Mirror Images: The Standoff between Moscow and Western Capitals

Russia and the West are mired in mutual mistrust, sinking deeper with each contretemps in the post-Soviet space and every round of sanctions punishing perceived Russian malfeasance. A rapprochement appears unlikely soon, so both sides must open channels to avert confrontations where their interests collide.

Relations between Russia and the West are at a perilous juncture. The two sides’ narratives on major issues of the day – for instance, the future of Crimea or the wars in eastern Ukraine and Syria – are so disparate as to be mirror images of one another. Where Moscow sees beleaguered co-linguists crying out for defence, Western capitals see neo-imperial land grabs; where the West sees peoples resisting oppression, Moscow sees manufactured excuses for the expansion of Western hegemony.

Yet the distrust runs much deeper than interpretations of current events in places where the two sides’ interests clash; it extends to existential matters. “If this were just a question of narratives, that would be one thing”, a Moscow security insider remarked. His assessment was dark: the West believes Russia has no right to exist within its present borders, and wants to destroy it. Other Russian officials say much the same, albeit in milder language. In March, Senator Andrei Klimov issued a report alleging that Western states spent billions of dollars to weaken public trust in Russia’s political system through propaganda and agents of influence, including non-governmental organisations and education initiatives. His report was, in other words, the Duma’s variant of Western legislators’ inquiries into supposed Russian plots to subvert global democracy.

Moscow is immersed in tales of its own isolation. The talk of the town this spring was an article by President Vladimir Putin’s aide Vladislav Surkov whose Russian-language title translates as “The Loneliness of the Half-Caste”. The article argues that Russia, unable to find a home in either Europe or Asia, must give up its misguided quest to belong to either continent, and chart a unique geopolitical course. For its part, the U.S., insofar as its relations with Russia are concerned, is consumed with the investigations of connections between Moscow and Donald Trump’s presidential campaign. The EU – though its unity is perennially questioned – thus far is sticking to a coherent position of wariness toward Russia.

The mutual suspicion portends protracted geopolitical confrontation with several potential flashpoints where neither side wants to appear weak. So what alternatives might there be? Conversations with Russian and Western interlocutors in Moscow suggest that a lengthy standoff will be hard to avoid – but that its more frightening risks can be managed.

Putin’s Landslide Victory

Western ambassadors in Moscow quip that Russia’s March presidential election was a nail-biter. But the outcome – a landslide victory for Putin – was surprising in one way. The 67.5 per cent turnout exceeded even the Kremlin’s expectations. It signalled in part that Putin enjoys considerable support, even if helped along by the machinery of state-run media and what Russians call “political technologies”, which close off alternatives to the president. But voters also seem to have been galvanised by the Skripal affair – the poisoning of a Russian ex-double agent and his daughter in the UK. The British are treating the case as the first instance of military-grade nerve toxin use in Europe since World War II, and along with a number of other Western governments, have expelled dozens of Russian diplomats in pre-emptive punishment. The Russian media portrays the affair as a Western provocation and yet another indication of a rabid anti-Russian agenda; many Russian voters appear to have agreed.

On the eve of Putin’s fourth inauguration, signs point to Moscow hewing to its present domestic and foreign policy course. According to a Russian foreign policy expert, the Kremlin sees the election as a strong endorsement of its approach, even if many are already looking ahead to 2024, when Putin’s final term will expire and he is expected to stand down. Moscow will continue to seek a prestigious role in a multipolar world, with clearly defined spheres of influence. It will also, as one Russian official put it, work to establish “a signalling system between partners that reminds everyone of the reliable rules of the Cold War”. Avoiding loss of face on the world stage will remain a central principle for the Kremlin, whose political operatives are convinced that domestic stability could suffer if it backs away from its red lines on Ukraine or the Middle East.

The makeup of Putin’s new government, due to be announced in early May, could provide hints as to the shape of domestic policy in the coming years. Most Russian experts agree that structural reforms – particularly the economic shifts that liberals had hoped might serve as a basis for stronger ties with the West – are unlikely to occur. The Kremlin apparently sees little need for such reforms. The economy has been hard hit by multiple sanctions regimes – from penalties related to Russia’s 2014 invasion of Crimea and interference in eastern Ukraine to the more drastic U.S. sanctions linked to Russian efforts to meddle in the 2016 presidential election. Yet, as of late April, Russia’s Central Bank had over $460 billion worth of reserves and, as one Russian analyst told Crisis Group, it “is full of smart people who know how to use [the money] to stabilise the economy”.

A Protracted Confrontation

Still, Russian experts and Western diplomats agree that reducing tensions is of paramount importance. The former tend to cite two broad approaches. The first would work from the general to the specific – that is, renegotiate the principles governing international affairs and then, according to those principles, address disputes over Syria, Ukraine and alleged electoral sabotage. The second would aim for progress on a specific problem – namely eastern Ukraine – and apply the positive momentum to other crises.

Russians and Westerners alike consider both options to be long shots, due partly to divergent basic assumptions and partly to limited diplomatic access and capacity. Westerners have little contact with the Kremlin insiders who make most decisions – and only some with the more forthcoming but less influential foreign ministry. The spate of diplomatic expulsions after the Skripal affair means there is even less interaction.

Still, even with the right diplomatic mechanisms in place, either approach would likely be hampered by disagreements on substance. The first approach, which might be described as the “ grand bargain” scenario, would involve reviving the logic of spheres of influence and, ideally, the fraying arms control regimes. Many Russians would welcome this step toward restoring their country’s “rightful” place in world affairs. But many Westerners see even the much-needed review of arms controls regimes as a tall order. More importantly, most Western diplomats claim that the principle that all states are entitled to make sovereign choices is non-negotiable – so the logic of spheres of influence is a non-starter. Russian experts counter that the West needs to be more honest about the limits of its principles, pointing out that Washington would surely object, for instance, to Venezuela choosing membership in the Russian-led Collective Security Treaty Organisation. 

Moreover, as far as Europe is concerned, Russia’s past actions, including its annexation of Crimea, rule out a discussion of new principles. Moscow has unilaterally violated principles that it previously agreed to, such as the Helsinki Principles and those contained in the Paris Charter. Russia, in turn, argues that the West unilaterally violated other rules long before Crimea, for instance, in Kosovo, Iraq and Libya.

A fundamental barrier to any new “grand bargain” is mutual mistrust: as one European diplomat in Moscow puts it, even if the two sides could agree on a way forward, Europeans fear Russians would keep redefining their interests to seek greater concessions. The mistrust is already harming discussions that could lay the basis for reviving arms control regimes. Attempts to pursue informal structured dialogue in the Organisation for Security and Cooperation in Europe (OSCE), which involves officials from all the OSCE’s participating states, on issues including threat perceptions and military postures highlighted that flexibility – even basic willingness to explore options beyond states’ existing positions – was lacking.

Lastly, there is President Trump. A senior EU official told Crisis Group that Russia’s pro-Western neighbours are particularly wary of Trump’s penchant for grand bargain rhetoric, given how unpredictable his approach to foreign policy appears to have become. These fears persist despite State Department assurances that Washington will stick to its principle of supporting the sovereign choices of all European nations. The official said one of Russia’s neighbours had clearly signalled that it would make trouble if the U.S. showed signs of going for a grand bargain approach over the heads of the countries situated between the EU and Russia, or downgrading its support for the pro-Western path of those – like Ukraine, Georgia or Moldova – that have chosen it.

The second option – using progress on the Donbas crisis in eastern Ukraine as a wedge to open up dialogue in other areas – seems equally unlikely, for different reasons. 

A clear framework for conflict settlement is in place with the Minsk Agreements, but neither Moscow nor Kyiv is eager to implement Minsk provisions without being able to dictate the terms. Moscow finds the current situation insufficiently costly, to its reputation or its finances, to back down from its demand that Ukraine reintegrate the territory controlled by Kremlin proxies and grant them extensive autonomy. Russians involved with Minsk negotiations say the West will support Ukraine whatever it does, even if it attempts to crush the eastern rebels by force. This means, they say, that Moscow has no choice but to stay politically and financially involved in Donbas. Kyiv, meanwhile, is loath to reintegrate a Kremlin-infiltrated Donbas, particularly while state institutions and the economy are already fragile. While Moscow bears primary responsibility for the conflict and continues to actively undermine Ukraine’s security, Kyiv’s palpable disinterest in implementing Minsk – it lacks even a vision for reintegrating Donbas with all its citizens – plays into Russia’s hands.

To make matters worse, both Moscow and Kyiv appear to be edging toward adopting harder lines. An adviser to the Russian administration told Crisis Group that Moscow was even entertaining the possibility of officially recognising the Donbas separatist entities as independent states – a move guaranteed to derail the limited but steady dialogue in the Minsk format. New U.S. sanctions – the latest round imposed by Washington on 6 April – make the Donbas sanctions pale in comparison, he said, so there are fewer carrots to induce Moscow to seek compromise. This notion may be posturing designed to spur the West to heed Russia’s concerns. But even so it leaves little space for constructive dialogue. Similarly, in Kyiv, hardline options, which are increasingly floated in private and in public, range from isolation of the conflict regions to more assertive military deployments. Many observers believe this hawkish rhetoric is tied to Ukraine’s 2019 presidential and parliamentary elections, as politicians vie for support from key nationalist constituencies, and believe that it will remain just talk. That may well be the case, but such sentiment nevertheless has a chilling effect on the peace process and also is difficult to walk back once unleashed.

What Can Be Done?

An adviser to the Kremlin said he is hard pressed for ideas about how to narrow the Russian-Western divide: “When it is 50 degrees Celsius outside, how can you sit down and play chess, when you know full well that moving a pawn will do nothing to bring the temperature down?”

He may well be right. President Putin will be in office for the next six years. Any successor may well be still more nationalistic, so the West should not count on strategic patience. But neither should Russia, because the West, too, is unlikely to depart from its red lines. A high-level EU official in Brussels has explained that existential fears drive the EU member states’ firm positions, even if there is little transatlantic coordination on Russia these days: “If ministers of foreign affairs of EU countries consider Russia as a potential partner for problems in Syria, for example, a number of heads of state view it as a threat to their domestic political systems – and that is what keeps the unity stronger than many think”.

Instead, Western capitals and Moscow should opt for risk reduction: where possible, they must seek to minimise the possibility of inadvertent military confrontation that could spiral out of control. To address immediate risks of accidental clashes in conflict theatres, military-to-military contacts between Western and Russian officials are essential. Both sides are acutely aware of this need, as a Russian official and a NATO country diplomat in Moscow confirmed. Where both sides’ involvement is greater or measures that carry particular risks are foreseen, top-level political contacts are important to avoid misunderstandings; French President Emmanuel Macron’s call to Putin ahead of the 14 April strikes on Syria was an excellent example. Lower-level diplomatic channels, too, should be reinforced as much as possible – with the understanding that diplomatic missions decimated by mutual expulsions are often unable to handle basic political dialogue.

Without budging from its principles, the West should engage with Russia through formal and informal diplomatic channels, demonstrating that it hears Moscow and is aware of the degree to which the Kremlin’s views depart from its own. Moscow, for its part, should lay out its own concerns to Western partners with an understanding that many in the West cannot distinguish between its genuine interests or fears, and its positions, which have at times been disingenuous, as in the case of Russia’s engagement in Donbas.

The West must maintain its red lines on issues like interference in Donbas or the alleged use of a military-grade nerve agent in Europe, while understanding that Russia’s leaders are likely to adhere to their own. Sanctioning Russian leaders for clear violations of international law or overtly hostile acts is reasonable, although Moscow no doubt will argue that Western violations of international law such as in Iraq went unpunished. The West should not partially lift Donbas sanctions in return for partial but hard-to-measure progress toward peace. Any potential further Russian aggression in Ukraine, or Russia’s other neighbours, might even warrant further penalties. But the West should frame any new restrictive measures with care. Irreversible or ill-defined sanctions risk pushing the Russian populace even deeper into a defensive mindset and reinforcing anti-Western sentiment.

The West should press both Moscow and Kyiv for progress on Donbas. Moscow must cease its interference in eastern Ukraine, but Kyiv also needs to accept that without movement on the Minsk agreement’s political provisions, Western patience with Ukraine will grow thin. Western powers should push Kyiv to come up with a vision for a unified Ukraine that offers all people living in the east a future in the reintegrated country but does not undermine its cohesion.

There is no Russian-Western rapprochement on the horizon. But, until the spirit of cooperation returns, Moscow and Western capitals must find ways to reduce and manage risks. They must keep channels open, lest the gulf between worldviews widen so far it cannot be bridged.

The Heavenly Kingdom on Red Square at Spring Twilight

The view of Pokrovsky Sobor (Intersession cathedral), the original name of St. Basil's Cathedral, on Red Square in Moscow, when lights were just on against the darkening sky at the begining of April, 2014. The church's design is based on deep religious symbolism and was meant to be an architectural representation of the New Jerusalem - the Heavenly Kingdom described in the Book of Revelation of St. John the Divine.

The famous St. Basil's Cathedral was commissioned by Ivan the Terrible and built on the edge of Red Square between 1555 and 1561. The cathedral was built to commemorate Ivan the Terrible's successful military campaign against the Tartar Mongols in 1552 in the besieged city of Kazan. Victory came on the feast day of the Intercession of the Virgin, so the Tsar chose to name his new church the Cathedral of the Intercession of the Virgin on the Moat, after the moat that ran beside the Kremlin. The church was given the nickname "St. Basil's" after the "holy fool" Basil the Blessed (1468-1552), who was hugely popular at that time with the Muscovites masses and even with Ivan the Terrible himself.

St. Basil's is a delightful array of swirling colors and redbrick towers. Its design comprises nine individual chapels, each topped with a unique onion dome and each commemorating a victorious assault on the city of Kazan. In 1588 the ninth chapel was erected to house the tomb of the church's namesake, Basil the Blessed. The eight onion dome-topped towers are positioned around a central, ninth spire, forming an eight-point star. The number eight carries great religious significance; it denotes the day of Christ's Resurrection (the eighth day by the ancient Jewish calendar) and the promised Heavenly Kingdom - the kingdom of the eighth century, which will begin after the second coming of Christ. The eight-point star itself symbolizes the Christian Church as a guiding light to mankind, showing us the way to the Heavenly Jerusalem and it represents the Virgin Mary, depicted in Orthodox iconography with a veil decorated with three eight-pointed stars. The cathedral's star-like plan carries yet more meaning - the star consisting of two superimposed squares, which represent the stability of faith, the four corners of the earth, the four Evangelists and the four equal-sided walls of the Heavenly City.

'Mysterious monolith' pops up in desert near Las Vegas leaving police officers baffled

Law officers have been left baffled after the discovery of a mysterious gleaming monolith in a remote mountain range in the desert near Las Vegas.

The authorities became aware of the bizarre structure after it was spotted glinting in the distance in the dry hills above the famous resort city. Members of a volunteer search and rescue unit reported coming across the mirrored object near Gass Peak in Nevada’s Desert National Wildlife Refuge.

In a post on social media officers said they had no idea how the space-age looking monolith came to be standing alone in the Mojave Desert, but it is not the first such oddity spotted out there in recent years. Las Vegas police shared an image of the discovery on X (formerly Twitter ), saying: “We see a lot of weird things when people go hiking like not being prepared for the weather , not bringing enough water... but check this out!

“Over the weekend, (LV Search and Rescue) spotted this mysterious monolith near Gass Peak north of the valley.” The sighting is the latest in a string of such encounters with instances of mysterious shiny columns popping up around the world on record since at least 2020.

The first such occurrence was a 12-foot-tall metal monolith similar to the one seen in Las Vegas which was discovered deep in the desert in Utah in November 2020. The area where it was found was so remote that officials kept the location a secret at first out of fear that curious members of the public would get lost or stranded in the deep desert trying to find the unusual object.

Since then sightings of similar monoliths have been reported in Romania, central California and in downtown Las Vegas on Fremont Street. In March 2024, a 10ft monolith appeared on a hill in Wales, causing confusion amongst locals.

Richard Haynes, who took photographs of the Welsh sighting while running on Hay Bluff, told WalesOnline : “I went off towards Hay Bluff towards where the trig point is and I looked over to my right. I thought it looked a bit bizarre and might be a scientific media research thing collecting rainwater.

“But then realised it was way too tall and strange for that. Then I went up to it and it was about 10-foot-tall at least and triangular, definitely stainless steel. It was hollow and I imagine pretty light. Light enough for two people to carry it up and plant it in the ground.”

A few weeks after it was first spotted, the Utah monolith was pushed over and broken into pieces by a group of four men, according to an eyewitness. One of the men said “this is why you don’t leave trash in the desert,” before removing the remains in a wheelbarrow.

CUPERTINO, CALIFORNIA  Apple today previewed iOS 18 , a major release that features more customization options, the biggest redesign ever of the Photos app, new ways for users to manage their inbox in Mail, Messages over satellite, and so much more. Users will be able to arrange apps and widgets in any open space on the Home Screen, customize the buttons at the bottom of the Lock Screen, and quickly access more controls in Control Center. Photo libraries are automatically organized in a new single view in Photos, and helpful new collections keep favorites easily accessible. Mail simplifies the inbox by sorting email into categories using on-device intelligence, and all-new text effects come to iMessage. Powered by the same groundbreaking technology as existing iPhone satellite capabilities, users can now communicate over satellite in the Messages app when a cellular or Wi-Fi connection isn’t available. 1

iOS 18 also introduces Apple Intelligence , the personal intelligence system for iPhone, iPad, and Mac that combines the power of generative models with personal context to deliver intelligence that’s incredibly useful and relevant. 2 Built with privacy from the ground up, Apple Intelligence is deeply integrated into iOS 18, iPadOS 18, and macOS Sequoia. iPhone users have new ways to customize the Home Screen, Lock Screen, and Control Center. Users can now arrange apps and widgets in any open space on the Home Screen, including placing them right above the dock for easy access or perfectly framing a wallpaper. App icons and widgets can take on a new look with a dark or tinted effect, and users can make them appear larger to create the experience that is perfect for them.

Control Center has been redesigned to provide easier access to many of the things users do every day, and it gets new levels of customization and flexibility. The redesign delivers quick access to new groups of a user’s most-utilized controls, such as media playback, Home controls, and connectivity, as well as the ability to easily swipe between each. Users can now add controls from supported third-party apps into Control Center to quickly unlock a vehicle or jump right into capturing content for social media — all from one place. The new controls gallery displays the full set of available options, and users can customize how the controls are laid out, including adjusting them to the ideal size and creating entirely new groups.

For the first time, users can now switch the controls at the bottom of the Lock Screen, including choosing from options available in the controls gallery or removing them entirely. With the Action button available on iPhone 15 Pro and iPhone 15 Pro Max, users can quickly invoke controls available in the gallery.

Photos receives its biggest-ever redesign to help users easily find and relive special moments. A simplified, single view displays a familiar grid, and new collections help users browse by themes without having to organize content into albums. Plus, collections can be pinned to keep favorites easily accessible. A new carousel view presents highlights that update each day and feature favorite people, pets, places, and more. Autoplaying content throughout the app brings libraries to life, so past moments can be enjoyed while browsing. Because each user’s photo library is unique, the app is customizable, so users can organize collections, pin collections to access frequently, and include what’s most important to them in the carousel view.

iMessage receives all-new text effects that bring conversations to life by amplifying any letter, word, phrase, or emoji with dynamic, animated appearances. Users can better express tone by adding formatting like bold, underline, italics, and strikethrough. Tapbacks expand to include any emoji or sticker, and now users can compose a message and schedule to send it at a later time.

When messaging contacts who do not have an Apple device, the Messages app now supports RCS for richer media and more reliable group messaging compared to SMS and MMS.

iOS 18 introduces Messages via satellite for the times when cellular and Wi-Fi connections aren’t available. Powered by the same groundbreaking technology as existing iPhone satellite capabilities, Messages via satellite automatically prompts users to connect to their nearest satellite right from the Messages app to send and receive texts, emoji, and Tapbacks over iMessage and SMS. 3 With Dynamic Island, users always know when they are connected to a satellite. Because iMessage was built to protect user privacy, iMessages sent via satellite are end-to-end encrypted.

Later this year, Mail will introduce new ways for users to manage their inbox and stay up to date. On-device categorization organizes and sorts incoming email into Primary for personal and time-sensitive emails, Transactions for confirmations and receipts, Updates for news and social notifications, and Promotions for marketing emails and coupons. Mail also features a new digest view that pulls together all of the relevant emails from a business, allowing users to quickly scan for what’s important in the moment.

Safari, the world’s fastest browser, 4 now offers an even easier way to discover information on the web with Highlights and a redesigned Reader experience. Using machine learning, Safari can surface key information about a webpage. For example, users can review a summary to get the gist of an article; quickly see the location of a restaurant, hotel, or landmark; or listen to an artist’s track right from an article about the song or album. Reader has been redesigned to offer even more ways to enjoy articles without distraction, with a summary and table of contents included for longer articles.

Building on the foundation of Keychain, which was first introduced more than 25 years ago, the new Passwords app makes it easy for users to access their passwords, passkeys, Wi-Fi passwords, and verification codes. The app also includes alerts for users regarding common weaknesses, such as passwords that are easily guessed or used multiple times and those that appear in known data leaks.

iOS 18 gives users even more control with tools to manage who can see their apps, how contacts are shared, and how their iPhone connects to accessories.

Locked and hidden apps offer users peace of mind that information they want to keep private, such as app notifications and content, will not inadvertently be seen by others. Users can now lock an app; and for additional privacy, they can hide an app, moving it to a locked, hidden apps folder. When an app is locked or hidden, content like messages or emails inside the app are hidden from search, notifications, and other places across the system.

iOS 18 puts users in control by letting them choose to share only specific contacts with an app. In addition, developers now have a way to seamlessly connect third-party accessories with iPhone without letting an app see all the other devices on a user’s network, keeping a user’s devices private and making pairing seamless.

Deeply integrated into iOS 18 and built with privacy from the ground up, Apple Intelligence unlocks new ways for users to enhance their writing and communicate more effectively. With brand-new systemwide Writing Tools built into iOS 18, users can rewrite, proofread, and summarize text nearly everywhere they write, including Mail, Notes, Pages, and third-party apps.

New image capabilities make communication and self-expression even more fun. With Image Playground, users can create playful images in seconds, choosing from three styles: Animation, Illustration, or Sketch. Image Playground is easy to use, built right into apps like Messages, and also available in a dedicated app.

Memories in Photos lets users create the stories they want to see just by typing a description. Apple Intelligence will pick out the best photos and videos based on the description, craft a storyline with chapters based on themes identified from the photos, and arrange them into a movie with its own narrative arc. In addition, a new Clean Up tool can identify and remove distracting objects in the background of a photo — without accidentally altering the subject.

With the power of Apple Intelligence, Siri takes a major step forward, becoming even more natural, contextually relevant, and personal. Users can type to Siri, and switch between text and voice to communicate with Siri in whatever way feels right for the moment.

With Private Cloud Compute, Apple sets a new standard for privacy in AI, with the ability to flex and scale computational capacity between on-device processing, and larger, server-based models that run on dedicated Apple silicon servers. When requests are routed to Private Cloud Compute, data is not stored or made accessible to Apple and is only used to fulfill the user’s requests, and independent experts can verify this privacy.

Additionally, access to ChatGPT is integrated into Siri and systemwide Writing Tools across Apple’s platforms, allowing users to access its expertise — as well as its image- and document-understanding capabilities — without needing to jump between tools.

NATO has appointed Dutch Prime Minister Mark Rutte as its next secretary general.

The outgoing leader of the Netherlands will take charge of the world's biggest security organisation at a critical time for European security.

Mr Rutte's appointment was sealed by NATO ambassadors during a meeting at the 32-nation alliance's headquarters in Brussels.

Joe Biden and his counterparts will formally welcome him to their table at a summit in Washington from 9 -11 July.

The Dutch premier will then take over from the current secretary general, Norway's Jens Stoltenberg, on 1 October.

Congratulating his appointment, Prime Minister Rishi Sunak said he was "confident" Mr Rutte would continue Mr Stoltenberg's "outstanding work in keeping NATO strong and united".

European Union countries are looking to set up a new sanctions regime to counter hybrid attacks, draft European Council conclusions showed today.

EU leaders will meet tomorrow and Friday to discuss critical issues including the war in Ukraine, the Middle East, security and defence and recent political events in Georgia.

Discussing a new framework to target hybrid attacks that have been rising over the last year is also on the agenda.

"The European Council strongly condemns all types of hybrid activities... including intimidation, sabotage, foreign information manipulation and interference, disinformation, malicious cyber activities and the instrumentalisation of migrants by third countries," the draft conclusions stated.

"In response to Russia's destabilising actions abroad, the European Council reiterates its call for work to be taken forward in the Council to establish a new sanctions regime."

NATO said in May it was "deeply concerned" about recent hybrid attacks that affected several EU countries, notably those on its eastern flank, and blamed Russia.

Moscow regularly denies Western accusations that it is involved in hybrid attacks.

What are hybrid attacks?

NATO define hybrid attacks as threats that combine military and non-military as well as covert and overt means, including "disinformation, cyber attacks, economic pressure, deployment of irregular armed groups and use of regular forces".

These kinds of attacks are below the threshold of open armed aggression but are intended to manipulate the targeted government and society indirectly.

They aim to cause public panic, soften the targeted country's authorities, and force decisions desired by the aggressor.

They can be conducted by agents of secret services or special forces, non-state mercenaries, private military contractors or recruited local criminals. 

China is not neutral when it comes to the Russia-Ukraine war and has sided with Vladimir Putin, according to the US ambassador to Beijing.

Nicholas Burns said that despite its claims of neutrality, China was providing a range of technologies to Moscow while maintaining strong trade ties with Russia throughout the conflict.

Speaking in the Chinese financial hub of Shanghai, he said Russia's invasion, now in its third year, had become an "existential crisis" in Europe.

"We think it's a major mistake to allow Chinese companies, by the thousands, to be sending so many components, technology components, microprocessors (and) nitrocellulose to Russia to reinforce and strengthen the defence industrial base of the Russian Federation for this brutal war," Mr Burns said.

China "is not neutral, but has effectively sided with Russia in this war", the ambassador added.

Beijing has refused to refer to Russia's invasion as such, and has blamed NATO for provoking Mr Putin. Prior to the invasion in February 2022, China and Russia signed an agreement vowing a limitless friendship.

EU sanctions

Meanwhile, China has called on the European Union to "unconditionally" stop sanctioning Chinese firms.

The EU's 14th package of sanctions on Russia included several companies located in Hong Kong, as well as two global satellite giants.

The firms are now subject to drastic restrictions over sales of "dual-use goods and technology" that could be used for the "enhancement of Russia's defence and security sector".

Beijing hit back on Tuesday, saying it opposed "unilateral sanctions with no basis in international law" and had lodged "stern representations" with the EU.

"The development of normal exchanges and cooperation between Chinese and Russian businesses does not target any third party," foreign ministry spokeswoman Mao Ning said at a regular press briefing in Beijing.

In general, the official line from the Kremlin on this case is that it's a matter for the court and it therefore can't comment.

That was the answer last week when Vladimir Putin's spokesman, Dmitry Peskov, was asked why the trial would be held behind closed doors.

Russia insists its courts are independent, and that justice must be left to run its course.

Today, the line evolved slightly. Mr Peskov said the case was "not so resonant" in Russia.

That's not how it felt at the courthouse in downtown Yekaterinburg.

There were dozens of camera crews and photographers there, including a local outlet called Scream TV, which appeared more interested in us, as foreign media, than the case itself. 

The US accuses Russia of stockpiling Americans, like Evan Gershkovich, to use as human bargaining chips.

If that's the case, it feels like the Kremlin is trying to maximise its leverage, because Mr Peskov also said today that there was currently no sign of a possible exchange.

Moscow is working on a "big treaty" with Iran, Russia's foreign ministry spokesman Maria Zakharova has said.

Ms Zakharova's comment appeared to be a reference to a comprehensive bilateral cooperation agreement that is being negotiated between Tehran and Moscow.

Earlier this year, it was reported that Iran had supplied Russia with ballistic missiles.

Reuters news agency reported that the Iranian regime had supplied around 400 missiles to Russia for the first time since Vladimir Putin launched his full-scale invasion.

The munitions included many short-range ballistic missiles, with the ability to strike targets at a range of between 186 and 435 miles.

And in January, Russia's foreign ministry said that a new interstate treaty reflecting the "unprecedented upswing" in Russia-Iran ties was in the final stages of being agreed.

European Union countries have agreed a sanctions package against Belarus today, in an effort to close off a route to avoiding restrictions on Russia.

EU diplomats and Belgium announced the development, as the bloc adopted its 14th package of sanctions to punish Russia for its full-scale invasion of Ukraine.

The new measures included clauses that increased responsibility on EU companies exporting via non-EU countries.

"This package will strengthen our measures in response to Russia's invasion of Ukraine, including combating circumvention of sanctions," Belgium, which holds the EU presidency until the end of June, said on X.

"With this package, we just closed the biggest loophole of our sanctions regime," the EU presidency said in a separate statement.

Efforts to close loopholes have intensified since last year and diplomats say Belarus amounted to one of the biggest.

The EU has been working since early last year to align sanctions already imposed on Belarus before Russia's invasion of Ukraine with measures in response to the war, but the country's major potash exports were one of the stumbling blocks.

One diplomat specified the text aligns measures on dual-use goods such as chips found in basic appliances as well as advanced technology and military wares.

The package dropped a provision some countries sought that would have allowed Belarusian potash and other agricultural goods to be exported via Europe in the event of price spikes.

The International Criminal Court (ICC) arrest warrants for Sergei Shoigu and Valery Gerasimov are "absurd", the Kremlin has said.

Speaking to reporters today, Kremlin spokesman Dmitry Peskov said: "We do not recognise the jurisdiction of this court.

"We are not members of the relevant statutes.

"Accordingly, we do not recognise these orders. Moreover, we consider it quite absurd, like the last two warrants that concerned the head of state and our children's ombudsman."

For context : Yesterday, the ICC Issued arrest warrants for Sergei Shoigu, the former Russian defence minister, and leading Russian general Valery Gerasimov for alleged crimes committed during Russia's invasion of Ukraine.

It brought to eight the number of arrest warrants issued against senior Russian suspects since the invasion. They include Vladimir Putin, who faces charges over the deportation of Ukrainian children to Russia.

The Hague-based court said Mr Shoigu and Mr Gerasimov were suspected of having committed war crimes and crimes against humanity for directing attacks against civilians and civilian objects in Ukraine.

Judges had found there were "reasonable grounds to believe that the two suspects bear responsibility for missile strikes carried out by the Russian forces against the Ukrainian electric infrastructure".

Mr Shoigu is now secretary of Russia's Security Council and Mr Gerasimov is chief of the Russian army's general staff.

The US embassy in Russia has said that Moscow has failed to provide any evidence to support espionage charges against Wall Street Journal reporter Evan Gershkovich.

In a statement on the first day of Mr Gershkovich's closed trial on spying charges, the embassy said the case was about the Kremlin using US citizens to achieve its political objectives.

"Russian authorities have failed to provide any evidence supporting the charges against him, failed to justify his continued detention, and failed to explain why Evan's work as a journalist constitutes a crime," the embassy said.

Earlier, Mr Gershkovich was seen standing in a glass box, with a shaved head, ahead of the trial.

The 32-year-old reporter, who has already spent nearly 15 months behind bars in Moscow's notorious Lefortovo jail, faces up to 20 years in prison if found guilty.

Russian courts convict more than 99% of the defendants who come before them, and prosecutors can appeal sentences they regard as too lenient, and can even appeal acquittals.

Volodymyr Zelenskyy has visited troops in the eastern frontline Donetsk region today with his top military leadership.

In a statement on Telegram , Mr Zelenskyy said he held a detailed meeting on security with military leaders and addressed many issues.

"There will be a separate conversation in Kyiv, particularly with officials who must be here and in other areas near the frontline - in difficult communities where people need immediate solutions. Solutions that simply cannot be seen from Kyiv," he said.

Mr Zelenskyy said he was "surprised" to learn that some relevant officials have not been in the region "for six months or more".

"There will be a serious conversation, and I will draw appropriate conclusions regarding them," he added.

What do we know about the Donetsk region?

The eastern region forms part of the Donbas - along with Luhansk - and fighting here is relentless.

The region was once known for its coal and steel manufacturing but it is now part of the Kremlin's ongoing invasion, with Vladimir Putin intent on seizing the entire territory.

Parts of the Donbas are occupied by Russian proxy governments.

A Russian official has suggested publicly whipping disobedient Russians.

In a translated clip shared by columnist at The Daily Beast Julia Davis, State Duma deputy Andrey Svintsov discussed his thoughts on those who spoke out against the Kremlin.

"Those who repent should publicly apologise and publicly receive 20 lashes with a whip in Red Square," he said.

"After that, they could continue their entrepreneurship but with a new tax rate."

He went on to say that if people spoke out against the country they needed to be punished "officially".

"It's mandatory, whipping them is mandatory," he said.

"We have to bring back physical punishment."
