Belgaum , now known officially as Belagavi , is a city in Northwestern Karnataka , close to the state of Goa .

Belgaum got its name from Venugrama , meaning "bamboo village". It is the district HQ. The most ancient place in the district is Halsi; and this, once the capital of a dynasty of nine Kadamba kings. In 1776 the country was overrun by Hyder Ali of Mysore, but was retaken by the Peshwa with British assistance. In 1818 it was handed over to the British East India Company, and made district of Sangli state.

Belgaum has been the focal point of a border dispute between the states of Karnataka and Maharashtra . Both states claim Belgaum on linguistic grounds. Traditionally, most people spoke Kannada but the majority in the big cities spoke Marathi , which has resulted in regional tensions.

As of 2022, Belgaum and environs are claimed by Maharashtra and they are under the administration of the Government of Karnataka. We treat Belgaum as a part of Karnataka here, which does not represent a political endorsement of the claims made by either side of the dispute.

The weather of Belgaum is pleasant, owing to its hilly topography. Summers (April–June) are mildly hot and winters are cool (November–February). It experiences heavy southwestern monsoon rains during July–September. It receives as much as 1250 mm of rain annually.

Belgaum is connected by road via the National Highway #4, connecting Maharashtra, Karnataka, Andhra Pradesh and Tamil Nadu; and NH-4A, connecting Karnataka and Goa.

Bus operators plying between Mumbai, Belgaum, Pune, Bangalore and Hyderabad include VRL (Vijayanand Road Lines), Pai Travels, Barde Travels and PVG.

Belgaum is on a main Indian Railways line, well connected by rail to major destinations such as Bangalore (via Hubli ), Mumbai, Pune / Delhi (via Miraj) and Goa.

Belgaum has excellent city bus connectivity and also for the rural area around Belgaum, the charges are nominal around ₹10 from one end to the other part of the city . Private and Gov't Buses also provide transport for commuting between Hubli, Dharwad, Goa, and other nearby places .

This is cheap way of transport between attractions. Though not metered always it would be wise to ask the approximate amount from a local.

Normally, taxis are not needed unless you plan to go way out of the city. If you want to move around in city, Autos and buses are good enough.

There are many rental companies offering cars with drivers or self-drive, including Hertz on College Road.

The old stone fort, built in 12th century AD by the local Ratta rulers, is an important spot, though hardly anything of the original structure remains. One can view the splendid Kamal Basti (Jain temple), within the fort's premises. The Fort premises also hosts the Sri Ramakrishna Mission Ashram. This fort was renovated and built on by successive rulers who ruled Belgaum from time to time. Belgaum's Watchtower and Sunset Point should not be missed if one wants to savor the scenic beauty surrounding this small town.

Belgaum is famous for its temples and the religious-minded traveler could find a number of temples here, the main ones being Kamal Basti (in Belgaum Fort) Kapileshwar temple, Shani temple and the Maruti Temple.

The Masjid-Sata mosque, which dates back to the 16th century AD, the Mahadeva temple with its beautiful gardens, the St. Mary's Church of England, St. Xavier's Church, Catholic Cathedral and St. Anthony's Church, all lie within the lush green environs of the Cantonment.

Gokak Falls : Gokak Falls is a waterfall known for its beauty. It is at a distance of 60 km from Belgaum and 10 km from Gokak town. Located right on the main road is a celebrated tourist centre in the district. This falls has a height of about 52 m (171 ft). The river Ghataprapha after winding a course of a long route takes a leap of 52 m, over a rocky bed 52 m down. The falls is famous for its spread and shape. The dull roar of the falls can be heard much before you reach it. The falls are horse-shoe shaped at the crest, with a flood width of 177 m. June to September is the best season to visit. Electricity was generated here for the first time in the country in 1887. This generating station can be reached on the rope way.

Godachinmalki Falls :16 km from Gokak, it is at a fine spot the first jump from a height of about 25 metres and flows into a rocky valley and after a short distance from here it takes a second jump at a height of about 18 meters.

Jamboti :Jamboti is 20 km south-west of Belgaum. Jamboti is a popular tourist spot with its evergreen hilltop forests. Mandovi River, the longest river in Goa has its origin in the Jamboti hills.

Kittur : Kittur is 44 km from Belgaum. Kittur is a place of historical significance. Rani Channamma of Kittur is known for her resistance to British rule. A ruined fort, formerly the residence of the chief of Kittur can be found here.

Navilutirtha (Saundatti) : 80 km from Belgaum, a low valley in between the 2 hills, in an enchanting place is Navilutirtha. It used to be full of peacocks, frequently flocking round the pond, and thus the place was named Navilutirtha. The Malaprabha Dam near Renukasagar is here. It is also a good picnic spot.

Rakaskop water reservoir : 16 km from Belgaum, literally means a hamlet of a Rakkasa (Giant), who is stated to have lived on a hillock near the village. A cavern in laterite on the hillrock resembling a huge seated human figure is shown by the people to remind his past existence. Here is a Dam across the river Markandeya, supplying drinking water to Belgaum.

Vajrapoha Falls : Vajrada Avalakki or Vajra Seethavaade 60 km from Belgaum. It is one of the few less known & most spectacular Falls of the Western Ghats, which is still pristine and not choked. trek Follows along the swift flowing river Mahadayi in deep forests.the River Mahadayi is joined by two other streams Marcidha nala and Pannera nala in creating this magnificent waterfalls, which later known by the name "Mandovi" in Goa. The river, cascading down at a great speed to a gorge below, taking a giant leap of over 150 feet is a sight to behold. The roar of the falls reaches deafening proportions. Walking sometimes in the waist deep water, traversing the slippery slopes and rocks with all the skills is not an easy task. In the evening the soft rays of sun falling on the veil gives a glittering touch thus the name vajra! one needs to be bit more adventurous to get to the bottom of the falls. Traversing the slippery slopes and wading through thorny bushes is really an unusual experience. Views of the waterfall makes one awestruck and complacent. If you're lucky you'll spot a pied hornbill, huli salinga - Brother of venomous tarantula spider. A must see destination for the avid nature lover.

3. Transcend Yourself To The Bliss Of Olden Days

Belgaum, being the oldest city of Karnataka has witnessed the past more than any other city of the state. Various historical structures that have play low tone among the emerging new age structures still testify the brave stories from the past. Kittur Fort and Palace which was held by the Desai Marathas of Kittur and Rani Chennamma, a lingayat woman warrior of Karnataka who revolted against the British in 1824. Belgaum is a hub of shrines. Shree Ramakrishna Ashram Temple, a very significant worship place for the followers of Swami Vivekananda. The building was earlier the residence of Sri Haripada Mitra, and Swami Vivekananda had stayed here for 9 days in October 1892. Thus the place has been preserved in its original form with some renovations.

Apart from this, there many are other shrines in Belagavi that you can see. Shree Mauli Devi Temple, Shri Hari Mandir, Kapileshwara Temple, Bajrabahari Temple are some Hindu temples that you can visit to gather some internal peace. St, Mary’s Church and Safa Masjid are also popular among the devotees and travellers.

Having spent most of my summer vacations, I have fond memories of exploring many places to visit in Belgaum. This post has a list of all the Belgaum Tourist places one must tick off.

I used to travel to Belgaum from Vadodara on Indian Railways to meet my maternal family.

Belgaum, also called Belgao by the locals or officially as Belagavi, has always been special to me.

Nestled on the border of Maharashtra and Karnataka, both states claim Belgaum to be their own. Being close to both of these states as well as Goa , Belgaum culture is a mix of Maharashtrian , Kannadiga and Konkani . Marathi and Kannada languages are both fluently spoken by the locals. 

Belgaum weather is something that entices a traveller. Happily settled at the foothills of the Sahyadri range in the Western Ghats, the places to visit in Belgaum and around Belgaum are dense forests, rivers, waterfalls, mountains, ghats that are sure to make anyone fall in love.

Belgaum is famous for its cultural vibrancy. Whether it is Diwali, Rang Panchami or Ambedkar Jayanti, each festival is celebrated with fervour by the locals. But the most special festival that gets the Belgaumites excited is Ganeshutsav .

Ganesh Chaturti in Belgaum sees the grandest celebrations after Mumbai and Pune wherein the entire city colours itself in the hues of Gulal , chants of ‘ Ganpati Bappa Morya’ and drowns in the sweet scent of Modak . Every household in Belgaum enthusiastically welcomes the elephant-headed god with rangolis in front of their house, decorations in the house, the rhythmic sounds of Nashik dhol and a heart full of love. 

If anyone ever wants to visit Belgaum they must do it during Ganeshutsav!

Places to visit in Belgaum

There are many Belgaum visiting places – from the historical fort in the heart of the city to the mystical waterfalls near Belgaum, there are many things to do in Belgaum and around. Whether you are a student studying at KLE University or VTU, or a tourist there is something here for everyone.

Belgaum Fort

Once a grand place in itself, not much remains of the Belgaum Fort now.

Built in the 12th century, Belgaum Fort is believed to be one of the oldest forts of Karnataka. Ruled by many Hindu & Muslim Kingdoms it was once ruled by Maratha King Shivaji Maharaj and later on by the Peshwas. In its best days, the fort had high walls and a very wide moat, filled with water, for extra security from enemies. 

While the fort area spans a few acres, there is only a fort wall that remains in the center of the city. It was a shame to go here and not see anything that resembles a fort. But even though there is no fort structure, the Belgaum fort or Belagavi fort is still a place where multi cultures reside.

The fort premises houses a mosque, a Hindu temple, a Jain temple, and an Ashram inside its premises. 

Belgaum Fort is also home to some of the tallest, rarest, and most magnificent trees in Belgaum. Many trees have a girth of more than 7 to 8 feet and reach up to 75 to 100 feet in height. If you like birdwatching then there are many birds of western ghats that reside here. Crane those necks with binoculars to check out the amazing wings of colours.

Kamal Basti

There are two temples also known as Jinalayas in the later Chalukya style – Kamal Basti and Chikki Basti. While Chikki Basti is in ruins, Kamal Basti is one of the best places to visit in Belgaum. The two are said to have been part of a complex of 108 bastis of which only 2 survive today. Not much is known of the remaining bastis and temples inside the fort complex.

Kamla Basti is spread over manicured lawns, and coconut trees, and gives the feeling of being inside a forest.

The temple locally called Kamal Basadi is a Jain temple (Ratta Jinalaya) dedicated to Shri Neminath Tirthankar that was built in 1204 AD by Bichiraja, a minister of Kartavirya IV of the Ratta Dynasty. The temple name literally means Lotus Sculpture. The interior architecture reminded me of another beautiful temple – Ranakpur Jain temple .

The external walls are plain with horizontal bands and exhibit various patterns of geometry. However, the interior of the temple has intricately carved pillars and arches.

The inner temple porch has three entrances and each is joined with stone benches on its periphery.

The ceiling of the porch is in Kadambanagara style (stepped pyramidal type) and has a dome with 72 lotuses, hence the name Kamal Basti. On the ceiling can also be seen the projected idols of Ashtadikpalakas also known as Gods of Eight directions as well as images of Jain Tirthankara in between them. 

The pillars leading to the inner sanctum or garbhagriha have intricate carvings on them. The deity inside is carved in black stone and that of Neminath Tirthankara in black stone, the 22nd Tirthankara .

The frame behind the idol is extremely artistic with floral designs and Makara Torana meaning guardians of gateways and thresholds, protecting throne rooms as well as entryways to temples. Idols of a few Tirthankara can be seen inside and in the wall niches.

This temple is currently being taken care of by the Archeological Survey of India (ASI) and is one of the best places to visit in Belgaum.

Ramkrishna Mission Ashram Belgaum

Just a couple of meters away from Kamal Basti is the Ramkrishna Mission Ashram, another peaceful place in the Belgaum Fort premises. The Ashram holds importance as the visionary Shri Swami Vivekananda stayed here for nine days when he visited Belgaum in 1892. A cottage which houses the information about his visit and his idol is present.

Beside the cottage is a big meditation hall on the first floor. It has positive vibes and an extremely calm atmosphere. And anyone can go and sit here, without any questions asked.

Other places on the premises include a dining hall and a residence for the Monks. There is a small library that sells publications written by Swamiji and his ideologies. Ramakrishna Mission Ashram Belgaum also organizes numerous welfare activities, lectures, yoga, bhajan chanting, and meditation classes for visitors.

Watch India’s Tallest Flag Installation at Kote Kere

Kote Kere is also known as Fort Lake is the favorite picnic spot in Belgaum . This is a well-maintained lake in the city, situated exactly in front of Belgaum Fort. Kote kere has lush greenery surrounding it with walkways along its boundary for joggers.

Other options around the lake include pedal boats and ferry boats. There are floating restaurants on the lake water as well as many food stalls around the lake periphery. There is a small amusement park for the kids as well as a fountain show that is held every Saturday and Sunday from 6 pm to 8 pm.

However, the latest attraction in Belgaum includes the installation of India’s tallest flag . After Pune and Attari, Belgaum hosts the highest flag. Overlooking the lake waters, the tricolor paints a pretty picture against the sunset sky filling the visitor with pride and honor.

Chhatrapati Shivaji Statue Park

Near the Military Mahadev temple premises, near the parking area is an area that has miniature forts that were ruled by Chhatrapati Shivaji Maharaj, the erstwhile Maratha Empire ruler. The forts are made in a similar shape to the original and have historical information. The park has miniatures of 11 important forts including Sindhudurg, Vijaydurg, Vishal Gad, Panahala, Pratap Gad, Raigarh, Torna, Raj Gad, Sinha Gad, Shivneri, and Purandar. 

A bronze statue of Shivaji Maharaj is installed in the middle of the park.

Military Mahadeva Temple

I remember spending a lot of time in the Military Mahadev Temple gardens when I visited as a kid. A fountain near the entrance and the swings and slides in the temple premises is what I loved the most. The trip was complete after having a fill of Alipak and Sugarcane juice from the vendors outside the garden.

Military Mahadeva Temple is one of the most popular tourist places to visit in Belgaum . It is one of the oldest temples in the region and gets its name as it is managed by the Indian Army of Southern Command. The presiding deity is an image of Lord Shiva and a Shivlinga. Two Nandi idols can also be seen in front of the Shivling.

As one enters the temple there is an artificial water fountain with an idol of Lord Krishna around a well-kept and maintained garden. Straight ahead is the Shiva temple. This is one of the most peaceful places in Belgaum 

The premises also has a children’s park and a mini zoo.

Uttara Karnataka Oota (North Karnataka meals) are thali meals generally served on a banana leaf in restaurants. The food items include Jowar Roti, Enngai palya means Brinjal curry, Soppina palya means green leafy vegetable curry, diced cucumber, Kosambari means salad, Papad , Groundnut chutney, Sambar , Dahi , Sambar , Rasam and Buttermilk.

Mandige also known as Mande or Chowde is the most important sweet dish of Belgaum . Traditionally served in weddings, it is also offered to god during festival puja . Mandige uses ingredients such as wheat flour, sugar powder, ghee, cardamom, and sesame seeds. The dough is laced with a mix of powdered sugar, sesame seeds, and ghee, rolled very thin and carefully transferred to be cooked over a spherical pot. They are then folded into neat bundles as it cooks. Mandige is perfect gifts as they have a shelf life of 2 weeks.

When writing a blog on all about Belgaum how can I avoid shopping in Belgaum? Belgaum is famous for its brass utensils, jewelry, wood products, showpieces, and Silk sarees. Belgaum silk sarees are a brand in themselves and extremely popular in Maharashtra and Karnataka for their peculiar golden borders.

Belgaum is a hub for silk saree manufacturing and the sarees from here are supplied to most famous saree malls in Mumbai and Pune. So much so that it is on par with Yeola Paithani. All the traditional weaves and sarees are manufactured here like the Paithani Saree, Narayan Peth, Khun, and many more.

The Belgaum saree is a 100-year-old industry and has takers in South Asian countries. Food souvenirs from Belagavi that can be picked (other than Kunda and Mande) are pickles and chutneys. Local shops sell fresh groundnut and garlic chutney in dry forms so it has a higher shelf life. Red chili thecha and ranzak (types of chutneys) and amazing to pick up. Pickles such as raw mango, lemon, mainmula (coleus root) are also freshly prepared and have an amazing taste.

Belgaum has pleasant weather all year round. However, for the best experience, winter November to February is the best time to visit Belgaum. The monsoon is also preferred by visitors due to the waterfalls and greenery in and around the city. July is apparently the coldest month in Belgaum. However, monsoons are pretty harsh with incessant rains which may sometimes hamper moving around in the city.

Ganesh Chaturthi falls in September is around the end of the monsoon. According to me, Belgaum is dressed as a bride during this time and is perfect to visit.

Summer months are bearable and not as harsh as in western and northern India. Summer in Belgaum is full of the bounty with Ratnagiri Hafoos (Alphonso mangoes) and fresh Cashew Nuts that can be savored in so many different ways.

How to reach Belgaum

Belgaum Airport is located 10km away from the city in Sambra and it is connected only by domestic flights. Connections are improving every month with many cities directly getting connected thanks to low-cost small airlines. There are direct flights from Bangalore, Mumbai, Delhi, Hyderabad, Ahmedabad, and Chennai.

Belgaum is located on the mainline of the Western Railways network which is why it is well linked by rail to other major destinations such as Bangalore, Mysore, Mangalore, Pune, Mumbai, Hyderabad, Goa, New Delhi, and Chennai. 

Belgaum is well connected by road through the NH4 which basically connects Maharashtra, Karnataka, Andhra Pradesh, and Tamil Nadu. NH4A connects Karnataka and Goa. Belgaum to Bangalore distance is 510 km and takes about 12 hours by road.

Thanks to good road conditions, it is possible to self-drive or take a bus to Belgaum from Mumbai, Chennai, Pune, Hyderabad, and Bangalore. The Government of Maharashtra and the Government of Karnataka operate MSRTC and KSRTC buses respectively from various locations to Belgaum city.

Rajhans Gad

was built by the Ratta dynasty and later rebuilt or renovated in stone by Asad Khan Lari, a Persian noble of Bijapur, while the Belagavi Fort was being built. The fort mainly served as an outpost of the Belagavi fort, to spot and prevent the enemies from attacking from Goa and Karwar areas. The Belagavi Fort and by extension, the Yellur Fort, was controlled by many rulers. Yellur Fort mainly served as a ‘watchtower’ as it allowed one to spot enemies approaching from a great distance due to its elevation.

Belagavi Fort

is a stunning example of the coexistence of temples and mosques in perfect harmony. Although much of the original structure has been lost to time, the fort’s rich history is still evident. It is believed to have been built in the 12th century AD by the local Ratta rulers and was later renovated and expanded by successive rulers who held power in Belagavi.

Upon entering the fort, visitors are greeted by two shrines dedicated to Lord Ganpati and Goddess Durga. Additionally, four Matrika statues and a Mahishamardini can be seen. The Safa Masjid, one of two mosques located within the fort.

Kamal Basadi

Of the two basadis located within the fort, the Kamala Basadi stands out as the more prominent one. This magnificent structure was built in 1204 by Bichana (or Bichiraja), a minister of Kartavirya IV of the Ratta dynasty. The Kamala Basadi, also known as the Ratta Jinalaya, boasts a star-shaped garbhagriha, an ardhamantapa, and a vestibule that leads to the frontal mukhamantapa.

Within the garbhagriha, visitors will find a stunning seated image of Neminatha, the 22nd Jain Tirthankara, carved from black stone. The navaranga’s lathe-turned pillars are exquisitely engraved with floral and geometric designs, adding to the Basadi’s overall beauty.

One of the most striking features of the Kamala Basadi is its well-executed mukhamantapa. The ceiling of this area is adorned with intricate floral designs, with a pendant of lotus projecting from the center. This stunning creation in stone is the reason why the Basadi is named Kamala (Lotus) Basadi.

Ram Krishna Mission Ashrama

Swami Vivekananda had stayed in Haripada Mitra’s house in Belagavi and Haripada Mitra was a sub-divisional forest officer in 1892. Survey No.357, Mansingh Thapa Road, Fort, Belagavi – 590 016, was the blessed house of Sri Haripada Mitra where Swamiji had stayed for 9 days in Oct 1892.

The Risaldar Galli house of Mr.Sadashiv Bhate is now a sub center of the Ramkrishna Mission Ashrama. This sub-centre has been running in a portion of the very house where Swami Vivekananda stayed for 4 days (as a guest of Shri Sadashiv Bhate from Oct 15-18, 1892) during his 13-day visit to Belagavi. In December 1924, it was chosen as the venue for the 39th session of the Indian National Congress (INC) under the leadership of Mahatma Gandhi. Local hidden gem: The Unisphere in Flushing Meadows Corona Park, Queens, New York

New York City’s best-known park is Central Park, but there’s plenty to see for visitors and locals who are willing to explore the outer boroughs.

Flushing Meadows Corona Park is a favorite for residents of central Queens and contains the Unisphere, a landmark that gained renewed fame for millennials with its cameo in the 1997 movie “Men in Black.” 

The Unisphere , a stainless steel globe with a diameter of 120 feet, was manufactured for the 1964-65 World’s Fair , which took place in the park. The theme of the fair was “peace through understanding,” a sentiment that feels more relevant than ever in 2024.

While most of the exhibits and pavilions are long gone, some permanent monuments remain. The city restored the Unisphere in 1994 and designated it an official landmark in 1995.

It remains the centerpiece of the park, and is easy to visit by subway or Long Island Rail Road. It’s also very close to Arthur Ashe Stadium where the US Open tennis tournament is held every year, and to Citi Field, where the Mets play, so travelers looking for a two-for-one deal can catch a game and some history.

White House Sets Visit for Kansas City Chiefs Following 2024 Super Bowl Win

For the second time in two years, the champs will have an audience with President Joe Biden

The Super Bowl champs are headed back to the White House!

The Kansas City Chiefs will celebrate their 2024 title on Friday, May 31 with a visit to Washington, D.C., where they will meet with President Joe Biden , according to a press release issued by the White House.

It will be the second visit in two years for the team, after winning Super Bowl LVII in 2023. In 2020, the Chiefs didn’t get a chance to celebrate their title at the White House after the ceremony was canceled due to COVID.

The visit comes amid a controversial offseason for the team — and could make for some awkward moments. Earlier this month, kicker Harrison Butker was openly critical of Biden and his policies during COVID in his commencement speech at Benedictine College on May 11.

Since then, Hoda Kotb ,  Jenna Bush Hager ,  Maria Shriver  and  Flavor Flav  have pushed back on claims made in his speech, while the NFL said the league does not agree with  his views.

“Harrison Butker gave a speech in his personal capacity. His views are not those of the NFL as an organization. The NFL is steadfast in our commitment to inclusion, which only makes our league stronger," Jonathan Beane, the NFL’s senior vice president and chief diversity and inclusion officer, told PEOPLE in a statement.

Despite the controversy, White House Press Secretary Karine Jean-Pierre said during a May 17th press briefing that an invite was extended to "the entire team."

When asked about Butker, Jean-Pierre said, “What I can say is we invite the entire team and we do that always. I don’t have anything beyond that." She later added, “It’s an invitation that goes to the team, and so it’s up to the team who comes and doesn’t come. It’s the way it usually works.”

Last year’s Chiefs-Biden matchup was not without its own highlight reel when quarterback Patrick Mahomes and tight end Travis Kelce had some fun at the podium. The playful moment happened when Biden posed for a photo with Mahomes, 28, and Kelce, 34, holding up a Kansas City Chiefs No. 46 Biden jersey. After the photo, the president, 81, turned his back to the podium to lay the jersey down and Kelce scooted over to the microphone.

"So, I've been waiting for this," Kelce casually began before Mahomes rushed over and escorted him away from behind the president’s podium. “Sorry! Sorry!” the quarterback said, waving his hand to apologize as the whole team began laughing behind them.

Biden raised both his hands up and laughed along with the confusion.

New York City Council Votes on Laws to Improve Safety of Parking Garages

Council also passed legislation on quality-of-life enhancements for New Yorkers by implementing virtual queue system for 311 callers and strengthening enforcement of commercial littering

City Hall, NY – Today, the New York City Council voted on legislation to improve parking garage safety and building integrity by requiring the Department of Buildings (DOB) to conduct a loadbearing capacity study of garages, increasing the frequency of inspections, and doubling the standard civil penalties for certain DOB-enforced violations. The Council passed today’s bill package to proactively identify and address structural vulnerabilities to prevent tragedies like last year’s parking garage collapse at 57 Ann Street in Lower Manhattan.

The Council also passed legislation on quality-of-life enhancements for New Yorkers by implementing a virtual queue system for 311 callers and strengthening enforcement of commercial littering.

“Addressing structural safety issues in our city’s parking garages by keeping them in good repair can save lives and prevent future tragedies,” said Speaker Adrienne Adams . “These comprehensive solutions will result in more frequent inspections and prompt garage owners to quickly address any problems that are identified to keep people safe. I’m also proud to pass legislation today to increase transparency and oversight of the JFK International Airport redevelopment plan, which has a tremendous impact on surrounding communities in Southeast Queens. By requiring annual reporting on the $13 billion project and related community benefits, the Council and local community can be better informed about its progress. I thank my Council colleagues for their leadership and hard work on these important bills.”

Improving Parking Garage Safety and Building Integrity

On April 18, 2023, a parking garage located at 57 Ann Street in Lower Manhattan collapsed , resulting in the death of the garage manager, Willis Moore, and injuring five others. At the time of the collapse, there were various open violations for loose, defective, and cracked concrete throughout the building structure. Following the collapse, the Department of Buildings (DOB) inspected hundreds of garages across the city and issued multiple full and partial vacate orders. The Council’s bill package aims to address gaps in the safety of parking garages to prevent any future tragedies.

Introduction 135-A , sponsored by Majority Whip Selvena N. Brooks-Powers , would require DOB to conduct a loadbearing capacity study for parking garages. DOB would be required to assess factors of building integrity, such as the size, age, materials, and structural design of the parking structure. DOB would also be required to submit these findings and accompanying recommendations to the Mayor and the Council, and post them to its website as a report.

“The safety of our New Yorkers is a critical priority, and this bill is an important step in preventing future tragedies,” said Majority Whip Selvena N. Brooks-Powers. “By requiring a loadbearing capacity study for parking garages, our city will better identify structural issues before disaster strikes. This legislation is a proactive measure to bolster our infrastructure to make it safe, reliable, and capable of withstanding everyday use. Our commitment to rigorous inspections and oversight will save lives and build greater public confidence in our city’s facilities.”

Introduction 170-A , sponsored by Majority Leader Amanda Farías, would double the standard civil penalties for certain DOB-enforced violations when issued to the owner of a parking structure to promote improved compliance that better maintains the safety of parking garages.

“My legislation, Introduction 170-A, is to serve as a key deterrent for parking structures across New York City,” said Majority Leader Amanda Farias . “We will double all initial violations related to parking structures with the exception of sections 28-301.1 and 28-302.1; which had varying fees dependent on class and violation description. This is to create uniformity around parking structure violations and ensure the fees New York City have in place are a strong deterrent from mismanagement. With the passage of today’s bills we remember the Ann Street garage last April that resulted in the death of one worker, 59-year-old manager Willis Moore, and injured five more people. Thank you Speaker Adams for your leadership on this issue.”

Introduction 231-A , sponsored by Council Member Crystal Hudson , would increase the frequency of parking structure inspections from a six-year inspection cycle, as mandated by Local Law 126 of 2021 , to a four-year inspection cycle. It would also require that follow-up assessments be conducted within two years after a parking structure is deemed safe with repair or monitoring.

“Just over one year ago, we witnessed a parking structure collapse in the heart of the Financial District, claiming the life of one of our neighbors mere blocks away from City Hall,” said Council Member Crystal Hudson . “In the wake of this tragedy, the city scrambled to inspect other parking structures, ultimately finding that dozens of other buildings had similar hazardous defects. It is the government’s responsibility to guarantee the integrity of the infrastructure that shapes our communities—including parking structures. Doing so keeps our neighbors safe, and the passage of Int. 231 will help us bolster New Yorkers’ sense of security and serve as a tangible step toward ensuring our city’s government is a proactive force to prevent future tragedies like that of 2023.”

Enhancing Quality of Life for NYC Residents

Introduction 584-A , sponsored by Council Member Eric Dinowitz , would require the 311 call center to implement a virtual queue system that provides an estimated wait time for callers.

“Int. No. 0584-2024 is an important step to a better quality of life for all our constituents,” said Council Member Eric Dinowitz . “The 311 call service system is the most direct way that our constituents are able to relay their concerns regarding their homes and neighborhoods. Int. No. 0584-2024 would reassure constituents that their case will be taken on in a timely fashion and hold our city accountable in the way that it serves them. I am so grateful for the public’s support and that of the City Council’s, which only further demonstrates our great city’s overall need for significant reform in our current service requests system. I look forward to partnering with the city to provide this essential service to our constituents and making 311 more accessible for everyone.”

Introduction 97-C , sponsored by Council Member Sandra Ung , would set a civil penalty against commercial, manufacturing, or industrial building owners for repeated sidewalk littering and obstruction of $50 for the first violation, $300 for the second violation committed on a different day within any 12-month period, and $500 for the third and each subsequent violation committed on a different day within any 12 month period. The bill would also require the Department of Sanitation to produce educational materials related to the changes in the penalties, and to perform outreach to owners of affected buildings.

“We all know that the majority of our business owners are responsible and conscientious members of our community,” said Council Member Sandra Ung . “However, we cannot deny that there are some business owners who continually flout these rules, undermining our collective efforts to keep our city clean. It is for these repeat offenders that my legislation, Intro 97, introduces stricter penalties. By increasing fines for these repeat offenders, we aim to incentivize better compliance and ultimately reduce the amount of litter and debris on our streets. Thank you to New York City Council Speaker Adrienne Adams for her leadership as we moved this bill though the legislative process. By passing Intro 97, we take a crucial step towards a cleaner, healthier, and more beautiful New York City for everyone.”

Increasing Transparency and Community Oversight of JFK Redevelopment Project

Introduction 134-A , sponsored by Majority Whip Selvena N. Brooks-Powers , would require the New York City Economic Development Corporation (EDC) to submit an annual report to certain elected officials – including the Council Speaker, Queens Borough President and the local Council Member representing JFK – on the progress of the JFK redevelopment plan and its related community benefits package. Each report would include information on the progress and any changes to the scope, timeline, or budget of the redevelopment plan; actions taken by the Port Authority related to the plan and community benefits package, such as property acquisitions, contracts awarded to M/WBEs, permit applications, the establishment of advisory boards; and any other relevant information as determined by EDC.

The $13 billion redevelopment of JFK International Airport is a major infrastructure project that has significant impacts on the surrounding communities in Queens. This bill aims to improve transparency and offer community oversight by requiring regular reports from the EDC on updates to the project.

“The $13 billion redevelopment of John F. Kennedy International Airport is a massive project that deserves greater transparency and community oversight,” said Majority Whip Selvena N. Brooks-Powers . “To ensure that the benefits of the redevelopment reach M/WBEs, local businesses, and our communities in Southeast Queens, it is critical that stakeholders and the public are informed about the developments and progress of the plan. This legislation builds on efforts by the Council to hold the Port Authority and city agencies accountable, and ensure that our communities are safeguarded.”

15-21 West 124th Street Text Amendment – an application to facilitate the construction of a new 7-story building with 33 housing units in Council Member Salaam’s district.

Sunnyside Barnett – an Article XI tax exemption to facilitate the construction of a new 7-story, mixed-use, 100% affordable housing building with 185 units and community facility space in Council Member Won’s district.

Resolution 412 , sponsored by Council Member Sandy Nurse , will set the date, place, and time for a public hearing on legislation to establish the Cypress Hills Fulton Business Improvement District.

Resolution 421 , sponsored by Council Member Julie Won , will set the date, place, and time for a public hearing on legislation to expand the Queens Plaza/Court Square Business Improvement District and rename it the Long Island City Business Improvement District.

A Preconsidered resolution , sponsored by Council Member Justin Brannan , will set the discount rate for early payment of property taxes for Fiscal Year 2025.
