”

The Massport position that Davey is expected to take has been occupied by Ed Freni since former CEO Lisa Wieland stepped down in November for a high-ranking position at energy giant National Grid.

Wieland departed after a 17-year tenure at the agency — five of which were in the position that raked in $417,609, according to state records.

Massport spokesman Benjamin Crawley told the Post on Monday that “the work of the preliminary screening committee is ongoing.”

“They have not yet deliberated or determined finalists,” he added. “It is anticipated the committee will make a recommendation of finalists to the full Massport Board sometime this spring.”

Davey became the MTA’s new permanent head of subways and buses in May 2022 after predecessor Andy Byford — dubbed “Train Daddy” — left the role, saying it was made “intolerable” by then-Gov. Andrew Cuomo.

Nearly 4 million commuters ride the subway, still down from the 5.5 million before the pandemic.

Davey has also had to contest with a spike in subway crimes as assaults hit a 27-year high in 2023 with at least four murders recorded so far this year.

The MTA said it has “no comment” at this time. The Post also contacted Davey for comment but did not hear back.

Patriotism, diversity and the election.

We explore the battle for Senate control.

Climate change. Student debt. Diversity, equity and inclusion. The war in Gaza.

These topics are central to progressive politics today. They are the subject of campus protests and online debates. They are also almost completely absent from the campaigns of Democratic Senate candidates trying to win tough races this year.

In yesterday’s newsletter , I noted that Democratic candidates are leading the polls in six states where President Biden is trailing — and that all six have based their campaigns around populist themes of defending ordinary citizens against the powerful. Today, I’ll look at some other campaign themes.

One is the contrast between the country’s most heated political debates and the top concerns of most voters. Those heated debates are shaped by policy experts, campaign donors and political activists, all of whom tend to be highly educated and relatively affluent. The full electorate often has different priorities.

Student debt and housing costs make for a useful comparison. Student debt, a subject that the Biden administration has emphasized, may seem like the ultimate pocketbook issue. In reality, it’s more niche: Only 18 percent of U.S. adults have any federal student debt.

That helps explain why, in a recent Harvard University survey of U.S. residents between 18 and 29 years old, student debt ranked dead last when the pollsters asked respondents which of 16 issues mattered to them. Israel and Palestine ranked 15th of 16. Climate change was 12th — and, again, this was a poll of voters under 30 . The top three issues were inflation, health care and housing.

No wonder that student debt is largely missing from these Democratic campaigns, while housing — a cost almost every family faces — is a focus. Senator Jacky Rosen, who’s running for re-election in Nevada, has devoted an entire ad to housing costs. Senator Jon Tester’s campaign lists the “housing crisis” as one of Montana’s biggest problems.

A clarifying point about American politics is that people who follow it closely are very different from swing voters. With that in mind, I offer four other themes from the Senate campaigns:

1. Bipartisanship

As polarized as the country is, many voters still hunger for bipartisanship. In their ads, the six Democrats generally treat Republicans with respect and celebrate collaboration.

Senator Sherrod Brown of Ohio boasts about working with Republicans to pass a semiconductor law. Senator Tammy Baldwin of Wisconsin shows videos of Donald Trump and Biden in one ad, and a narrator explains that she worked with both to crack down on Chinese imports. Rosen brags of being “named one of the most bipartisan senators.”

The issue on which the Democrats try hardest to distance themselves from their own party is immigration, which polls show is a major Biden weakness . Rosen tells voters that she “ stood up to my own party to support police officers and get more funding for border security.” A Tester ad says that he “fought to stop President Biden from letting migrants stay in America instead of remain in Mexico.”

2. Abortion

Abortion is the opposite. It’s the issue on which the Republican Party is out of step with public opinion — and Democrats are on the offensive.

Rosen describes her likely Nevada opponent, Sam Brown, as “another MAGA extremist trying to take away abortion rights.” Tester, when listing the ways he fights for Montanans, says, “We’ve got folks who want to take away women’s right to choose.”

That said, abortion remains a secondary issue in most of these campaigns.

3. Patriotism

“Growing up poor, the only thing I really had was the American dream,” Ruben Gallego, an Arizona congressman running for Senate, says in the opening line of an ad . “It’s the one thing that we give every American no matter where they are born in life.”

That sentiment is typical of the six campaigns’ unabashed patriotism. Gallego highlights his Marine service in Iraq. Veterans’ health care is a theme of a few campaigns. An ad for Senator Bob Casey of Pennsylvania that is focused on steel includes the line “Take that, China.”

4. Diversity, subtly

The candidates’ ads portray a diverse America. When Rosen talks about housing, she shows a racially mixed group of young couples. A Brown campaign ad about the Ohio steel industry stars both Black and white workers. In a Baldwin ad , a Wisconsin businesswoman with a European accent praises the senator for fighting against federal rules about cheese making. Gallego talks about his mother’s struggles as an immigrant.

But the campaigns treat diversity as a natural part of American life, rather than as a political project. They emphasize the commonalities of Americans with different backgrounds. It’s a different approach from an identity politics that centers race.

Gallego has even achieved some notoriety for mocking the term Latinx. It disrespects the Spanish language, he has said, and is “largely used to satisfy white liberals.” He barred his congressional office from using the term.

It reminds me of a point that Steve Bannon, the far-right political strategist, has made: When American politics focus on race, Republicans — like Bannon and Trump — tend to benefit.

The flip side is that when campaigns focus on economic class, Democrats have the chance to benefit. You can see that lesson in these six populist campaigns.

Israel said it had taken control of a slice of Gaza along the border with Egypt. An Israeli spokesman said Hamas used the zone to smuggle weapons.

Israel’s national security adviser said he expected the war in Gaza to continue at least until the end of the year .

Hamas has physically abused hostages, prevented them from speaking and denied them food and water, according to a former captive whose husband is still being held.

The Israeli offensive in Rafah has forced all but one hospital to close , aid groups said. Transporting patients has been difficult and dangerous.

War in Ukraine

In northeastern Ukraine, a new front line divides families who live on either side of the border with Russia.

Secretary of State Antony Blinken suggested that the U.S. might let Ukraine strike inside Russia using American-made weapons .
