Home Visit rates

** A $20 surcharge applies on weekends, and a $40 surcharge on public holidays.

Medicare will pay for most of the cost of your visit. Medicare requires us to take the gap payment + the Medicare rebate upfront. You will be issued a receipt to allow you to claim your rebate back from Medicare. Speak to our receptionist to learn more.

Telehealth rates

The fee for telehealth depends on the length of the consultation and the start time of the consultation.

Consultation starting before 11pm:

**Some patients will be eligible to claim Medicare rebates for Telehealth performed by Night Doctor. Please see this FAQ for more information.

Consultation starting after 11pm:

Urgent conditions.

After 11pm there is a Medicare rebate for all patients with urgent conditions. In order to access this rebate Medicare requires the Doctor to justify that you have an urgent condition (i.e your condition is at risk of deteriorating before 8am the next morning). The consultation must take place over a video call rather than a standard phone call.

The rebate is significantly higher than for the standard rebates. So while the total fee you pay is higher your rebate is also higher by the same amount and the out of pocket gap amount is unchanged.

Urgent Telehealth Video consult after 11pm: $210.75

Non-urgent conditions

If the Doctor cannot justify to Medicare that your condition is at risk of deterioration before 8am, they cannot charge the urgent item and the fees for consultations before 11pm will apply instead.

Determining what is urgent is difficult, as very little guidance is provided by Medicare. Our receptionists can run your issue past the doctor prior to your consultation and can let you know if you will be bulk billed or a fee will apply.

We understand this situation is not ideal but we are trying to do the best we can to help patients and operate within Medicare billing guidelines.

Medicare will pay for most of the cost of your visit. Medicare requires us to take the gap payment + the Medicare rebate upfront. You will be issued a receipt to allow you to claim your rebate back from Medicare. Speak to our receptionist to learn more. Patients must show a valid commonwealth concession card to the doctor on their arrival to be eligible for concession rates. Eligible cards are: a Pensioner Concession Card, Health Care Card or Commonwealth Seniors Health Card issued by either Centrelink or the Department of Veterans' Affairs.

Urgent Telehealth Video consult after 11pm: $200.75

You must show a valid Overseas Student Health Cover (OSHC) card to the doctor on their arrival to be eligible for OSHC rates. You will be charged 'No Health Cover' rates if you do not have a valid card.

**Some patients will be eligible to claim a rebate for Telehealth performed by Night Doctor. Please see this FAQ for more information. The same criteria as for Medicare is used for Overseas Students Health Cover claims.

Urgent Telehealth Video consult after 11pm: $198.20

Medicare will pay for most of the cost of the visit. Medicare requires us to take the gap payment + the Medicare rebate upfront. A receipt will be issued to allow the carer to claim the rebate back from Medicare. Speak to our receptionist to learn more.

Home visit rates

We will issue overseas travellers with a receipt to allow you to claim the visit fee back from your insurer.

A fee of $159 is payable for patients with no health cover.

There are three components to your bill for home visits:

  • The gap. This is the out-of-pocket fee for your visit
  • The maximum upfront consultation fee. This is the maximum amount you will have to pay for your consultation, and consists of The gap plus the Medicare rebate you are entitled to from Medicare or Overseas Student Health Cover (OSHC) fund.
  • Additional fee(s) occasionally apply for optional procedures and are fully refundable by Medicare or OSHC funds. These fees will only be charged if necessary and with your consent.

A gap fee is essentially the out of pocket cost to the patient for a medical service. It is the difference between the fee patients pay for a consultation and what they will receive back from Medicare.

Medical Practices use Gap fees to clearly indicate to patients their out-of-pocket costs, as Medicare billing is complicated and the overall cost of the consultation cannot often be calculated until after it is completed.

You need to make sure you have sufficient funds available on your card to make the payment. When you book, the maximum upfront cost (excluding additional optional procedure fees) will be told to you by our receptionist.

We will ask for your card details at the time of booking. No funds will be taken from your card until the doctor attends for your home visit.

If you are unable to pay at the start of the visit then the visit will be terminated and you will be sent a bill for a missed appointment, to cover the Doctor’s time spent navigating to your house. There are no exceptions to this policy.

We bulk bill patients with DVA Gold cover for home visits and telehealth. We private bill all other patients.

Yes. You will be charged $160 and you will not be able to claim any of the money back from Medicare. You will not be able to use our service again until the bill has been paid.

We are able to offer a translation service to patients. Please inform the receptionist at the time of booking if you wish to have a translator arranged for the consultation and what language you wish the translator to speak.

The cost of translation is $35 per 15 minutes.

Some patients will be eligible to claim medicare rebates for Telehealth performed by Night Doctor.

In order to claim a Medicare rebate for Telehealth provided by Night Doctor you will need to meet one of the following criteria:

  • Have had a face to face consultation with a GP in a practice who is affiliated with Night Doctor in the previous 12 months. You can check the list of our affiliated practices below
  • Children under the age of 12 months
  • People who are homeless
  • Patients receiving an urgent after-hours (unsociable hours) service (e.g the consultation occurs between 11pm and 7am and is deemed urgent by the consulting doctor).
  • Patients of medical practitioners at an Aboriginal Medical Service or an Aboriginal Community Controlled Health Service
  • People isolating because of a COVID-related State or Territory public health order, or in COVID-19 quarantine because of a State or Territory public health order.

If you do not meet the above criteria at the time of the consultation you are not allowed to claim a Medicare rebate for Telehealth from Night Doctor.

Doctor Home Visits is a service provided by The Western Australian Deputising Medical Service (WADMS) and exists solely to offer patients home medical care both in-hours and after-hours on behalf of their own GP.

Our board of members is made up entirely of well-respected doctors who donate their time and experience to create and maintain an ethical and professional deputising medical service for the benefit of Perth’s population.

As a non-profit co-operative, we are one of the oldest and still remain the only 24 hour 365 days of the year locum service, with the call centre also located locally in Perth. The telephones are answered around the clock with a friendly operator always on hand to assist.

Our staff take pride in providing the best possible service to all of our GP members. Not only do we consistently provide the highest level of care to all of our patients, but we are always expanding our visiting boundary and increasing our roster of locum doctors to meet the needs of a growing Perth community.

Being able to afford health care is a pressing issue for many Australians. And encouraging GPs to bulk bill is one measure the government is taking to ease the strain.

So what would it take for GPs to bulk bill everyone? In our recent paper , we calculated this is possible and affordable, given the current health budget.

But we show recent incentives for GPs to bulk bill aren’t enough to get us there.

Instead, we need to adjust health policies to increase bulk-billing rates and to make our health system more sustainable.

How do the incentives work?

In recent years, the government has introduced various incentives to try and encourage GPs to bulk bill (so patients pay nothing out-of-pocket).

The most recent has been the “ triple bulk-billing incentives ” or “triple bonus” for short. These have been in place since November 2023.

Under these incentives, GPs in metropolitan areas are paid a A$20.65 bonus if they bulk bill concession card holders or children under 16 years. GPs in rural and remote areas are paid $31.35-$39.65 extra. These bonus payments are in addition to regular Medicare rebates GPs receive.

But when we looked at whether these latest incentives are likely to work to boost bulk billing, we found a city-country divide.

City GPs may not be convinced

We worked out the triple bonus will not help most people in metropolitan areas.

That’s because in these areas the bonus is much lower than what patients currently pay out-of-pocket. In other words, if GPs did bulk bill these groups, their income would be lower than what they could have charged. So the bonus wouldn’t be enough incentive for them to bulk bill.

For example, we found in greater Melbourne, the average out-of-pocket costs for a non-bulk billed GP visit is about $30-$56 depending on the suburb. This is much higher than the $20.65 triple bonus amount in metropolitan regions. We see similar patterns across all metropolitan areas.

But country GPs may be swayed

The picture is different in rural and remote areas. Here, the average out-of-pocket cost for a non-bulk billed GP visit varies substantially – around $28-52 in rural regions and $32-123 in remote areas. The highest cost on the mainland was $79 but GP visits on Lord Howe Island were the most expensive overall, at $123.

For patients living in areas where their actual payment is less than the bonus amount, the incentive does help. In other words, it would be financially advantageous for GPs to bulk bill these patients, but not where the out-of-pocket costs are higher than the bonus.

How about bulk billing for all?

The picture is a little more complex when we start talking about bulk billing all GP visits – regardless of location or patients’ concession card status.

We worked out this would cost about $950 million a year for all GP services, or $700 million a year for face-to-face GP consultations.

This is within reach under the current budget, especially for face-to-face GP consultations.

The government has earmarked $3.5 billion over five years for the “triple bonus” incentives. That’s $700 million a year.

We can afford to, but should we?

Introducing free GP visits for all would require careful consideration, as it would encourage more GP visits.

This might be a good thing, particularly if people had previously skipped beneficial care due to high costs . However, it may encourage more people to see their GP unnecessarily , taking away limited resources from those who really need them. This could ultimately increase wait times for everyone.

So providing free GP visits for all may not be efficient or sustainable, even if it’s within the budget.

But paying more than $50 for a GP visit, as many do, seems too expensive and also makes the health-care system less efficient.

That’s because primary care is often considered high-value and preventive care. So if people can’t afford to go to the GP, it can lead to more expensive hospital and emergency room costs down the track.

So we need to strike a balance to make primary care more affordable and sustainable.

How do we strike a balance?

One, concession card holders and children should get free primary care regardless of where they live. This would allow more equitable care to populations who need health care the most. Bulk bulling children is a long-term investment , which may delay onset of diseases, and prevent intergenerational poverty and poor health.

Two, the government could also provide free primary care to all people in rural and remote areas. It can do this by lowering the triple bonus to match what GPs currently charge. Over time, GPs and the government can evaluate and negotiate fair prices for GPs to charge. This can be adjusted in line with inflation and other measures.

Three, the government can increase Medicare rebates (the amount Medicare pays a doctor for a GP visit) so patients not covered above only pay about $20-30 a visit. We consider this an affordable amount that will not result in more use of primary care than necessary.

Four, the government can design a policy to reduce unnecessary GP visits that take away limited GP time from high-need patients. For example, patients currently need to see GPs to get referral letters although they already have an established specialist for their ongoing chronic conditions.

Five, the government can provide GPs funding needed to improve patient outcomes and reward GPs who provide high-quality preventive care . The current fee-for-service funding model hurts good doctors who keep their patients healthy because doctors are not paid if their patients do not come back.

Newly released data shows the GP bulk billing rate continues to improve each month, since the Albanese Government tripled the bulk billing incentive on 1 November.   Seven months of official Medicare billing data shows that after a decade of cuts and neglect from the Liberals, the slide in the GP bulk billing rate has stopped and bulk billing rates are improving.   The GP bulk billing rate was 79.0% in May, a rise of 3.4% since the higher bulk billing incentives came into effect on 1 November.   The increase in bulk billing is across all states and territories, with GP clinics around the country making the shift back to bulk billing.   States that historically have had lower bulk billing rates have seen the largest increases, with an 8.1% increase in Tasmania, and a 5.5% increase in the ACT.

Families with children under 16, pensioners and other concession cardholders are finding it easier to see a bulk billing doctor. Together, these patients make up more than 3 out of 5 visits to a GP.   For a doctor in a major city, the Medicare payment they get to bulk bill these patients for a standard consult has increased by 34%. For a doctor in regional and rural Australia, the Medicare payment has increased by around 50%.   The GP bulk billing rate measures the proportion of all GP visits under Medicare that involved no patient payment.   On July 1 last year, the Medicare rebate had the biggest increase in 30 years, delivering $940 million in additional Medicare funding.   On July 1 this year, the Medicare rebate will have the second largest increase in the past 30 years, delivering $900 million in additional Medicare funding.   The Albanese Government has increased Medicare rebates across the board by twice as much in two years compared to nine years of the last government.   Quotes attributable to Minister Butler:     “Doctors’ groups have called our tripling of the bulk billing incentive a ‘game changer’ – and clearly it is.     “After a decade of cuts and neglect to Medicare by the Liberals bulk billing was in freefall.   “The pressure on general practice began when Peter Dutton was Health Minister and he tried to do away with bulk billing by introducing a fee on every single visit to the GP, and then started a six-year freeze on Medicare rebates.   “The Albanese Government committed to making it easier for people to see a bulk billing doctor – and that is exactly what is happening right around the country, particularly in rural and regional Australia.”    “This is a win all round – for patients, doctors and the health system – and it is helping make Medicare stronger.”

Gagarin cup (khl) finals:  atlant moscow oblast vs. salavat yulaev ufa.

Much like the Elitserien Finals, we have a bit of an offense vs. defense match-up in this league Final.  While Ufa let their star top line of Alexander Radulov, Patrick Thoresen and Igor Grigorenko loose on the KHL's Western Conference, Mytischi played a more conservative style, relying on veterans such as former NHLers Jan Bulis, Oleg Petrov, and Jaroslav Obsut.  Just reaching the Finals is a testament to Atlant's disciplined style of play, as they had to knock off much more high profile teams from Yaroslavl and St. Petersburg to do so.  But while they did finish 8th in the league in points, they haven't seen the likes of Ufa, who finished 2nd. 

This series will be a challenge for the underdog, because unlike some of the other KHL teams, Ufa's top players are generally younger and in their prime.  Only Proshkin amongst regular blueliners is over 30, with the work being shared by Kirill Koltsov (28), Andrei Kuteikin (26), Miroslav Blatak (28), Maxim Kondratiev (28) and Dmitri Kalinin (30).  Oleg Tverdovsky hasn't played a lot in the playoffs to date.  Up front, while led by a fairly young top line (24-27), Ufa does have a lot of veterans in support roles:  Vyacheslav Kozlov , Viktor Kozlov , Vladimir Antipov, Sergei Zinovyev and Petr Schastlivy are all over 30.  In fact, the names of all their forwards are familiar to international and NHL fans:  Robert Nilsson , Alexander Svitov, Oleg Saprykin and Jakub Klepis round out the group, all former NHL players.

For Atlant, their veteran roster, with only one of their top six D under the age of 30 (and no top forwards under 30, either), this might be their one shot at a championship.  The team has never won either a Russian Superleague title or the Gagarin Cup, and for players like former NHLer Oleg Petrov, this is probably the last shot at the KHL's top prize.  The team got three extra days rest by winning their Conference Final in six games, and they probably needed to use it.  Atlant does have younger regulars on their roster, but they generally only play a few shifts per game, if that. 

The low event style of game for Atlant probably suits them well, but I don't know how they can manage to keep up against Ufa's speed, skill, and depth.  There is no advantage to be seen in goal, with Erik Ersberg and Konstantin Barulin posting almost identical numbers, and even in terms of recent playoff experience Ufa has them beat.  Luckily for Atlant, Ufa isn't that far away from the Moscow region, so travel shouldn't play a major role. 

I'm predicting that Ufa, winners of the last Superleague title back in 2008, will become the second team to win the Gagarin Cup, and will prevail in five games.  They have a seriously well built team that would honestly compete in the NHL.  They represent the potential of the league, while Atlant represents closer to the reality, as a team full of players who played themselves out of the NHL.

The Unique Burial of a Child of Early Scythian Time at the Cemetery of Saryg-Bulun (Tuva)

In 1988, the Tuvan Archaeological Expedition (led by M. E. Kilunovskaya and V. A. Semenov) discovered a unique burial of the early Iron Age at Saryg-Bulun in Central Tuva. There are two burial mounds of the Aldy-Bel culture dated by 7th century BC. Within the barrows, which adjoined one another, forming a figure-of-eight, there were discovered 7 burials, from which a representative collection of artifacts was recovered. Burial 5 was the most unique, it was found in a coffin made of a larch trunk, with a tightly closed lid. Due to the preservative properties of larch and lack of air access, the coffin contained a well-preserved mummy of a child with an accompanying set of grave goods. The interred individual retained the skin on his face and had a leather headdress painted with red pigment and a coat, sewn from jerboa fur. The coat was belted with a leather belt with bronze ornaments and buckles. Besides that, a leather quiver with arrows with the shafts decorated with painted ornaments, fully preserved battle pick and a bow were buried in the coffin. Unexpectedly, the full-genomic analysis, showed that the individual was female. This fact opens a new aspect in the study of the social history of the Scythian society and perhaps brings us back to the myth of the Amazons, discussed by Herodotus. Of course, this discovery is unique in its preservation for the Scythian culture of Tuva and requires careful study and conservation.

Savvino-Storozhevsky Monastery and Museum

Zvenigorod's most famous sight is the Savvino-Storozhevsky Monastery, which was founded in 1398 by the monk Savva from the Troitse-Sergieva Lavra, at the invitation and with the support of Prince Yury Dmitrievich of Zvenigorod. Savva was later canonised as St Sabbas (Savva) of Storozhev. The monastery late flourished under the reign of Tsar Alexis, who chose the monastery as his family church and often went on pilgrimage there and made lots of donations to it. Most of the monastery’s buildings date from this time. The monastery is heavily fortified with thick walls and six towers, the most impressive of which is the Krasny Tower which also serves as the eastern entrance. The monastery was closed in 1918 and only reopened in 1995. In 1998 Patriarch Alexius II took part in a service to return the relics of St Sabbas to the monastery. Today the monastery has the status of a stauropegic monastery, which is second in status to a lavra. In addition to being a working monastery, it also holds the Zvenigorod Historical, Architectural and Art Museum.

Belfry and Neighbouring Churches

Located near the main entrance is the monastery's belfry which is perhaps the calling card of the monastery due to its uniqueness. It was built in the 1650s and the St Sergius of Radonezh’s Church was opened on the middle tier in the mid-17th century, although it was originally dedicated to the Trinity. The belfry's 35-tonne Great Bladgovestny Bell fell in 1941 and was only restored and returned in 2003. Attached to the belfry is a large refectory and the Transfiguration Church, both of which were built on the orders of Tsar Alexis in the 1650s.

To the left of the belfry is another, smaller, refectory which is attached to the Trinity Gate-Church, which was also constructed in the 1650s on the orders of Tsar Alexis who made it his own family church. The church is elaborately decorated with colourful trims and underneath the archway is a beautiful 19th century fresco.

Nativity of Virgin Mary Cathedral

The Nativity of Virgin Mary Cathedral is the oldest building in the monastery and among the oldest buildings in the Moscow Region. It was built between 1404 and 1405 during the lifetime of St Sabbas and using the funds of Prince Yury of Zvenigorod. The white-stone cathedral is a standard four-pillar design with a single golden dome. After the death of St Sabbas he was interred in the cathedral and a new altar dedicated to him was added.

Under the reign of Tsar Alexis the cathedral was decorated with frescoes by Stepan Ryazanets, some of which remain today. Tsar Alexis also presented the cathedral with a five-tier iconostasis, the top row of icons have been preserved.

Tsaritsa's Chambers

The Nativity of Virgin Mary Cathedral is located between the Tsaritsa's Chambers of the left and the Palace of Tsar Alexis on the right. The Tsaritsa's Chambers were built in the mid-17th century for the wife of Tsar Alexey - Tsaritsa Maria Ilinichna Miloskavskaya. The design of the building is influenced by the ancient Russian architectural style. Is prettier than the Tsar's chambers opposite, being red in colour with elaborately decorated window frames and entrance.

At present the Tsaritsa's Chambers houses the Zvenigorod Historical, Architectural and Art Museum. Among its displays is an accurate recreation of the interior of a noble lady's chambers including furniture, decorations and a decorated tiled oven, and an exhibition on the history of Zvenigorod and the monastery.

Palace of Tsar Alexis

The Palace of Tsar Alexis was built in the 1650s and is now one of the best surviving examples of non-religious architecture of that era. It was built especially for Tsar Alexis who often visited the monastery on religious pilgrimages. Its most striking feature is its pretty row of nine chimney spouts which resemble towers.

If you’re enrolled in Medicare you’re eligible for the Extended Medicare Safety Net (EMSN). Once your out-of-pocket medical expenses reach the threshold (below) in a calendar year, Medicare will cover up to 80% of any further out-of-pocket expenses you have for out-of-hospital medical services that are subsidised under the MBS. You don’t need to register if you are an individual with no dependants. Medicare keeps a tally of all your out of pocket expenses and gap amounts. If you are part of a family or couple you will need to register online – that way you will reach the threshold sooner. You only have to register once.
